Arkansas Concealed Carry Reciprocity: Permits, Limits, and Gun Laws

Arkansas concealed carry reciprocity runs one direction more generously than the other. Arkansas recognizes every valid concealed handgun carry license issued by any other U.S. state, no matter whether that state honors Arkansas permits in return.1FindLaw. Arkansas Code Title 5 Criminal Offenses 5-73-321 Whether your Arkansas license works when you cross a state line is the harder question, and the answer depends entirely on the destination state’s own rules.

Arkansas Honors Every Out-of-State Permit

Arkansas doesn’t use the traditional two-way reciprocity model where states negotiate pairings. State law simply grants anyone with a valid concealed handgun carry license from another state the same privileges, and the same restrictions, as an Arkansas licensee.1FindLaw. Arkansas Code Title 5 Criminal Offenses 5-73-321 This universal recognition has been in effect since August 2013.

What this means in practice: if you hold a valid concealed carry permit from any state and you drive through or visit Arkansas, you can carry concealed here without an Arkansas license. But while in Arkansas, you follow Arkansas law. Prohibited-location rules, carry restrictions, and everything else in the Arkansas statute apply to you the same as they apply to residents. Your home state’s rules do not travel with you.2Arkansas Department of Public Safety. Concealed Handgun Carry Licensing

Taking an Arkansas Permit to Other States

This is where most confusion sits. Only a portion of states currently recognize an Arkansas concealed handgun carry license, and that list shifts as legislatures update their laws. Some states honor the standard Arkansas CHCL. Others recognize only permits that meet training or background standards those states set for themselves, which can affect whether Arkansas qualifies. A state that honored your permit last year may not honor it today.

The Arkansas Department of Public Safety puts the burden squarely on the licensee: it is your responsibility to determine whether your permit is honored in any state you plan to visit before you travel.2Arkansas Department of Public Safety. Concealed Handgun Carry Licensing The reliable way to check is the destination state’s attorney general or public safety website. Third-party reciprocity maps often lag behind legislative changes.

Reciprocity moves for several reasons. A state might tighten its own licensing standards and drop states it considers less stringent. Others adopt permitless carry, which changes the calculation in a different way: you might be able to carry there without a permit at all, but you’ll want to confirm that permitless carry extends to non-residents in that state.

Permitless Carry and Why the Permit Still Matters

Since 2021, Arkansas has not required a permit to carry a concealed handgun in most public places. State law presumes lawful purpose in several settings, including your home, personal vehicle, place of business, and property you own or occupy.3Justia. Arkansas Code 5-73-120 – Carrying a Weapon The broader repeal of the permit requirement means most adults who can legally possess a firearm may carry concealed without a license, and this framework applies to non-residents as well.

If you never leave Arkansas, permitless carry covers most situations. Two reasons still push people toward getting the license anyway. The first is out-of-state travel: a permit gives you something to present when you cross into a state that requires one, and without it you’re relying on whether your destination also has permitless carry. The second is access within Arkansas, which depends on which tier of license you hold.

Standard vs. Enhanced License

Arkansas issues two tiers: the standard concealed handgun carry license (CHCL) and the enhanced concealed handgun carry license (E-CHCL). Both require a background check through the Arkansas State Police and the FBI, plus training from a certified instructor.4Cornell Law School. 130.00.18 Arkansas Code R. 001 – Arkansas Concealed Handgun Carry License Rules

The enhanced license requires the basic training course plus an additional enhanced course. Together they run roughly eight hours and include a live-fire proficiency qualification, with deeper coverage of justified use of deadly force, self-defense law, and prohibited-place statutes.2Arkansas Department of Public Safety. Where You Cannot Carry While in Arkansas

Because Arkansas rules apply to every permit holder in the state, whether the license was issued here or elsewhere, the prohibited-place list matters for visitors too.

Off-Limits to All Permit Holders

  • Police, sheriff, and Arkansas State Police stations
  • Prisons, jails, and youth services residential treatment facilities, including their parking lots
  • Courtrooms (judges control carry in their courtrooms)
  • County courthouses and annexes, unless the quorum court has approved a specific plan and the individual meets certain criteria
  • Anywhere federal law prohibits firearms
  • Private property posted with a sign at each entrance, readable from at least ten feet, stating that carrying a handgun is prohibited

These restrictions apply equally to standard and enhanced license holders.5Justia. Arkansas Code 5-73-306 – Prohibited Places

Where the Enhanced License Unlocks Access

  • Most publicly owned buildings and state offices
  • Meetings of governing bodies and General Assembly sessions
  • College and university campus buildings
  • Churches and other places of worship (each congregation can still set its own policy)
  • Bars and the portion of establishments licensed for on-premises alcohol consumption, excluding restaurants
  • Athletic events not related to firearms
  • Airport passenger terminals
  • Parades and permitted demonstrations where the licensee is a participant

Even with the enhanced license, some sub-exceptions remain. Enhanced holders still cannot carry in public K-12 school buildings, Department of Correction facilities, or certain posted firearm-sensitive areas at the Arkansas State Hospital, UAMS, or collegiate athletic events.5Justia. Nonresidents and the Arkansas License

Arkansas limits nonresident applications to a narrow group. Active-duty members of the U.S. Armed Forces stationed in Arkansas, and their spouses, can apply without being state residents, provided they submit documentation of active-duty status.6Arkansas Department of Public Safety. Arkansas Concealed Handgun Carry License Rules Active-duty applicants must complete the classroom portion of the training course; they can substitute a letter from their commanding officer for the live-fire requirement or complete the full course. Spouses meet the same training requirements as regular Arkansas applicants, with no live-fire exemption.

For most other non-residents, there is no path to an Arkansas-issued license. That usually isn’t a problem: Arkansas’s permitless carry framework applies to visitors, and if you hold a valid permit from your home state, Arkansas recognizes it under the universal recognition statute.1FindLaw. Encounters With Law Enforcement

Arkansas is not a strict “duty to inform” state. You aren’t required by statute to volunteer that you’re carrying the moment an officer approaches. If an officer asks whether you’re armed or asks to see your concealed carry license, comply, and keep the license accessible during any lawful encounter.

For out-of-state permit holders, officers may need to verify that the license is currently valid, and that can take time during a stop if the issuing state’s database isn’t quickly accessible. Carrying your physical permit card rather than relying on a digital copy or an expired document keeps that process shorter.

The recurring point across every one of these rules: reciprocity does not import your home state’s law into Arkansas, and it does not export Arkansas law when you leave. Check the destination state before every trip, keep your card on you, and treat the prohibited-place list as the ceiling on where any permit can take you.
