That comes from a separate agency, the Department of Finance and Administration, and the two-stop process trips up a lot of first-time applicants.
Who Can Take It

You need to be enrolled (or have a GED), keep at least a “C” average, and not be truant under your school’s attendance policy. A school administrator has to fill out an attendance and enrollment verification form dated within 30 days of your test. Show up without it and the examiner will send you home.

Arkansas follows federal REAL ID standards, so document review is strict. Missing one item means you’ll be turned away. Bring:

- If you’re under 18, the school enrollment verification form signed within the last 30 days.
- If you’re under 18, a parental or guardian consent signed under oath before a notary. Double-check the stack before you leave the house. There’s no partial credit for showing up with most of what’s required.
What the Test Covers
The written exam is computerized, 25 questions, multiple choice, drawn from the Arkansas Driver License Study Guide. Questions cover road signs, right-of-way rules, speed limits, safe following distances, and what to do in hazardous conditions. You need 20 correct answers, or 80%, to pass.

The computer scores your answers immediately, so you’ll know before you leave whether you passed. If you fail, you have to wait at least five days to reschedule. The Vision Screening
Before you get to the computer, you’ll do a vision test. Arkansas law requires at least 20/40 vision without corrective lenses for an unrestricted permit, or at least 20/70 with lenses for a restricted permit. Passing only with glasses or contacts adds a restriction code to your permit requiring you to wear them whenever you drive. If you can’t meet the corrected standard at the site, the examiner will hand you a vision referral for an eye doctor, and the process pauses until you come back with the completed medical form.
Scheduling and Where to Go
The Arkansas State Police tests in every county, but schedules vary because each highway patrol troop commander sets local hours.7Arkansas Department of Public Safety. Staff review your documents first when you arrive. Anything missing or expired stops the process there. Once your paperwork clears, you take the vision test, then move to the computer.
After You Pass
Passing at the State Police site earns you a completion certificate, not a permit. You take that certificate to a Department of Finance and Administration Revenue Office, which is a different location from where you tested. The nearest one is on the DFA website.
At the Revenue Office you pay the permit fee, get your photo taken, and receive a temporary paper permit good for driving right away. The permanent plastic card arrives by mail. The instruction permit itself is valid for 24 months from the date of issue.1Justia. What the Permit Lets You Do
An instruction permit isn’t a license to drive alone. Any time you’re behind the wheel, a licensed driver at least 21 years old has to be in the seat next to you.1Justia. - Every passenger must wear a seat belt at all times.
- No cell phone or wireless device use while driving, except in an emergency.
- No unrelated minor passengers unless a licensed driver 21 or older is in the front passenger seat.
- No driving between 11:00 p.m. and 4:00 a.m. unless you’re with a licensed driver 21 or older, going to or from school, church, or work, or responding to an emergency.
A citation for breaking any of these can also reset the six-month clean-record clock you need to move up to the next license level.
