Allegheny County Sales Tax: Rates, Exemptions, and Use Tax

The Allegheny County sales tax rate is 7%: Pennsylvania’s 6% statewide sales and use tax plus a 1% local tax that only Allegheny County and Philadelphia add on top.1Commonwealth of Pennsylvania. What the 7% Applies To

The tax covers the retail sale of tangible personal property: electronics, furniture, appliances, tools, and most physical goods you’d buy in a store.4Pennsylvania Department of Revenue. Digital products are taxed too. Since Act 84 of 2016, Pennsylvania has applied sales tax to streaming video and music subscriptions, downloaded music and audiobooks, apps, in-app purchases, and online game subscriptions.6Pennsylvania Department of Revenue. Certain services are also taxable. Telecommunications, including mobile phone plans, landlines, and data, fall under the sales tax. What’s Exempt

Pennsylvania keeps everyday necessities off the tax roll. The main exemptions: most grocery food, most clothing, prescription drugs, textbooks, and residential heating fuels including gas, oil, electricity, coal, and firewood.4Pennsylvania Department of Revenue. Sales, Use and Hotel Occupancy Tax

Clothing

The clothing exemption is broader than most shoppers realize but has real edges. Everyday clothing and footwear are tax-free at any price: jeans, t-shirts, work boots, winter coats, uniforms. Formal wear, fur garments, and clothing designed primarily for sports are taxable.7Pennsylvania Department of Revenue. Retailer’s Information (REV-717) A tuxedo, prom dress, swimsuit, or pair of ski boots gets the 7%; a leather jacket or hunting camo does not. Accessories like umbrellas and handkerchiefs are taxable as well.

Groceries and Prepared Food

Food sold for home preparation is exempt: produce, dairy, meat, baked goods, and groceries generally. Ready-to-eat food, candy, soft drinks, and restaurant meals are taxable.8Pennsylvania General Assembly. Medical Items

Prescription medications are exempt, along with crutches, wheelchairs, artificial limbs, hearing devices, and eyeglasses prescribed by a doctor.8Pennsylvania General Assembly. Hotel Stays Are Taxed Higher

Short-term lodging in Allegheny County carries a heavier load than ordinary retail. On top of the 6% state hotel occupancy tax, the county adds a 7% hotel room rental tax that applies to hotels, motels, and short-term rentals booked through platforms like Airbnb.9Allegheny County Treasurer Office. Use Tax on Untaxed Purchases

Buying a taxable item from an out-of-state seller who doesn’t charge Pennsylvania sales tax doesn’t get you out of paying. You owe use tax at the same 7% rate, and you’re responsible for reporting and remitting it directly to the Department of Revenue.10Pennsylvania Department of Revenue. The Department of Revenue audits for unpaid use tax. If they find purchases where no tax was paid, they assess the tax owed plus penalty and interest.

For Businesses Collecting the Tax

Registration

Any business making taxable sales in Pennsylvania needs a Sales, Use, and Hotel Occupancy Tax License before collecting tax from customers. Register online through myPATH using the Pennsylvania Online Business Tax Registration service.11Commonwealth of Pennsylvania. Register My Business for Taxes You’ll need your Federal Employer Identification Number (or Social Security Number for sole proprietors), legal business name, physical address, ownership structure, and expected sales volume. This has replaced the older paper PA-100 form.

Once approved, the state assigns your filing frequency based on expected collections and re-evaluates it annually against actual tax reported.

Filing Frequency

The Department of Revenue looks at monthly and quarterly filers’ third-quarter (July through September) tax to set the following year’s schedule:

  • Monthly if Q3 tax is $600 or more
  • Quarterly if Q3 tax is between $75 and $599.99
  • Semi-annual if Q3 tax is under $75

Semi-annual filers use a different lookback: total tax from the second half of the previous year plus the first half of the current year. For that group, the monthly threshold is $2,400 or more, quarterly is $300 to $2,399.99, and semi-annual is under $300.12Pennsylvania Department of Revenue. Due Dates

Returns are filed through myPATH at mypath.pa.gov or by phone using TeleFile at 1-800-748-8299. Monthly returns are due by the 20th of the following month. If that date lands on a weekend or holiday, the deadline shifts to the next business day. 2026 quarterly deadlines:

  • Q1 (January–March): April 20, 2026
  • Q2 (April–June): July 20, 2026
  • Q3 (July–September): October 20, 2026
  • Q4 (October–December): January 20, 2027

Returns and payments must be submitted by 11:59 PM on the due date to count as timely.

Vendor Discount

Filing and paying on time earns a 1% vendor discount on the tax due, capped by filing frequency:

  • Monthly filers: up to $25 per return
  • Quarterly filers: up to $75 per return
  • Semi-annual filers: up to $150 per return

Penalties for Late Filing

Missing a deadline gets expensive quickly, and two penalties can stack:

  • Late filing penalty: 5% per month on unpaid tax from the due date until the return is filed, capped at 25%.
  • Underpayment penalty: 3% per month on the unpaid balance from the date filed until the date paid, capped at 18%.
