Arkansas handyman license requirements come down to a single dollar figure: if a residential job totals less than $2,000, including labor and materials, you can do the work without a state contractor license. Cross that line and you need a license from the Arkansas Contractors Licensing Board (ACLB). Certain trades, electrical, plumbing, and HVAC among them, need their own state license no matter how small the job.
The $2,000 Rule
Arkansas law exempts residential building contractors and home improvement contractors from licensing when the total project cost stays under $2,000.1Justia. Arkansas Code 17-25-513 – Exemptions “Total” means everything bundled into the job: labor, materials, and any other cost. Below that line, you can work as a handyman without a state license.
The statute also blocks the obvious workaround. You cannot split a larger project into smaller contracts to stay under the threshold. A $3,500 bathroom remodel billed as two $1,750 jobs does not qualify.1Justia. For commercial work, the threshold is much higher. A commercial contractor license is required once a project reaches $50,000.2Justia. Arkansas Code 17-25-103 – Penalties – Enforcement
Trade Work That Always Needs a License
The $2,000 rule does not cover regulated trades. Electrical, plumbing, natural gas, and HVAC work each fall under a separate state board, and the dollar value of the job is irrelevant. Rewiring a circuit panel, replacing a water heater, or repairing a gas line is licensed work whether the invoice is $200 or $2,000.
Electricians are licensed through the Board of Electrical Examiners.3Arkansas Department of Labor and Licensing. The handyman exemption keeps you covered for general maintenance and cosmetic work. It does not cover trade work that touches these systems.
Other Situations Where No State License Is Required
The under-$2,000 exemption is the main one, but Arkansas law recognizes several others:1Justia. Arkansas Code 17-25-513 – Exemptions
- A homeowner building their own residence is exempt, provided they don’t build more than one home per calendar year. Homeowners doing improvement work on their own property are also exempt.
- Subcontractors working under a contractor already licensed by the Residential Contractors Committee do not need their own license.
- Someone licensed by another Arkansas board, such as electrical or plumbing, does not need the general contractor license when performing work within that trade.
- Roofers have a separate registration system and are exempt from the general residential licensing rules.
These exemptions cover state licensing only. Local business registration, building permits, and trade-specific licenses still apply where they otherwise would.
What License You Need Above $2,000
Once a residential job crosses $2,000, the license category depends on the type and size of the work. A home improvement contractor performs renovation, repair, alteration, or demolition on a preexisting single-family residence. A residential building contractor handles new construction. Both the home improvement and residential remodeler categories come in two tiers: a limited license that caps projects at less than $50,000 in total cost, and an unlimited license with no cap.7Arkansas Department of Labor and Licensing. Home Improvement Specialty New Application For most handymen scaling up past the exemption, the limited home improvement license is the natural first step.
Applying for a Residential License
Every residential application requires a compiled financial statement showing positive net worth, excluding your homestead and retirement accounts.8Code of Arkansas Rules. 17 CAR 295-109 – Financial Requirements For residential categories, you can use the form approved by the Residential Contractors Committee. A CPA-prepared statement is not required for residential licenses, though commercial licenses do require one.9Code of Arkansas Rules. 17 CAR 255-401 – License Requirements Minimum Net Worth If you have employees, you also need a current workers’ compensation certificate.
Application fees are nonrefundable. A residential builder license costs $100. A residential remodeler or residential specialty license, which includes home improvement, costs $50.10Code of Arkansas Rules. 17 CAR 295-105 – License Fees
Residential builder applicants take the Arkansas Business and Law Examination, administered by PSI.11PSI Exams. Arkansas Contractor Business and Law Examination Whether your specific residential classification requires the exam can vary, so confirm directly with the ACLB before you pay for testing.
Renewal
Arkansas contractor licenses renew annually. If your renewal application, fee, and financial documentation aren’t complete by the expiration date, a $50 late fee applies.12Arkansas Department of Labor and Licensing. Renew A License Residential builders and unlimited home improvement licensees submit a current balance sheet at renewal, plus an updated workers’ compensation certificate if they have employees. Arkansas does not currently require continuing education for contractor renewal.
Penalties for Unlicensed Work
Working without a required license is a Class A misdemeanor in Arkansas, and each day of unlicensed activity counts as a separate offense.13Arkansas Department of Labor and Licensing. The ACLB can also impose civil penalties of $100 to $400 per day of violation after notice and hearing, with the total capped at three percent of the project value.2Justia. Arkansas Code 17-25-103 – Penalties – Enforcement Any outstanding penalty plus ten percent annual interest must be paid before you can be licensed. The board can also issue a stop-work order.
Lead-Paint Certification for Pre-1978 Homes
If you take on renovation, repair, or painting work in a home built before 1978, federal law probably applies to you regardless of what state licensing does or doesn’t require. The EPA’s Renovation, Repair, and Painting (RRP) Rule requires certified renovators, certified firms, and specific lead-safe work practices.14US EPA. It applies to any paid renovation that disturbs more than six square feet of potentially lead-based paint in a room, or more than twenty square feet on an exterior.
Certification requires an eight-hour training course. Refresher training keeps the certification valid for three years if taken online, or five years if taken hands-on. Local Business Licenses and Building Permits
State exemption from contractor licensing does not exempt you from local rules. Most Arkansas cities and counties require a general business or privilege license for anyone providing services within their jurisdiction, registered through the city or county clerk’s office for an annual fee.
Building permits are a separate local requirement driven by the nature of the work rather than its price. Structural changes, additions, and significant repairs typically need a permit; painting and cabinet hardware swaps do not. Deck construction, major remodeling, window and door replacements, re-roofing, and any work that touches load-bearing walls usually require permits. The specifics vary by municipality, so check with the local building department before you start anything beyond routine maintenance.
Income Reporting
Starting with tax year 2026, the IRS threshold for reporting payments on Form 1099-NEC increased from $600 to $2,000. Clients who pay you $2,000 or more during the year are required to issue a 1099-NEC.16Internal Revenue Service. General Instructions for Certain Information Returns The threshold adjusts for inflation beginning in 2027.
The reporting change doesn’t change what you owe. All handyman income is taxable whether or not a 1099 arrives. You track your own income and expenses, pay self-employment tax, and make quarterly estimated payments if you expect to owe $1,000 or more for the year. Records of materials, mileage, and tools directly reduce your taxable income.
