Baltimore City Red Light Cameras: $75 Fine, Contesting, and Defenses

A Baltimore red light camera ticket is a $75 civil fine mailed to the vehicle’s registered owner, and you have 30 days from the date on the notice to pay it, request an ombudsman review, or petition for a District Court trial.¹ Because it’s a civil penalty under Maryland Transportation Article § 21-202.1, it doesn’t carry license points and doesn’t go on your driving record.²

What the Ticket Does Not Affect

This is the part most people want to know first. A camera citation is not a moving violation. No points attach to your license. The violation does not appear on your driving record, and insurance companies cannot use it to raise your rates.²

That’s the key distinction from being pulled over by an officer for the same conduct. An officer-issued ticket for running a red light is a moving violation with points and insurance consequences. A camera-issued ticket is a $75 civil bill and nothing more, provided you handle it on time.

Maryland caps the civil penalty for any camera-recorded red light violation at $100, and Baltimore City sets its fine at $75.²¹

Who Is Responsible

The citation goes to the registered owner of the vehicle, no matter who was actually driving. If you lent your car out, the ticket still lands in your mailbox and you’re on the hook unless you identify the actual driver through the process described on the citation. Maryland’s statute allows liability to shift to the driver once the owner names them.²

Two exceptions exist. Motor vehicle rental and leasing companies are not treated as the “owner” for these citations, and neither are holders of special registration plates issued under Maryland’s Title 13 registration provisions.²

How to Pay the $75

Your notice includes a citation number and a PIN. You can enter those along with your plate number in the city’s payment portal to view the photos and video and then pay. Baltimore accepts payment several ways:

Online through the city’s payment portal, by credit or debit card.³
By phone at 866-377-0765.⁴
By mail, with a check or money order payable to the Director of Finance, to City of Baltimore, Attn: Parking Fines, P.O. Box 13327, Baltimore, MD 21203-3327.³
In person at the Abel Wolman Municipal Building, 200 Holliday Street, Baltimore, MD 21202, Monday through Friday from 8:30 a.m. to 4:30 p.m., or at any Walmart or business that accepts MoneyGram.³

One caveat on mailing payment. If your account has already been referred to Penn Credit, the city’s third-party collection agent, do not use the P.O. Box. The citation notice or the payment portal will point you to the collection agency instead.³

How to Contest the Ticket

You have two ways to challenge a Baltimore red light camera citation, and both must be started within the 30-day window on the notice.¹ Before you decide which to use, log into the city portal with your citation number and PIN and actually watch the video. The footage is the evidence, and it usually decides the case.

Ombudsman Review

The ATVES ombudsman is a local designee who reviews citation disputes on behalf of residents. Email ATVES.Ombudsman@baltimorecity.gov before your deadline to request a review.¹ It’s the less formal path and a reasonable first step if you think the evidence doesn’t clearly show a violation.

District Court Trial

To have a judge hear the case, submit a petition to the District Court of Maryland at 5800 Wabash Avenue, Baltimore, MD 21215. The court, not the city, schedules the hearing and mails you the date. The online petition system will not accept requests for citations older than 45 days.⁵

Defenses That Actually Work

The images and video are the primary evidence at trial. Arguments that tend to have traction include:

You came to a complete stop before turning right on red. Right-on-red rolls are one of the most common triggers for these citations, and if the footage shows a real stop, the case is contestable.
The yellow light timing at the intersection didn’t meet the standards set by the State Highway Administration, consistent with Federal Highway Administration guidelines. No citation can be issued from a camera at an intersection where the yellow timing is out of compliance.²
You weren’t the registered owner at the time of the violation.
You entered the intersection to yield to an emergency vehicle. Bring anything you have — dashcam video, fire or police records confirming an emergency call in the area — since judges weigh those circumstances.

Right Turns on Red Count

A common assumption is that right-on-red maneuvers don’t trigger camera tickets. They do. If you roll through without stopping fully behind the stop line before turning, the camera treats it as any other red light violation: same $75, same process. Whether you actually stopped is the question the footage answers.

What Happens If You Ignore It

Missing the 30-day deadline without paying, requesting an ombudsman review, or petitioning for trial counts as an automatic admission of liability.¹

The most disruptive consequence is a hold on your vehicle registration. The city can flag your vehicle with the Maryland Motor Vehicle Administration, which blocks you from renewing until every outstanding citation and fee is cleared.¹ Driving on an expired registration because you can’t renew it is a separate legal problem stacked on top of the original $75.

Unpaid accounts may also be referred to Penn Credit, which can add collection fees to the balance.³ Once that happens, you can’t pay the city directly anymore and have to deal with the collection agency. A $75 ticket handled on time stays a $75 ticket. Ignored, it grows.
