Arkansas SNAP Benefits: Eligibility, Payments, and Work Rules

Arkansas SNAP benefits give eligible low-income households a monthly grocery allowance loaded onto an EBT card that works like a debit card at authorized stores. For the federal fiscal year running October 2025 through September 2026, the maximum benefit is $298 a month for one person and $994 for a family of four.1Food and Nutrition Service. Income Limits

SNAP applies two income tests. Your gross monthly income (before deductions) generally has to fall at or below 130 percent of the Federal Poverty Level, and your net monthly income (after deductions) at or below 100 percent.3Food and Nutrition Service.   • 1 person: $1,696 gross / $1,305 net
  • 2 people: $2,292 gross / $1,763 net
  • 3 people: $2,888 gross / $2,221 net
  • 4 people: $3,483 gross / $2,680 net
  • 5 people: $4,079 gross / $3,138 net
  • 6 people: $4,675 gross / $3,596 net
  • 7 people: $5,271 gross / $4,055 net
  • 8 people: $5,867 gross / $4,513 net
  • Each additional person: +$596 gross / +$459 net

If every member of your household already receives SSI or TANF, you are categorically eligible and skip these tests.

No Asset Test in Arkansas

Federal rules normally cap countable resources at $3,000 per household (or $4,500 if a member is 60 or older or has a disability).3Food and Nutrition Service. SNAP Eligibility Arkansas uses a federal option called broad-based categorical eligibility to waive that test. Money in checking or savings will not disqualify you as long as your income fits the limits.

Deductions That Lower Your Countable Income

  • A standard deduction based on household size, applied automatically.
  • An earned income deduction, a percentage of your gross wages.
  • Dependent care costs for a child or incapacitated adult, when the care lets a household member work, attend school, or train. No cap.
  • Legally obligated child support paid to someone outside the household.
  • Medical expenses over $35 a month, for members 60 or older or with a disability.
  • Excess shelter costs (rent or mortgage, taxes, insurance, and utilities) when they exceed half your income after other deductions. No cap for households with an elderly or disabled member.

How Much You’ll Get

The maximums are only the cap. Most households receive less because the formula subtracts 30 percent of countable net income from the maximum for that household size. The lower your net income, the closer you land to the ceiling.

One- and two-person households that qualify but calculate to less than $23 still receive a $23 minimum benefit.

Work Requirements

Since July 1, 2023, Arkansas has applied the federal time-limit rule for able-bodied adults without dependents (ABAWDs).6Arkansas Department of Human Services. SNAP Requirement to Work and Time Limit Rules If you are 18 to 64, have no child under 14 in your home, and are physically and mentally able to work, you can only receive SNAP for three months in any three-year period unless you log 80 hours a month in one or more of the following:

  • Paid employment
  • Volunteering
  • The SNAP Employment and Training program
  • Another approved employment and training program

Exemptions apply if you are pregnant, caring for a young child, unfit to work, or already meeting the requirement through another program. If benefits stop under the time limit, you can requalify by hitting 80 hours in a later month.

If You Are a College Student

Students enrolled at least half-time in higher education are generally ineligible unless they meet a specific exemption. Common qualifying paths: working at least 20 hours a week, participating in a federal or state work-study program, caring for a child under 6, single parenthood with full-time enrollment and a child under 12, receiving TANF, or being placed in college through SNAP E&T, WIOA, or Trade Adjustment Assistance.7Food and Nutrition Service. Students Students under 18 or 50 and older are not subject to the student rules at all. Financial aid, including Pell Grants, scholarships, and student loans, does not count as income.

How to Apply

Apply online through Access Arkansas at access.arkansas.gov. You can create an account, complete the application, and upload documents from your phone or computer.8Arkansas Department of Human Services. Apply For Services A paper version (form DCO-215) can be printed and mailed or hand-delivered to your local DHS county office.

Have these ready:

  • Social Security numbers for every household member applying
  • Photo ID for the head of household
  • Proof of Arkansas residency, such as a utility bill, lease, or mortgage statement
  • Income verification for the last 30 days: pay stubs, Social Security award letters, unemployment records

Submit the signed application even if some documents are missing. The date DHS receives an application with your name and address starts the processing clock; you can add supporting paperwork afterward.

How Long Approval Takes

Federal law gives states 30 calendar days to process a SNAP application and issue benefits.9Food and Nutrition Service. SNAP Application Processing Timeliness During that period, a DHS caseworker will interview you (usually by phone), verify your income and household, and send a written notice of approval or denial with your monthly amount.

Households in acute need qualify for expedited processing, meaning benefits go on the EBT card within seven days of filing.10eCFR. 7 CFR 273.2 – Office Operations and Application Processing You qualify if:

  • Your gross monthly income is under $150 and liquid resources are $100 or less
  • Your combined monthly income and liquid resources are less than your rent or mortgage plus utilities
  • You are a migrant or seasonal farmworker with little or no income and resources

DHS is supposed to screen every application, but flagging expedited eligibility on the form or during the interview helps.

When Benefits Load Each Month

Unused benefits carry over month to month.

What SNAP Pays For

SNAP covers groceries meant for home preparation: produce, meat, dairy, bread, cereal, and the like, along with seeds and plants that grow food.12Food and Nutrition Service. What Can SNAP Buy It does not cover alcohol, tobacco, vitamins or supplements, hot prepared foods, or non-food items such as cleaning supplies, paper products, pet food, diapers, and hygiene products.

Recertification and Reporting Changes

Certification runs from one to 36 months depending on how stable your situation is. A household on fixed income may get a longer period; one with variable wages may get six months.13Arkansas Department of Human Services. SNAP Certification Manual – Section 8000 Before it ends, DHS sends a recertification packet. Complete it, return it, and attend the follow-up interview. Miss the deadline and benefits stop at the end of the last certified month; wait more than 30 days after that and the state treats a new submission as a fresh application rather than a continuation.

Between certifications, report substantial income increases or household changes (someone moves in or out) to your county office. Unreported changes can produce an overpayment you will have to pay back.

If You Are Denied or Cut Off

Every denial, reduction, or termination comes with a written notice explaining the reason. You have 90 calendar days from the date on that letter to request a fair hearing.14Arkansas Department of Human Services. File an Appeal Miss that window and the decision stands.

If DHS is closing your case and you request the hearing before the closure takes effect, your benefits can continue at the current level while the appeal is decided. Acting fast matters; once benefits have already stopped, you will not receive them during the appeal. An impartial hearing officer reviews the evidence and issues a written decision.
