Berks County Property Tax: Rates, Exemptions, and Appeals

Property taxes in Berks County, Pennsylvania are billed by three separate taxing bodies — the county, your municipality, and your school district — each applying its own millage rate to an assessed value that still reflects what your property was worth in 1994. School taxes take the biggest bite, usually around 70 percent of the total. Knowing how the assessment is set, when payments are due, and which relief programs you qualify for is where real savings come from.

How Your Assessment Is Set

Berks County has not conducted a countywide reassessment since 1994, and that year remains the base for every property’s assessed value.1County of Berks. New construction and additions receive an interim assessment tied to that same 1994 base.

Because current market values have drifted far above 1994 values, Pennsylvania uses the common level ratio to translate between the two during appeals. For 2026 appeals in Berks County, the ratio is 34.37 percent.2County of Berks. Common Level Ratio (CLR) If you prove your home’s current fair market value at an appeal, the board multiplies that figure by 34.37 percent to arrive at the correct 1994-equivalent assessment. Millage Rates and How the Bill Adds Up

A mill equals one dollar of tax for every $1,000 of assessed value. Your total bill stacks three rates: county, municipal, and school. The Board of Commissioners sets the county rate. Each township, borough, and school board sets its own.

  • Wyomissing: 5.15 mills municipal, 35.365 mills school
  • Reading: 19.217 mills municipal, 17.93 mills school
  • Kutztown: 3.0 mills municipal, 32.243 mills school
  • Amity Township: 3.05 mills municipal, 34.245 mills school

Say your Wyomissing home is assessed at $50,000. County tax: $50,000 × 9.013 ÷ 1,000 = $450.65. Municipal tax: $257.50. School tax: $1,768.27. Total: about $2,476, with school taxes making up roughly 71 percent — a typical split across the county.

When Bills Arrive and What You Owe by When

  • Pay within two months and you receive at least a 2 percent discount.
  • Months three and four: face value, no discount or penalty.
  • After four months: a penalty of up to 10 percent.

For March 1 bills, the discount window closes April 30, face value runs through June 30, and the penalty starts July 1.7Earl Township Berks County. Anything still unpaid at year-end becomes delinquent and moves to the Tax Claim Bureau.

Some school districts let you split the school bill into three equal installments, but you have to make the first installment by the discount deadline to enroll. Miss it and you’re out of the installment plan for the year.5Douglass Township. Douglass Township Tax Information Not every district offers the option, so ask your local tax collector.

Homestead and Farmstead Exclusion

Pennsylvania’s Taxpayer Relief Act (Act 1 of 2006) directs gaming revenue toward reducing school taxes for owner-occupied homes and working farms.8Commonwealth of Pennsylvania. Property Tax Relief – Department of Education The exclusion lowers the assessed value used to calculate the school portion of your bill. Only your primary residence qualifies. File your homestead or farmstead application with the Berks County Assessment Office by March 1.10County of Berks. Homestead / Farmstead Tax Relief Program Once approved, it stays in effect until ownership or your mailing address changes — no annual reapplication. Actual savings vary by school district because each district gets a different slice of state gaming funds. If you never file, you never get the reduction. It is not automatic.

Rebate for Seniors, Widows, and Disabled Residents

Pennsylvania’s Property Tax/Rent Rebate Program is separate from anything the county administers. It’s funded by lottery and gaming proceeds. You qualify if you are 65 or older, a widow or widower 50 or older, or an adult with disabilities 18 or older. The standard maximum rebate is $1,000 per year.11Pennsylvania Treasury. For the 2025 claim year, the income limit is $48,110, and half of Social Security income is excluded when calculating eligibility. The deadline to apply for 2025 claims is June 30, 2026.11Pennsylvania Treasury. Disabled Veteran Exemption

Veterans rated 100 percent permanently disabled from a service-connected condition by the VA can receive a full exemption from real estate taxes on their primary residence. Surviving spouses are also covered. The veteran must have served during a recognized wartime period and demonstrate financial need. Applicants with gross annual income at or below $114,637 get a presumption of financial need; above that, you can still qualify by showing monthly expenses exceed monthly household income.12Commonwealth of Pennsylvania. The property has to be owned solely by the veteran or jointly with a spouse. This eliminates the tax entirely, unlike the homestead exclusion, which only reduces the assessed value. Applications go through the Berks County Board of Assessment.

Clean and Green for Farm, Forest, and Open Space

Under Pennsylvania’s Act 319, owners of agricultural land, forest land, and open space can apply for a preferential assessment based on the land’s use value rather than its development value. That usually means a substantially lower assessment on rural properties.

  • Agricultural land, 10 or more contiguous acres, farmed for the preceding three years.
  • Agricultural land under 10 acres, farmed for the preceding three years with at least $2,000 in gross income each of those years.
  • Agricultural reserve: 10 or more contiguous acres.
  • Forest reserve: 10 or more contiguous acres capable of producing timber or wood products.

Watch the exit. Changing the use of the land or voluntarily withdrawing triggers seven years of rollback taxes at 6 percent simple interest per year — the difference between what you paid under Clean and Green and what you would have paid at the normal assessment.14Commonwealth of Pennsylvania. Clean and Green If you split off a lot to build a house, the rollback applies only to the affected acreage. Landowners who enroll without an exit plan are often blindsided by this bill.

Filing an Assessment Appeal

If you believe your assessment is too high, file an annual appeal with the Berks County Board of Assessment Appeals. The filing window runs June 15 through August 1, and an appeal filed in that window applies to the following tax year. For 2027 assessments, the cutoff is 5:00 PM on August 1, 2026.   • Mobile homes: $25
  • Residential or farm: $50
  • All other property classes: $200

Your appeal has to include evidence of current fair market value. The board accepts either a professional appraisal completed within the past six months, or documented sales of at least three comparable properties from the last six months, with real estate sales sheets and photos. Commercial properties and multi-unit apartments must also provide income and expense data. A photo of your property is mandatory. Incomplete forms are returned and can void the appeal.

Remember, you are not proving what your home was worth in 1994. You prove current market value, and the board applies the 34.37 percent common level ratio to convert that to a 1994-equivalent assessed value.2County of Berks. Hearings and What Happens After

Hearings are held in person at the Berks County Services Center.16County of Berks. Berks County Assessment Forms The legal or equitable owner has to attend. If the property is held by a trust, LLC, corporation, or partnership, an attorney must file the appeal and appear on your behalf. If you disagree, the next step is the Berks County Court of Common Pleas.

If Taxes Go Unpaid

Unpaid taxes become delinquent on December 31 of the billing year and transfer to the Berks County Tax Claim Bureau.17County of Berks. Tax Claim Bureau Fees and costs start accruing right away. Once the claim becomes absolute under the state Real Estate Tax Sale Law, the bureau can auction the property.18Pennsylvania General Assembly.
