Arizona Solar Power Laws: Incentives, HOA Rights, and Net Billing

Arizona solar power laws give homeowners a state tax credit, a sales tax exemption, a property tax exclusion, and strong rights against HOAs and deed restrictions that try to block panels. What those laws don’t control is the return on your system, because the utility serving your address decides how much you get paid for the electricity you send back to the grid, and the three big Arizona utilities handle that very differently.

Here is what the rules actually say, and where the money and the fine print sit.

Tax Breaks That Lower the Cost

Three separate Arizona tax provisions reduce what a solar system costs you.

The residential solar energy tax credit lets you subtract 25% of the cost of a solar energy device from your state income tax, capped at $1,000. The cap applies no matter how many devices you install, so a single system reaches the ceiling. The credit has no scheduled expiration.1Governor’s Office of Resiliency. Arizona also exempts solar equipment and its installation from state sales tax. On a $25,000 system that works out to roughly $1,400 at the 5.6% state transaction privilege tax rate, though local rates may add to or reduce the benefit depending on how a municipality treats solar equipment. Separately, the state provides that a solar energy system adds no assessed value to your property for property tax purposes, so installing panels does not raise your tax bill.2Governor’s Office of Resiliency. The federal Residential Clean Energy Credit offered 30% of installation costs for systems placed in service from 2022 through December 31, 2025. IRS guidance states the credit is not available for property placed in service after that date.3Internal Revenue Service. Residential Clean Energy Credit If you are planning a 2026 installation, confirm the current federal status before signing anything, because that piece of the math changes the whole payback picture.

What Your Utility Pays You Depends on Who Your Utility Is

The single most important detail for Arizona solar shoppers, especially in the Phoenix metro area, is which utility serves the address. Full retail net metering no longer exists for the big regulated utilities, and Salt River Project plays by an entirely different rulebook.

APS and Tucson Electric Power

In December 2016, the Arizona Corporation Commission voted to end full retail net metering for the utilities it regulates, including Arizona Public Service and Tucson Electric Power. Under the old rules, solar customers received credit at the full retail rate for every kilowatt-hour they exported. Now the surplus earns a lower export rate set by the commission.4GovTech. APS updates that export rate in annual tranches. For new APS solar customers connecting between September 2025 and August 2026, the rate is roughly 6.2 cents per kWh, well below the retail rate most APS customers pay for the electricity they draw from the grid.5Arizona Public Service (APS). Rate Schedule RCP Whatever rate applies on your interconnection date is locked in for ten years, and each new tranche has tended to be lower than the last. Two practical consequences follow: connecting sooner locks in a better rate for a decade, and it makes more financial sense to size a system to your own consumption than to overbuild for export.

Salt River Project

Salt River Project is a political subdivision of the state, not a private utility. The Arizona Corporation Commission has no authority over its rates or its solar rules, and SRP’s independently elected board sets its own policies. If your home sits in SRP territory across much of the east Phoenix metro area, you are in a different compensation system entirely.

Under SRP’s E-27 Customer Generation plan, solar customers pay a monthly service charge of $32.44 for standard 200-amp or smaller service, and export credits are calculated at retail per-kWh rates that vary by season and time of use. Summer peak rates run roughly 6.6 to 8.2 cents per kWh, and winter rates range from about 6.3 to 6.7 cents per kWh.6Salt River Project. E-27 Customer Generation Price Plan for Residential Service The high monthly service charge and time-of-use pricing have made SRP’s solar economics considerably less friendly than APS or TEP. Because SRP is not ACC-regulated, the consumer protections that flow from the commission’s orders do not automatically apply to its customers.

HOAs and Deed Restrictions Cannot Stop You

Arizona has two statutes protecting solar access, and together they give homeowners some of the strongest rights in the country.

