CA Caregiver Registration (HCA): Training, Fees, and Renewal

To complete California caregiver registration as a Home Care Aide, you apply through the CDSS Guardian online portal or by mailing form HCS 100, pay a $35 fee, finish five hours of entry-level training, and pass a Live Scan criminal background check. Registration lasts two years. If your background check comes back clean, most applications clear within a few weeks.

Who Has to Register

The Home Care Services Consumer Protection Act requires anyone employed by a licensed Home Care Organization (HCO) to provide non-medical assistance in a client’s home to be listed on the HCA Registry before starting work.¹² These workers are called “affiliated” aides. You must be at least 18.

An “independent” aide, who works directly with a client rather than through an HCO, may register voluntarily. California law does not prohibit a private individual from hiring a caregiver who is not on the registry.³ The mandate targets HCOs and their employees, not families making private hiring decisions.

Complete Your Five Hours of Training

Before you apply, you need to finish five hours of entry-level training covering topics like workplace safety, infection control, and the aide’s role in a care setting. Many HCOs provide this training in-house to new hires, so ask your employer before paying for an outside course.

Once you’re registered, you also owe five hours of continuing education each year, or ten hours across the two-year cycle.⁴ Continuing education covers client rights, daily living needs, and recognizing and reporting abuse or neglect. Falling behind on these hours can cause your registration to lapse at renewal.

Get Fingerprinted Through Live Scan

Every applicant must pass a criminal background check.² Fill out a Request for Live Scan Service form (LIC 9163) and visit an authorized Live Scan site, where a technician captures your fingerprints electronically. The prints go to the California Department of Justice and FBI, and results are sent directly to CDSS.⁵

Live Scan fees are separate from your $35 registration payment. The DOJ processing fee is around $32, the FBI fee is roughly $17 to $19, and the Live Scan site charges its own service fee, usually $20 to $50. Plan on $70 to $100 total at the appointment. The operator will confirm the exact amount before you sit down.⁵

Online Through Guardian

The fastest option is the CDSS Guardian Applicant Portal at guardian.dss.ca.gov/Applicant. Create an account and enter an Agency PIN before completing the application.⁶ If you work for an HCO, your employer gives you the PIN. Independent aides use the PIN R38XKSPE.⁷ Have a credit or debit card ready for the $35 fee.

By Mail

To apply on paper, complete form HCS 100 (Application for Home Care Aide Registration or Renewal), attach a $35 check or money order payable to CDSS, and mail everything to:⁷

Documents to Have Ready

Either method requires the same items: a valid government-issued ID such as a California driver’s license or state ID, your Social Security number, and proof that you finished the five hours of initial training. You’ll also complete a Criminal Record Statement (LIC 508) disclosing any prior criminal history. Answer this form accurately. Inaccurate or incomplete disclosures can sink an application even when the underlying conviction would have been exemptible.

After you submit, CDSS processes the application while waiting for your background results. Clean checks typically clear within a few weeks.

What It Costs

Registration itself is $35, the same online or by mail, for both initial applications and renewals.⁸ That fee covers the registry, not the background check. Budget another $70 to $100 for Live Scan. Some HCOs reimburse or cover Live Scan for their employees, so ask before you pay out of pocket.

If You Have a Criminal Record

Registration requires a criminal record clearance from CDSS. Any conviction beyond a minor traffic violation triggers a disqualification unless CDSS grants an exemption.⁹ That threshold catches many applicants off guard; it isn’t limited to violent crimes or felonies. An old misdemeanor can require an exemption.

Sixty offenses are “non-exemptible,” meaning CDSS cannot grant an exemption regardless of the circumstances. These include murder, rape, torture, kidnapping, and any offense requiring sex offender registration.⁹ A conviction for any of them permanently bars registration.

If your conviction is exemptible, CDSS sends a notification letter. You have 45 days from the date of that letter to send your exemption package to the Care Provider Management Branch. The package includes:

A written request asking for the exemption.
Three signed character references on form LIC 301E from people who know you but are not relatives or coworkers at a licensed facility.
A personal statement describing each conviction: what happened, when, why, and how your life has changed.
Certificates from any rehabilitation courses, such as anger management or substance abuse treatment.
Probation records if available, like a minute order or letter from a probation officer showing informal probation.

If CDSS denies the exemption, you have 15 days from the denial letter to request a written appeal.⁹ Check your mail often during this process. Missing either deadline forfeits your chance to register.

Renewing and Keeping Your Information Current

Registration is valid for two years.⁴ To renew, pay another $35 and confirm your continuing education hours through the same Guardian portal or HCS 100 form you used the first time.⁷ If registration expires without renewal, CDSS deactivates it, and you’ll have to start over.

Notify CDSS in writing within 10 days of any change to your mailing address, using form HCS 105 from the CDSS website.¹⁰ An outdated address can cause you to miss renewal notices or exemption correspondence, and missed deadlines have real consequences.

Consequences of Working Without Registration

Statutory penalties fall on organizations, not individual aides. Any entity that arranges home care services through an aide without first obtaining an HCO license faces a civil penalty of $900 per day for each day of violation.¹¹ When CDSS discovers a violation, it sends written notice to the offending entity and forwards a copy to the Attorney General or the appropriate district attorney.

The practical cost for an individual aide is that no licensed HCO can legally employ you without registration. If an HCO is caught employing you unregistered, it will almost certainly terminate you along with paying the fines. Registration cannot be transferred or sold to another person.¹²

Checking an Aide’s Status

Clients, families, and employers can look up any aide through the online HCA Registry search tool using the aide’s first name, last name, and Personnel ID (also called HCA ID).¹³ If the search returns nothing, double-check the spelling and the ID.
