Atlanta Alcohol Sales Hours and Licensing Requirements

Atlanta alcohol sales hours split along two lines: what you’re buying and where you’re drinking it. Packaged beer, wine, and similar malt beverages can be sold around the clock Monday through Saturday. Distilled spirits by the bottle are limited to 8:00 AM through midnight on those same days. A 2022 city referendum rewrote Atlanta’s retail alcohol schedule, and the weekday rules are more generous than most residents assume. Grocery stores, convenience stores, and package shops can sell wine and malt beverages, meaning beer, hard seltzer, and similar products, 24 hours a day from Monday through Saturday.¹ There is no morning start time and no evening cutoff for packaged beer and wine during the week.

Distilled spirits are on a shorter clock. Liquor stores may sell spirits between 8:00 AM and midnight, Monday through Saturday.¹ The distinction matters for late-night stops. A six-pack is fair game at 1:00 AM on a Wednesday. A bottle of bourbon will have to wait until 8:00 AM.

Bar and Restaurant Hours Monday Through Saturday

Establishments licensed for on-premise consumption, meaning bars, clubs, and restaurants, can pour beer, wine, and spirits until 2:30 AM, Monday through Saturday. After 2:30 AM, service stops. The venue itself can stay open past that point, but alcohol cannot be served or consumed.²

That half-hour after last call is where compliance problems tend to surface. If the Atlanta Police Department’s Liquor Unit finds patrons still drinking after 2:30 AM, the business risks fines and possible license action. Repeat issues draw scrutiny that reaches beyond a single citation.

Sunday Hours: 11 AM to Midnight

Sunday rules used to be the tightest part of the week in Atlanta, and two separate voter-approved referendums have loosened them. Today, both packaged sales and on-premise service share a single Sunday window: 11:00 AM to midnight.

Packaged Sales on Sunday

Atlanta voters approved Sunday package sales in a 2022 referendum, letting grocery stores, convenience stores, and liquor stores sell all types of alcohol, including distilled spirits, from 11:00 AM until midnight.¹ Before that vote, packaged liquor could not be sold on Sundays until 12:30 PM, and stores had to close by 11:30 PM. The current hours cover beer, wine, and spirits alike.

Bars and Restaurants on Sunday

Restaurants and bars got their earlier Sunday start through Georgia’s Brunch Bill, passed by the state legislature in 2018 and approved locally by Atlanta voters. Under Georgia Code Section 3-3-7, cities that pass the required referendum can authorize on-premise alcohol service beginning at 11:00 AM on Sundays instead of the earlier 12:30 PM start.³ Sunday on-premise service ends at midnight, meaning two and a half hours earlier than the weekday last call.

A Note on Sunday Eligibility

The state statute defines an “eating establishment” eligible for Sunday sales as one that draws at least 50 percent of its total annual gross food and beverage revenue from prepared meals or food.³ Bars and nightclubs that do not sell much food may not qualify under that path, and would need a separate consumption-on-premises license covering their situation to serve on Sunday.

The Georgia General Assembly writes the state framework, including the Sunday brunch provision in Code Section 3-3-7, and Atlanta’s City Council fills in the local schedule through ordinances such as the 2022 package-hours measure.¹³ The Atlanta Police Department’s License and Permit Unit administers local alcohol licenses and enforces the hour restrictions on licensed premises.⁴

Hours can shift when voters approve a new referendum, as happened in 2022, so a rule that was in force a few years ago may no longer apply. The ordinance and code sections cited above are the current, controlling text.

For Business Owners: Hours Are Only Part of the Picture

If you are asking about hours because you are opening a business rather than planning a night out, the sales window is only the first thing to sort out. Selling alcohol in Atlanta requires two separate licenses, one from the Georgia Department of Revenue and one from the City of Atlanta through the police department, and you cannot legally begin sales with only one.⁵ The local process includes a Neighborhood Planning Unit review, a public hearing before the License Review Board, fingerprinting for the registered agent and top corporate officers, a certified distance survey confirming your premises meets state proximity rules, and final approval from the Mayor’s office.⁴

Every Atlanta alcohol license expires on December 31 regardless of when it was issued, and missing that renewal deadline means an immediate stop to sales, storage, and distribution until you appear in person before the License Review Board.⁶ The renewal window opens around October 1. Put it on the calendar the day you receive your first license.
