BCBS Settlement Email: Verify It, Activate the Card, Payment Details

If you received a BCBS settlement email in May or June 2026 from distribution@BCBSsettlement.com, it is legitimate. The message is part of the payment rollout for the $2.67 billion Blue Cross Blue Shield antitrust class action settlement, and if you filed a claim by the November 5, 2021 deadline and selected a virtual prepaid card, the email contains the code you need to activate a Visa disbursement card loaded with your share.¹

That said, scammers are aware of this rollout too. Before you click anything, verify what you received.

How to Tell If the Email Is Real

The claims administrator, JND Legal Administration, uses a small set of official addresses. Notification emails came from Notice@BCBSsettlement.com. Payment emails now come from distribution@BCBSsettlement.com. General inquiries use info@BCBSsettlement.com, and the toll-free line is (888) 681-1142.¹²

Click into the “From” field and read the actual sending address, not just the display name. Scammers can spoof the name that appears in your inbox, so the underlying domain is what counts.¹ The official settlement site also posts sample emails and postcards on its “Important Documents” page for comparison.³

Treat any of the following as a scam:

A request for money. The real settlement never charges activation fees, processing fees, or up-front taxes.⁴
A request for your full Social Security number or banking login credentials. Legitimate messages will not ask for either.⁴
A link to any domain other than settlementpayment.choicepaymenthub.com. That is the only official redemption URL for the virtual cards. Shortened URLs and generic-looking domains are phishing.¹
A phone call or text asking for your card number, CVV, or activation code. No legitimate party will contact you that way.¹

When in doubt, do not click. Type bcbssettlement.com into your browser yourself, or call JND at (888) 681-1142 to confirm your claim status.⁵ If you do not remember filing a claim in the first place, do not engage with the email at all until you verify.¹

How to Activate the Virtual Visa Card

Activation takes under ten minutes.¹

Go directly to settlementpayment.choicepaymenthub.com. Choose “Activate My Card,” then “Enter activation code instead.”
Enter the code from your email. The system will send a one-time verification code back to the same email address. It expires in ten minutes.
Confirm your name and address if prompted.
Open the dashboard. Clicking the card image reveals the 16-digit number, CVV, and expiration date you need for online purchases. You can also add the card to Apple Pay or Google Pay.

A few limits to know. The virtual cards do not work at ATMs or gas pumps. If a balance stays on the card for 18 months, a $0.75 monthly maintenance fee starts.⁶ Some issuers charge a fee if you transfer the funds to a bank account, so read the terms before moving money.⁴

If You Chose a Different Payment Method

Claimants could pick a paper check, PayPal, or Venmo instead of a virtual card at the time of filing.¹ Anyone who did not choose gets a paper check by default.⁷

Rough delivery windows after your notification:

Prepaid debit card: one to two weeks.
Direct deposit: five to ten business days.
Paper check: three to six weeks.⁷
Physical debit cards sent by mail: potentially weeks to months.⁶

If nothing has arrived eight weeks after your notification date, call the administrator at (888) 681-1142. A check returned as undeliverable adds another six to twelve weeks to reissue.⁷

How Much Your Payment Will Be

There is no flat per-person amount. Your payment depends on the premiums or administrative fees you paid during the class period, whether your plan was fully insured or self-funded, and how many valid claims were filed overall.³

The math behind the fund: $2.67 billion total, with roughly $770 million taken off the top for attorneys’ fees and administrative costs, leaving about $1.9 billion for claimants.⁶ Of that, about $1.78 billion goes to individuals, insured groups, and their employees, and $120 million goes to self-funded accounts and their employees.³

The administrator calculates each award using premium and fee data supplied by the BCBS companies. If you think those numbers are wrong, you can dispute them with supporting documentation, but you get only one submission. Anyone whose calculated share comes out to $5.00 or less receives no payment.³

What the Payment Is For

The settlement resolves In re Blue Cross Blue Shield Antitrust Litigation, MDL 2406, consolidated in the U.S. District Court for the Northern District of Alabama under Judge R. David Proctor.⁸ Subscribers alleged that more than 30 BCBS companies and the Blue Cross Blue Shield Association divided the country into exclusive territories and agreed not to compete for health insurance customers, driving premiums higher and choices lower.⁹ In 2018, Judge Proctor ruled those market-allocation agreements a “per se” violation of the Sherman Antitrust Act.¹⁰ BCBS denies the allegations but agreed to settle.¹¹

The class period for individuals and insured groups runs February 7, 2008 through October 16, 2020. For self-funded accounts, it runs September 1, 2015 through October 16, 2020.¹² Medicare Supplemental policyholders are included; Medicare Advantage and Medicaid enrollees are not. Government accounts, dependents, beneficiaries, and non-employees are also excluded. The claim deadline was November 5, 2021, and it was not extended. No new claims can be filed.³

A Note on the Provider Settlement

A separate $2.8 billion settlement covers healthcare providers who brought their own antitrust claims against BCBS. That case has its own timeline, its own claim deadline (July 29, 2025), and its own opt-out group.¹³¹⁴ If you are a subscriber receiving a payment email, it has nothing to do with that case.
