Berkeley County Tax Rate: Millage, Assessment, and Deadlines

Millage Rates by Taxing Entity

That adds up to 246.5 mills for property in unincorporated Berkeley County. Inside a municipality, that city’s millage is added on top. Goose Creek adds 60.0 mills, Moncks Corner adds 73.8, Summerville adds 66.0, and North Charleston adds 91.5. Some neighborhoods carry more. Assessment Ratio Comes First

  • 4% for an owner-occupied primary residence and up to five contiguous acres
  • 6% for most other real property, including rentals, second homes, commercial buildings, and vacant land
  • 10.5% for manufacturing and utility property
  • 9.5% for property of companies primarily hauling people or freight

The gap between 4% and 6% is significant. On a $300,000 property, the 4% ratio produces a $12,000 assessed value; the 6% ratio produces $18,000. That’s a 50% larger taxable base before you even reach millage.

How to Calculate Your Bill

For an owner-occupied home worth $300,000 in unincorporated Berkeley County:

  • Fair market value: $300,000
  • Assessment ratio: 4%
  • Assessed value: $12,000
  • Effective millage: 104.6 mills (246.5 minus 141.9 school operations exempt under Act 388)
  • Annual tax: $12,000 × 0.1046 = about $1,255

Now the same house as a rental. The ratio jumps to 6% for an $18,000 assessed value, and the full 246.5 mills apply because there’s no school operating exemption. Act 388 Exempts Owner-Occupied Homes From School Operating Millage

This is the single biggest factor in what most Berkeley County homeowners actually pay. Under Act 388, owner-occupied primary residences are completely exempt from school operating millage.2South Carolina Legislature. H 3783 In Berkeley County, that removes 141.9 mills from your effective rate. Rentals, second homes, commercial property, and vacant land still pay the full amount including school operations.

Your tax bill may still display the school operating line, then subtract it as a credit. Presentation varies; the outcome doesn’t. If you occupy the home as your legal residence and have the 4% classification, you owe zero school operating tax.

Filing for the 4% Legal Residence Rate

The 4% rate is not automatic. You have to file a Legal Residence Application with the Berkeley County Assessor’s office to establish that the property is your primary home.3South Carolina Legislature. The assessor may also ask for federal and state tax returns to confirm you’re not claiming residency elsewhere.

Both spouses must certify under penalty of perjury that neither is claiming the 4% ratio on another property and neither is claiming legal residency in another state. Homestead Exemption for Seniors, Disabled, and Blind Homeowners

  • Age 65 or older by December 31 of the tax year, with at least one year of South Carolina residency
  • Totally and permanently disabled as classified by a state or federal agency
  • Legally blind as defined under South Carolina law

Payment Deadline and Late Penalties

The Berkeley County Treasurer’s Office mails real property tax notices in October, and payment is due by January 15 of the following year.7Berkeley County Government.   • After January 15: 3% penalty
  • After February 1: an additional 7% (10% total)
  • After March 16: an additional 5% (15% total)

On a $2,000 tax bill, waiting past March 16 adds $300 in penalties on top of the underlying tax. After that date, the bill transfers to the Berkeley County Delinquent Tax Department, which has the authority to seize and sell the property.9Berkeley County Government. Delinquent Tax Collector
