Boston Civil Service Exam: Dates, Scoring, and Bypass Rights

The Boston civil service exam is the state-administered test you take to be considered for a Boston police officer or firefighter job, and it is run by the Massachusetts Human Resources Division (HRD) rather than the city itself. You register through the Civil Service Online portal during the application window for your exam, sit for a written test on a scheduled date, and, if you pass, land on a ranked eligible list that Boston Police and Boston Fire draw from when they hire. Your rank on that list — not just your score — decides whether you get called.

Who Can Apply

You must be at least 19 years old by the last day to file your application, under Massachusetts General Laws Chapter 31, Section 58. Residency matters more than most applicants expect. Civil service law lets cities place residents ahead of non-residents on the eligible list, and to qualify for Boston’s residency preference you must have lived in the city for the full 12 months immediately before the exam date.2Mass.gov. Departments can add their own hiring requirements on top of the statute, such as a valid driver’s license, educational minimums, or citizenship. Read the specific exam poster and the department job listing before you apply.

2026 Exam Dates and Registration

HRD publishes an exam schedule with application windows and test dates. For 2026, the dates that matter for Boston candidates are:

  • Entry-level Municipal Police Officer and MBTA Transit Police Officer: applications December 22, 2025 through February 2, 2026; exam dates March 11–14, 2026.
  • Promotional Fire Lieutenant and Captain (statewide): applications January 5 through February 10, 2026; exam April 7, 2026.
  • Promotional Boston Deputy Fire Chief: applications March 23 through April 14, 2026; exam June 6, 2026.
  • Promotional Police Sergeant, Lieutenant, and Captain (statewide): applications June 1 through July 7, 2026; exam September 14, 2026.

You register through the Civil Service Online portal. Have your Social Security number, education history, and work history ready. Veterans seeking preference points need their DD-214. Each exam carries a processing fee that varies by exam and is listed on the individual exam poster. If you cannot afford it, you can request a fee waiver.6Mass.gov. What the Written Exam Covers

The entry-level police exam is the FrontLine National test, a video-based assessment that runs about two hours and 15 minutes. It has three parts: a human relations section where you watch video scenarios and pick the best response within 10 seconds per question; a report writing section where you watch a scenario twice, take notes, write a factual report in 10 minutes, and then answer multiple-choice questions based on what you wrote; and a reading comprehension section built as fill-in-the-blank questions using real law enforcement materials.7National Testing Network. The firefighter exam is the FireTEAM test, roughly two hours long, with four parts. Human relations covers firefighter teamwork scenarios in two sections, one on judgment and one on the behavior of specific characters in the videos. Mechanical aptitude uses an animated factory to test basic principles like valves and water pressure, and no prior mechanical training is assumed. Reading comprehension uses fill-in-the-blank questions on firefighter technical materials. Both tests are entirely multiple-choice except for the police report-writing section, and the video format means you cannot replay segments. Practice under timed conditions if you can.

HRD publishes official examination guides and reading lists for certain exams. For the 2026 cycle, posted materials include guides for Correction Officer, Head Cook, and Institutional Parole Officer positions. Physical Ability Test

Passing the written exam gets you onto the list. For firefighter and police candidates, a separate Physical Ability Test (PAT) is required, run at 571A Main Street in Hudson, Massachusetts. Before you can take it, the hiring department must submit your completed medical examination form to the Civil Service Unit.10Mass.gov. The firefighter PAT is a series of job-simulation tasks on a timed course, including a stair climb with equipment, a ladder event, a hose drag, forcible entry, search, rescue, and a ceiling hook task, each with its own time standard. HRD offers a PAT preview session where you can run the course under timed conditions. It is not officially scored, but it tells you where you stand against the cut score. Candidates who show up without training for the PAT rarely pass it.

How the Eligible List Ranks You

After grading, your name goes onto an eligible list ranked by score and by statutory preferences. Under Chapter 31, Section 26, the order is disabled veterans first, then veterans, then widows or widowed mothers of veterans killed in action or who died from a service-connected disability, then everyone else. Within each category, candidates are ranked by test score, and residency preference further separates residents from non-residents inside each tier.5General Court of Massachusetts. The effect is dramatic. A non-veteran Boston resident who scores a 99 can still sit below a veteran with a lower score. A non-resident, whatever the score, falls behind every resident in the same preference category. If you are not a veteran and do not live in Boston, the ranking math is working against you.

How Departments Pick From the List

When a department has openings, HRD certifies a group of names from the top. Under Chapter 31, Section 27, three names are certified for one vacancy, five for two, seven for three, and so on. The department can only appoint from that certified group. If a certified candidate is bypassed, the next highest-ranked name is pulled as a replacement.11Mass.gov. Language Proficiency Bonus Points

Boston awards up to five extra points on your total score for demonstrated proficiency in a second language, including sign language. After passing the FrontLine or FireTEAM exam, you take a supplemental language test through Alta Language Testing Services covering reading, writing, and oral ability. A score of 8–12 on the Alta scale earns five points (advanced fluency); a score of 5–7 earns two points (intermediate); below 5 earns nothing. Medical, Psychological, and Background Screening

Before the department can finalize your appointment, you have to pass medical and psychological evaluations. The Commonwealth publishes formal standards for both through HRD, with a separate psychological screening policy for firefighter and police candidates.14Mass.gov. Standards Information

Departments also run background investigations. Disqualifying offenses vary between agencies, but the published State Police disqualifiers give a sense of the bar: any felony conviction, any drug-related conviction, any misdemeanor that resulted in jail time, any domestic violence conviction, being under an active restraining order, and outstanding warrants.15Mass.gov. What To Do If You Are Bypassed

If a department skips over you on the certified list and appoints someone ranked lower, that is a bypass, and you can appeal to the Civil Service Commission within 60 calendar days of receiving the bypass notification. The filing fee is $25 for an entry-level bypass and $75 for a promotional bypass, with a waiver available if you cannot afford it.16Mass.gov. File an Appeal with the Civil Service Commission

You can file online, by mail, by email, or in person at the Commission’s office at 100 Cambridge Street, Suite 200, Boston, during walk-in hours Tuesday through Thursday, 10 a.m. to 3 p.m. Email filings get 30 days to mail in the fee. The department has to justify the bypass in writing, and the Commission decides whether the reasons were legitimate. The 60-day deadline is firm; miss it and you lose the right to challenge, even if the bypass was clearly unjustified.

Promotional Exams and Labor Service

If you already hold a civil service position, promotional exams move you up to sergeant, lieutenant, captain, or chief. The 2026 schedule includes statewide promotional exams for police and fire ranks plus a Boston Deputy Fire Chief exam. Promotional certification uses the same Chapter 31, Section 27 formula as entry-level appointments.11Mass.gov. Not every civil service job goes through a written exam. Labor Service covers trades and manual labor positions. Instead of testing, you register and receive a Labor Service number tied to your application date, and your name goes onto the eligible list for the positions you select, ranked by that number, with veterans placed above non-veterans.17Mass.gov.