The first applies to all residential property. Any deed restriction, covenant, or contract provision that effectively prohibits installing or using a solar energy device is void and unenforceable. The second is specific to planned communities with homeowners associations. An HOA cannot prohibit installation or use. It may adopt reasonable rules about where panels are placed, but those rules cannot prevent installation, impair the system’s performance, restrict its use, or hurt its cost or efficiency. The statute does not set a numerical threshold for what counts as an adverse effect on efficiency, which means disputes sometimes turn on the specific facts a court sees.8Arizona Legislature. If an HOA violates the statute, the court must award reasonable attorney fees and costs to any homeowner who substantially prevails against the board. That fee-shifting rule gives associations a real reason to stay in bounds and gives homeowners a reason to push back against overreach.8Arizona Legislature. One important boundary: the planned-community protection does not extend to condominiums. If you own a condo, your association has broader authority to restrict solar than an HOA governing single-family homes.

What Your Solar Contract Must Disclose

After a wave of complaints about misleading savings pitches and hidden fees, Arizona set detailed disclosure rules for solar sales, financing, and lease agreements. If any of the required items are missing or wrong, the deal is not the deal you signed.

  • The total purchase price or the total cost over the life of the contract, including interest, installation fees, document preparation fees, and service fees.
  • For financed or leased systems, the total number of payments, payment frequency, dollar amount of each payment, and due dates.
  • A description of the system’s major components or a guarantee of the energy output it will produce over the agreement’s term.
  • All federal and state tax incentives and rebates you may qualify for, along with any conditions to claim them.
  • Property tax assessments associated with the system and any transaction privilege taxes you may owe.
  • If the seller projects future utility savings based on rate changes, scenarios ranging from a 5% annual rate decrease to a 5% annual rate increase.
  • The methodology behind any savings claim and a reasonable estimate of cumulative savings over the agreement’s life.

You also get a rescission right of at least three business days after signing, provided the system has not yet been installed. That cancellation window exists separately from Arizona’s general three-day right for home solicitation sales. And if the contract contains blank spaces affecting the timing, value, or obligations of the deal that were not shown to you and initialed at signing, the entire agreement is voidable at your option.9Arizona Legislature. Use a Licensed Installer

Arizona requires solar installers to hold a valid license from the Arizona Registrar of Contractors. A standard residential rooftop photovoltaic system needs an installer with an R-11 (residential electrical) license. Commercial-scale or more complex installations require a C-11 (commercial electrical) classification. Contractors performing solar work under these electrical licenses must also provide a solar warranty.10Arizona Registrar of Contractors. License Classification Requirements

Check the license on the Registrar’s website before you sign. Unlicensed work can void warranties, create inspection problems, and leave you with no meaningful recourse when something goes wrong.

Permits, Standards, and Turning the System On

Every residential installation needs at least an electrical permit, and roof-mounted systems that require structural modifications may need a separate building permit as well. Cities and counties run the permitting process, so fees and timelines vary. Several Arizona cities have adopted SolarAPP+, an automated tool that can approve qualifying rooftop systems the same day. Tucson issues SolarAPP+ permits within 24 hours of submission and payment for projects that meet the eligibility criteria.11City of Tucson. Residential Solar Permits Projects outside those criteria go through standard review, which takes longer and may involve zoning or, in historic districts, preservation committees. Fees in the low hundreds of dollars are common for straightforward residential jobs. Your installer usually handles the paperwork, but the permit is issued to you as the property owner, so confirm it has been pulled and approved before work begins.

Equipment has to meet safety standards. Solar modules are currently certified to UL 61730, which replaced UL 1703; inverters must be certified to UL 1741; and grid-connected systems must comply with IEEE 1547, which covers voltage regulation, anti-islanding protection, and power quality.12UL Solutions. NEC Enforcement Most major cities have adopted a recent edition that includes the rapid-shutdown requirement, and your installer should build to whatever version your jurisdiction enforces.

After the local building inspection passes, you still need the utility’s permission to operate before you energize the system. You submit an application with your system specifications and installer information; most residential systems qualify for a streamlined Level 1 review.14UniSource Energy Services. Residential Interconnection Application Process The utility installs a bidirectional meter to track both consumption and export, and some utilities require an external disconnect switch. Do not turn the system on before you receive the formal permission to operate, even if your local inspection has cleared. The full timeline from application to approval ranges from a few weeks to a couple of months, and delays at this last stage are the most common source of frustration for Arizona homeowners who have already paid for and installed their systems.
