Albany Street Parking Rules: Permits, Snow Bans, and Fines

Albany’s street parking rules cover four systems that operate at the same time: alternate-side sweeping restrictions, metered zones downtown, residential permit blocks, and snow emergency bans that override everything else. Fines run from $25 to $150 depending on the violation, and any unpaid ticket automatically doubles after 20 days.¹ Read the sign on your block before you read anything else; schedules vary street by street.

Alternate-Side Parking

Alternate-side rules keep one curb clear for street sweepers and maintenance crews. Under Albany City Code § 359-21, the Chief of Police designates which blocks are restricted, and posted signs show the specific days and hours.² On a typical block, one side is off-limits for several hours on a given weekday, then the restriction flips.

On streets where parking exists on only one side, the code builds in a one-hour changeover window split evenly: 30 minutes before the no-parking period starts and 30 minutes after it ends. You won’t be ticketed while moving your car during that window.² The fine for an alternate-side violation is $35.¹

Metered Parking

Meters run on weekdays in commercial corridors and downtown. Inside the Downtown Albany Business Improvement District, meters are free after 5:00 PM Monday through Friday and free all day on weekends and major national holidays.³ You can pay at kiosks or through a mobile app tied to the zone number printed on the meter post.

Time limits and rates depend on the zone. Some cap parking at two hours; others allow longer stays at higher hourly rates. When your time expires, move to a different block. Enforcement tracks paid sessions electronically, so re-paying at the same meter after your limit runs out still produces an overtime ticket, which carries a $25 fine.¹

Weekends and Holidays

On-street meters are free all day Saturday and Sunday and on major national holidays.³ Alternate-side restrictions and residential permit zones still apply on their posted schedules unless a sign says otherwise. Snow emergency rules override the day of the week entirely.

Snow Emergency Parking Bans

A declared snow emergency lasts 48 hours and replaces the normal rules for that window. It runs in two phases.

Phase 1 (hours 0–24): As soon as the emergency takes effect, park on the even-numbered side of the street. Plows clear the odd side first.⁴
Phase 2 (hours 24–48): Twenty-four hours in, move to the odd side. Plows then clear the even side.⁴

Phase 1 begins the moment the emergency is declared, not 24 hours later. A car on the wrong side when the plows come through gets a $35 ticket and is likely towed.¹

Where to Park and How to Get Alerts

The city opens designated off-street lots across neighborhoods for snow emergencies; the full list of addresses lives on the city’s Snow Removal page.⁴ Declarations go out through Nixle alerts (sign up via the Albany Police Department page), the city’s Notify Me system, physical message signs at 33 locations, and local media.⁵ Emergencies are sometimes announced late at night. Sign up for at least one digital alert.

Residential Permit Zones

On a block designated as a residential permit zone, drivers without a permit are limited to two consecutive hours between 8:00 AM and 6:00 PM on weekdays, holidays excluded.⁶ Residents with a valid permit face no time restriction on their own block.

To apply, you need a valid driver’s license and current vehicle registration. You can apply online at albany.cmrpay.com/permits, create an account, choose your permit type, and pay; auto-renewal is available so the permit renews annually without a new application. In person, the City Clerk’s Office takes applications Monday through Friday, 9:00 AM to 4:00 PM, but accepts cash or check only.⁷

Fines and the 20-Day Rule

Fine amounts are fixed by violation type:

$150: unauthorized use of a handicap parking space
$100: parking at a fire hydrant or blocking a handicapped-accessible curb ramp
$75: double parking
$50: blocking a driveway, traffic obstruction, no stopping zone, or bus engine idling
$35: alternate-side violation, snow emergency route violation, sidewalk or crosswalk parking, fire lane parking, or parking in an EV charging space without charging
$25: overtime meter parking, no standing zone, bus stop violation, or street vehicle repairs

If you don’t pay or enter a not-guilty plea within 20 days, the fine automatically doubles. After six months, unpaid tickets go to collections.⁸ Respond inside that 20-day window even if you plan to contest the ticket.

Contesting a Ticket

Appeals can be submitted by email, mail, or in person, and must be received within 20 days of the violation date. The fastest option is email to parkingticketappeal@albanyny.gov. After the deadline, the city treats silence as a guilty plea and the fine doubles.⁸

Red-light camera and school-zone speeding tickets are handled by the same Parking Violations Bureau but follow a different track: 30 days to respond, appeals through viewcitation.com or 1-855-427-0455.⁸

Booting, Towing, and Registration Holds

Two separate thresholds put your car at risk. A vehicle becomes boot-eligible once it carries $200 in fines and penalties. Separately, the city places a hold on your registration through the DMV after three or more unpaid tickets within an 18-month period.⁸ Continued nonpayment can also lead to an arrest warrant.

If your car is towed, call the authorized towing contractor to confirm where it is before going to the lot. Releases are by appointment only. You’ll need to pay outstanding tickets, the towing fee, and daily storage charges before the vehicle is released, and storage charges climb every day the car sits.

Accessible Parking and Meters

Parking in a space reserved for people with disabilities without proper authorization is the most expensive ticket in Albany at $150; blocking a handicap-accessible curb ramp is $100.¹

A handicap placard or special plate does not by itself let you skip the meter. To park at a meter without paying, you need a Metered Parking Waiver issued by the New York DMV, and even with the waiver you must still obey posted time limits. The waiver applies only when the permit holder is driving and is not accompanied by someone able to feed the meter.⁹ Applications for disability placards and metered parking waivers are handled by the Parking Violations Bureau in City Hall, Room 203, and permits must be picked up in person.¹⁰
