Armed Security License Illinois: Training, FOID, and Renewal

To work as an armed security guard in Illinois, you need three things from the state: a valid Firearm Owner’s Identification (FOID) card, a Permanent Employee Registration Card (PERC), and a Firearm Control Card (FCC). The PERC and FCC are both issued by the Illinois Department of Financial and Professional Regulation (IDFPR), and together they require 48 hours of approved training plus state and federal background checks. You also have to be employed by a licensed security agency. An armed security license in Illinois is not a single document but this stack of credentials, and each one can be revoked independently.

Who Qualifies

You must be at least 21 years old to hold a private security contractor license in Illinois.1Illinois General Assembly. The IDFPR will not issue a Firearm Control Card without one, and will revoke the FCC if your FOID later lapses or gets pulled.2Illinois Department of Financial and Professional Regulation. The whole industry runs under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004, at 225 ILCS 447.3Illinois Department of Financial and Professional Regulation. Private Detective, Private Alarm, Private Security, and Fingerprint Vendor Under that statute, the IDFPR evaluates good moral character and can deny, suspend, or revoke credentials based on criminal history. Any felony conviction is disqualifying. Misdemeanors can also block you, but only those involving dishonesty, fraud, larceny, or similar offenses centered on deception.4Illinois General Assembly. Federal Bars That Can Override State Approval

Clearing Illinois is not the whole picture. Under 18 U.S.C. ยง 922(g)(4), anyone involuntarily committed to a mental institution or formally adjudicated as mentally unfit by a court, board, or commission is barred from possessing firearms. That reaches people found to be a danger to themselves or others, those found to lack the mental capacity to manage their own affairs, and anyone found not guilty by reason of insanity in a criminal case. Voluntary admission for observation or treatment does not trigger the bar, and a commitment that was set aside or expunged, or from which the person was fully released with a finding they no longer suffer from the original condition, can lift the prohibition.5Bureau of Alcohol, Tobacco, Firearms and Explosives. Cannabis is the other trap. Illinois has legalized recreational marijuana, but cannabis remains a federally controlled substance. The ATF published an interim final rule in 2025 updating the definition of “unlawful user of or addicted to any controlled substance” for firearm possession purposes, with the comment period running through June 2026. If you use cannabis, even legally under state law, your eligibility to hold a FOID card and carry a firearm on the job remains in legal limbo at the federal level. Better to sort that out honestly before you pay for 48 hours of training.

The 48 Hours of Training

20 Hours of Basic Security Training

Every security employee in Illinois must complete 20 hours of basic training within 30 days of starting work. It covers legal authority, report writing, and general security procedures, and can be delivered in a classroom or through an approved online program led by a qualified instructor.6Justia Law. 28 Hours of Firearm Training

Before you can carry a weapon on any assignment, you must complete a separate 28-hour firearm course approved by the IDFPR: 20 hours of classroom instruction and 8 hours on the range.7Cornell Law Institute. Illinois Administrative Code Title 68 Section 1240.510 – Firearm Training Course The classroom hours cover firearm safety and storage, in-holster weapon retention, the law of arrest, search, and seizure, personal and employer liability for on-duty acts, when deadly force is legally justified, and marksmanship fundamentals.

The range portion requires you to fire at least 50 rounds of live ammunition and qualify at 70% or higher on each type of weapon you will be authorized to carry, whether that is a revolver, semi-automatic handgun, shotgun, or rifle. Both the instructor and the program have to be approved by the IDFPR. Piecing hours together from unapproved courses or out-of-state programs will not work.8Cornell Law Institute. Illinois Administrative Code Title 68 Section 1240.515 – Approval of Firearm Training Programs and Firearm Instructors

Applying for the Firearm Control Card

Once training is done, gather your FOID card number, your PERC number if you already hold one, a fingerprint receipt from a licensed Illinois live scan vendor, signed certificates from your instructor for both the basic and firearm courses, and the license number of the security agency that employs you.

That last item is not optional. Illinois requires armed guards to work under a licensed, bonded, and insured security agency. You cannot freelance an FCC; your employer submits the initial request to the IDFPR on your behalf, and the card is tied to that employment relationship.9Cornell Law Institute. Applications go through the IDFPR’s online portal.10Illinois Department of Financial and Professional Regulation. Application for Firearm Control Card Every name, date of birth, and identifying detail has to match your state-issued ID exactly. Mismatches are the most common reason applications stall.

Review takes several weeks. Approvals, requests for more information, and the eventual mailed card all route through the portal’s messaging system or your registered address. Check your account. If the IDFPR flags a discrepancy and you do not respond, the file sits.

Annual Requalification

The card is not one-and-done. Every calendar year after your FCC is issued, you must complete 8 hours of refresher training. Your employer picks the classroom topics, but the range requirement is fixed: at least 50 rounds of live ammunition and a 70% qualifying score on each weapon type you carry.7Cornell Law Institute. Renewal, Expiration, and Your FOID

Your Firearm Control Card has a set expiration date, and you must carry a valid card whenever you are working armed.9Cornell Law Institute. If your card expires, stop armed duties immediately. Working armed on an expired card exposes both you and your employer to discipline and fines, because agencies are prohibited from assigning anyone to armed work without a valid FCC.

Keep the FOID current too. If your FOID expires or is revoked, the IDFPR will revoke your FCC. A DUI arrest, an order of protection, or any other event that triggers FOID revocation can end an armed security career until the underlying issue is resolved.

Penalties for Working Without the Right Credentials

The IDFPR can impose administrative fines of up to $10,000 per violation on top of suspending, revoking, or refusing to renew a credential.4Illinois General Assembly. Discipline against your FCC can also cascade into your FOID status and touch your personal firearm rights, not just your job.

Peace Officer Exemption

Active peace officers working part-time private security do not go through the same process. Illinois exempts peace officers from the requirement to hold both a PERC and an FCC. The employing agency still has oversight duties whether the officer is paid as an employee or an independent contractor.12Illinois Department of Financial and Professional Regulation.
