When You Actually Need to Test
November 1, 2026 is the program start date, not a deadline for every Bexar County driver to run out and get tested. If you already hold a valid, unexpired registration on that day, nothing changes until your next renewal comes due. From that renewal forward, the emissions inspection becomes an annual condition of registering the vehicle.1Department of Public Safety. Which Vehicles Are Covered
The program covers gasoline-powered motor vehicles between 2 and 24 model years old registered in Bexar County. The 8,500-pound gross vehicle weight limit tracks the federal OBD-II requirement for 1996 and newer vehicles, which is the system inspectors actually scan.2U.S. Environmental Protection Agency. Several categories are exempt:
- Vehicles in their current or preceding model year

- Diesel-powered vehicles

- Motorcycles
- Military tactical vehicles
- Dual-fuel vehicles that cannot run on gasoline
- Vehicles formally registered as “Antique” with the Texas Department of Motor Vehicles, which comes with usage restrictions4Department of Public Safety. Unique Vehicles
Owning a car older than 24 model years does not automatically qualify it as antique. It either falls outside the 2-to-24-year testing window on its own, or it needs the formal antique registration.
How to Prepare to Pass
The single most common cause of failure is an illuminated Check Engine light. If the malfunction indicator lamp is commanded on and a diagnostic trouble code is stored, the vehicle automatically fails, so get any warning lights diagnosed and fixed before your appointment.5Department of Public Safety. The onboard computer’s readiness monitors also need to be in a “ready” or “complete” state. For 2001 and newer vehicles, only one non-continuous monitor can read “not ready” and still pass. For 1996 through 2000 models, two monitors can be not ready.6Department of Public Safety. Ready or Not If your battery was recently disconnected, trouble codes were cleared, or major repairs were done, those monitors reset. Driving 50 to 100 miles across a mix of city and highway conditions over several days usually gets them back to ready. Low fuel and extreme temperatures can keep the evaporative monitor from completing; keeping the tank between roughly one-third and three-quarters full helps.

What the Inspection Involves
A technician plugs a scan tool into the OBD-II port under the dashboard. The tool talks to the engine control module, checks readiness monitor status, reads any stored codes, and confirms the malfunction indicator lamp is working. Results transmit electronically to the state so the Texas Department of Motor Vehicles can verify compliance at renewal, and you receive a printed Vehicle Inspection Report showing the outcome for each monitored system.
If Your Vehicle Fails
A failure buys you 15 days to make repairs and return to the same station for one free retest. Waivers
If the vehicle genuinely cannot pass, Texas offers a few relief paths. The most common is the minimum expenditure waiver: spend at least $450 on qualifying emissions repairs (the figure is adjusted periodically for inflation), keep all receipts, and DPS can allow you to register the vehicle despite the failure.7U.S. Environmental Protection Agency. Total Cost at Renewal Time
The TCEQ set the emissions inspection fee at a flat $18.50, matching the Dallas and Houston metros.10San Antonio Report. TCEQ Approves Local Fee for Vehicle Emissions Inspections Beginning in November 2026 You pay it at the station on test day.
On top of that, Texas replaced the old safety inspection for non-commercial vehicles in January 2025 with a $7.50 annual inspection program replacement fee collected at registration renewal. New vehicles purchased in Texas and never previously registered pay an initial $16.75 covering two years.11Department of Public Safety. Commercial vehicles still get a separate safety inspection and do not pay the replacement fee.
If Your Vehicle Is Out of State
Certain owners whose vehicles are physically outside Texas at renewal can self-certify and renew without testing first: active-duty military, full-time students, seasonal Texans and RV owners, and elected congressional officials. A note gets attached to the vehicle record that an inspection is still owed. Once the vehicle returns to Texas, you have three days from arrival at your home or duty station to complete the emissions inspection. Why Bexar County Is Being Added
The EPA reclassified the San Antonio area from moderate to serious nonattainment for ground-level ozone in July 2024.13US EPA. The goal is to cut nitrogen oxides and volatile organic compounds from tailpipes, both precursors to the ozone that pushed the county past federal limits.
