New Jersey doesn’t issue a plate officially called a “black plate,” but if you’re after that look, the NJ MVC offers several specialty designs with black or dark backgrounds through its dedicated and sport plate programs. You order them by the specific design you want, not by color, and each carries its own fees and rules on top of your regular registration.
Which Specialty Plates Have Black Backgrounds
The MVC groups its non-standard plates into dedicated plates (tied to causes and organizations like cancer awareness, military service, and universities), sport plates (professional team logos), and personalized plates (custom character combinations). Several designs within the dedicated and sport categories happen to feature black or dark backgrounds. Both the dedicated plates page and the sport plates page on the MVC website show each design alongside its ordering information, so you can see the actual artwork before committing.
Organizational plates are a separate track, available only to members of nonprofit community, alumni, or service organizations approved by the state. Who Can Get One
The plate goes on a vehicle you own or lease, and that vehicle must be currently registered. You’re also disqualified if you’ve been convicted of driving under the influence, reckless driving, or vehicular homicide within the past ten years, or if your driving privileges in any state have been suspended or revoked for any reason within the past two years.3NJ Legislature. What It Costs
Specialty plate fees sit on top of your normal vehicle registration cost:

Want the same personalized combination on a second vehicle? Each additional set needs its own application and a separate $50 fee.5NJ.gov. Application for Personalized License Plates Mailed applications take a check or money order made out to NJMVC. Online orders take electronic payment.
How to Order
Most specialty plates can be ordered through the MVC’s online portal, which lets you browse designs, check character availability, and pay electronically.6NJ MVC. Online Services
By mail, download the right form from the MVC website. Form SP-1/SP-2 covers a standard personalized plate. Form SPU-100D covers a personalized dedicated plate. Fill it out completely, staple a photocopy of your current registration, and mail the packet with your check or money order to the address on the form.2New Jersey Motor Vehicle Commission. The MVC reviews each application to confirm eligibility and that your requested combination isn’t already taken, reserved, or rejected for content. If something doesn’t check out, the MVC may contact you. Plan on roughly 8 to 12 weeks for manufacturing and delivery once the MVC has your request, which matters if you’re timing this with a new vehicle purchase.
Personalization Rules
The character rules depend on the plate type. Standard personalized plates allow a maximum of seven characters with a minimum of three letters, in any mix of letters and numbers.7New Jersey MVC. The MVC also rejects any combination with “connotations offensive to good taste and decency.”5NJ.gov. Application for Personalized License Plates That language is broad by design. In practice, screeners look for profanity, sexual references, slurs, and attempts to disguise prohibited words using numbers or abbreviations. Keeping the Plates When Things Change
If you sell or trade the vehicle, you don’t have to surrender the plates. New Jersey allows transfers of personalized, specialty, and dedicated plates to a different vehicle you own or lease. There’s a transfer fee set by the MVC’s chief administrator, and you’ll either visit an MVC agency or submit paperwork to update the registration tied to the plates.3NJ Legislature. If the plates are lost or stolen, visit an MVC agency in person to complete a Vehicle Registration/Plate Status form (Form BA-1, available only at agencies). File a police report first if they were stolen, and bring it with you. The MVC will flag the plates as lost or stolen and issue replacements. If you no longer own the vehicle the plates were on, notify the MVC in writing instead. Include your name, mailing address, the plate number, the police report if applicable, and your signature.9New Jersey MVC.
