What Work Needs a Permit
All of it. Baltimore County’s stated rule is that every plumbing and gasfitting project requires a permit and inspection.1Baltimore County Government. Plumbing and Gasfitting Inspections That covers new water supply lines, relocated drains, added bathrooms, water heater replacements, appliance hookups to water or sewer, underground pipe replacement, gas line alterations, and any tie-in to the public sewer.
Some jurisdictions exempt small fixture swaps. Baltimore County does not publish that kind of carve-out. Who Can Pull the Permit
Only a Baltimore County licensed plumber and gasfitter contractor can apply. Homeowners cannot pull their own plumbing permits in Baltimore County. The narrow exceptions are propane gasfitters holding insured-to-work certificates, pump installers, water conditioner installers, and well drillers.4Baltimore County Government. If you are planning a bathroom renovation or a water heater replacement, hiring a licensed contractor is not optional; the contractor both performs the work and files the paperwork. Unpermitted plumbing can also surface at resale, when a buyer’s inspector or title search catches the gap.
How to Apply
Applications go through the Baltimore County Citizen Access portal online. Paper filings at the counter are no longer accepted, though public workstations and staff are available at the County Office Building, 111 West Chesapeake Avenue in Towson, for applicants who need help using the system.3Baltimore County Government. The application asks for the property owner’s contact information, the job site address, and the tax account number for the parcel. Every fixture being installed or replaced needs to be listed, because that is how fees are calculated. Commercial buildings and complex residential renovations typically require technical drawings showing the drainage, waste, and vent layout along with the water supply lines. Those drawings should indicate pipe diameters, the slope of horizontal drainage lines, cleanout locations, and the venting method.
Permit Fees

- Fixture work (new, reconstruct, set, rough-in, or remove): $30 for the first fixture plus $6 for each additional fixture
- Water heater (oil or electric): $30
- Water service connection up to 2½ inches: $30
- On-site water, sanitary sewer, or storm drain: $79 each, plus $14 per lateral
- Residential backflow preventer: $40

A single-fixture job like a water heater swap runs $30. A bathroom addition with five fixtures runs $54: the $30 base plus four additional fixtures at $6 each. Scheduling the Inspection
Once the work reaches rough-in or final completion, the permit holder schedules an inspection through the online portal. Requests have to be in by 2 p.m. the prior business day, and you need the permit number and an existing online account to book.6Baltimore County Government. The inspector checks the installation against the approved plans and the plumbing code. All work must stay exposed and accessible until the inspector signs off. What Happens If You Skip the Permit
Starting work without a permit triggers a $60 investigation fee on top of the regular permit cost.5Baltimore County Government. Plumbing Inspection Fee Schedule The county has to run a special investigation before it will issue a retroactive permit for the unauthorized work. The exposure runs past the fines. Unpermitted plumbing can void homeowner’s insurance if a leak or gas incident traces back to unauthorized work, and it complicates resale when the missing permits show up in an inspection or title search.
If a Permit Is Denied or an Inspection Fails
Most failed inspections do not need a formal appeal. The usual path is to correct the deficiency and rebook through the online portal, paying the $79 re-inspection fee.
For a genuine dispute over a denial or an inspector’s decision, the Baltimore County Board of Appeals hears building permit matters that originate at the agency level.8Baltimore County Government. About the Board The appeal has to be filed within 30 days of the final action, and the notice needs the names, addresses, phone numbers, and email addresses of everyone filing. Hearings are public, witnesses testify under oath, and a two-member majority of the three-member panel decides. The board gives at least ten days’ notice before a hearing. An appeal dismissed with prejudice cannot be refiled for 18 months, so the documentation matters before going this route.
A Note on Licensing
Because the county runs its own licensing system, the Maryland State Board of Plumbing does not have jurisdiction here, and neither does the Washington Suburban Sanitary Commission area covering Prince George’s and Montgomery Counties.2Maryland Department of Labor.
