Arkansas Specialty License Plates: Eligibility, Fees, and How to Apply

Arkansas specialty license plates are issued by the Department of Finance and Administration (DFA), and getting one comes down to picking an eligible design, proving you qualify for it, clearing your personal property taxes and insurance, and paying the specialty fee on top of your regular registration. The catalog runs well over a hundred designs, so most drivers can find something that fits. The part that tends to derail applications has nothing to do with the plate itself: unpaid county property taxes will stop the transaction cold.

What Kinds of Plates You Can Choose

The DFA groups its designs into a few broad families. Organizational and cause plates funnel part of your fee to a specific program. The Arkansas State Parks plate, for example, sends $25 from each purchase into a fund for scholarships and education in the state parks profession.¹ Collegiate plates for Arkansas universities sit in the same category.

Military and veteran plates form the largest single group, with more than twenty distinct designs recognizing general service and specific honors.² A separate free plate exists for veterans certified 100 percent disabled from a non-service-connected condition under Act 7 of 1949 or Act 30 of 1979; the first plate is free and a second costs $4.³

A third bucket covers special status and disability plates: amateur radio operators, antique vehicles (30 years or older for cars, 25 for motorcycles), Armed Forces Reserve members, and drivers with qualifying medical conditions.⁴

Who and What Qualifies

Personalized and most specialty plates are limited to passenger cars, half-ton and three-quarter-ton pickups, and one-ton trucks used privately. A one-ton truck used commercially has to carry a commercial plate registered by gross loaded weight instead.⁵ Motorcycle options are thin; the main specialty design for bikes is the antique motorcycle plate.⁴

Each plate family has its own proof requirement:

Military and veteran plates require official records verifying service, such as a DD-214, plus documentation of any specific honor claimed.²
The free disabled veteran plate requires a Veterans Administration letter confirming a 100 percent non-service-connected disability rating.³
Non-veteran disability plates require a physician’s certification on a DFA-provided form verifying the qualifying medical condition, and every applicant must submit one regardless of whether they held a disability plate under older rules.⁶
Amateur radio plates require a copy of your FCC license, and the vehicle must be registered in the license holder’s name.⁷
Most organizational and cause plates only require the DFA request form, though some ask for proof of membership in the sponsoring group.

Clear Your Taxes and Insurance First

Arkansas law requires you to assess your vehicle with your county assessor and pay any personal property taxes owed before you can register or renew. The DFA system checks automatically; unpaid taxes stop the transaction. For a new registration, you need proof that the vehicle has been assessed for the current year and that taxes due by the previous October 15 have been paid. A receipt from your county tax collector or a payment certification stamped on your assessment papers both work.⁸

You also need at least the state minimum liability insurance: $25,000 for bodily injury or death of one person, $50,000 for bodily injury or death of two or more people in a single accident, and $25,000 for property damage.⁹

How to Apply

You have three options. Online, through the DFA’s MyDMV portal at mydmv.arkansas.gov. By mail, sending the completed form and fees to the Revenue Division’s Personalized Plate Unit in Little Rock. Or in person at a local revenue office.¹⁰ The application asks for your personal information, vehicle details, and plate selection. New plates are typically ready within four weeks of the DFA’s order date.¹¹

What You Will Pay

Your total has three possible layers: base registration, the specialty plate fee, and a personalization surcharge if you want custom characters.

Base registration for passenger cars and motor homes runs $17 for vehicles 3,000 pounds or under, $25 for 3,001 to 4,500 pounds, and $30 for anything heavier, plus a $2.50 validation decal fee.¹²

The specialty fee depends entirely on which plate you choose:

Standard personalized plate on a non-specialty design: $25 per year.¹³
Dr. Martin Luther King, Jr. Commission plate: $20, with $10 going to the commission.⁵
Game and Fish Deer plate: $35, with $25 directed to the Game Protection Fund.¹⁴
“In God We Trust” plate: $35, with $25 going to senior citizen meal programs.¹⁵

Adding custom characters to a specialty design costs another $25 per year on top of the plate’s own fee.¹³ A personalized Game and Fish plate, for instance, would run you base registration plus $35 for the design plus $25 for the personalization, every year.

Personalizing the Plate

Your combination cannot exceed seven characters and spaces combined. You submit up to three choices ranked by preference, and the DFA issues the first one available. If none of them work, your fee and application come back.¹¹

The DFA rejects combinations that are suggestive, offensive, or in poor taste, along with anything that could be mistaken for a law enforcement or government designation or that conflicts with the state’s existing numbering system. Symbols like periods, plus signs, and dashes are prohibited, and so is the letter Q, which the DFA treats as interchangeable with other characters.¹⁶

Once the DFA accepts your choice and takes payment, you cannot change it or get a refund. There is no grace period, so pick the combination you actually want.¹¹

Transferring or Replacing a Specialty Plate

If you sell your vehicle or replace it, you can move the plate to the new one at a local revenue office. The DFA charges a $1 transfer fee. If the replacement vehicle sits in a higher weight class, you also owe the difference in registration fees; moving to a lighter vehicle does not produce a refund.¹²

For a lost, stolen, or damaged plate, contact the DFA’s Specialty License Plate Office. Replacement fees vary by plate type, but expect around $10 if your registration is current. If it has already expired, you pay the full renewal instead.
