The 5.6% State Rate
The statewide TPT rate on retail sales, including motor vehicles, is 5.6%, and it applies uniformly to new and used vehicles alike.2Arizona Department of Revenue. Why the Dealership’s Location Changes Your Bill
Counties and cities layer their own TPT on top of the state rate, and the total depends on where the dealership is located, not where you live. That distinction matters more than most buyers realize: shopping at a dealership in a lower-rate city saves you money even if your home address sits in a higher-rate one.

On a $35,000 vehicle bought from a Phoenix dealership at 8.6%, total TPT comes to $3,010. The same vehicle bought where the combined rate is 7.2% costs $2,520 in tax. That’s a $490 swing on one purchase, and it’s worth checking the rate table before deciding where to shop.
Trade-Ins Reduce What You Owe
Arizona law lets you subtract your trade-in vehicle’s value from the purchase price before tax is calculated. Under A.R.S. § 42-5001(6), the trade-in allowance is excluded from “gross income” for TPT purposes as long as the dealer deducts it from the sale price on the transaction itself.6Arizona Legislature. Watch the math if you’re upside down on your current loan. When the dealer rolls negative equity into the new vehicle’s financing, how it appears on the purchase agreement determines your taxable base. If the negative equity gets folded into the vehicle price, tax is calculated on that higher figure. Ask the dealer to point out the exact taxable amount on the buyer’s agreement before signing.
Private Party Sales Avoid the Tax
Buying from another individual instead of a dealership eliminates TPT entirely. The Transaction Privilege Tax applies to businesses operating in Arizona, so a private seller who isn’t in the vehicle business doesn’t trigger it. The savings scale with the price. On a $20,000 private party purchase in a jurisdiction that would otherwise charge 8.5%, you avoid $1,700 in tax. Standard title and registration fees still apply at MVD when you transfer the title, but no sales or use tax is assessed on the transaction.
Buying a Vehicle Out of State
If you buy from a dealer outside Arizona and bring the vehicle in, you’ll owe use tax at registration. The state use tax rate matches the TPT rate at 5.6%, and city use tax may apply.8Arizona Department of Revenue. Arizona credits you for sales or excise tax you already paid to the other state. If you paid 4% there, you owe the difference between that and Arizona’s applicable rate. The Annual Vehicle License Tax
The TPT is one-time. The Vehicle License Tax is not. Arizona charges the VLT every year as part of your registration renewal, and it catches many first-time Arizona owners off guard. It’s based on an assessed value of 60% of the manufacturer’s base retail price, reduced by 16.25% for each subsequent year of registration.10Arizona Department of Transportation. The rate is $2.80 per $100 of assessed value for new vehicles in the first registration year and $2.89 per $100 for each year after.11Arizona Legislature. Arizona Code 28-5801 – Vehicle License Tax Rate; Definitions On a $35,000 MSRP vehicle:
- Year 1: assessed value $21,000, VLT $588.
- Year 2: assessed value drops to $17,588, VLT roughly $508.
- Year 5: assessed value about $10,345, VLT around $299.
The VLT declines each year but never falls below a $10 annual minimum. On expensive vehicles the first few years add meaningfully to ownership costs. A $60,000 vehicle owes over $1,000 in VLT during its first year.
Title, Registration, and Dealer Doc Fees
Flat fees at title and registration are small: $4 for the title, $8 for registration.10Arizona Department of Transportation. Arizona does not cap what dealerships can charge for document preparation, and the median doc fee runs around $499, with some dealers charging considerably more. Ask for the doc fee in writing before you negotiate the vehicle price. It’s one of the few numbers at closing set entirely at the dealer’s discretion.
Federal Tax Angles
The TPT you pay counts as a state sales tax for federal purposes. If you itemize on Schedule A, you can include it under the state and local tax deduction. For 2026, the SALT deduction is capped at $40,000 for most filers, or $20,000 if married filing separately, with the cap phasing down above certain income thresholds.12Internal Revenue Service. One boundary for EV shoppers: the federal New Clean Vehicle Credit under IRC Section 30D is no longer available for vehicles acquired after September 30, 2025.13Internal Revenue Service.
