To file a California amended tax return, submit a corrected Form 540, 540 2EZ, or 540NR with Schedule X attached for tax years 2017 and later, or Form 540X for 2016 and earlier. If you’re claiming a refund, you generally have four years to file. If you’re reporting additional tax because the IRS changed your federal return, you have six months from the final federal determination. Miss that six-month window and the Franchise Tax Board’s assessment period stretches from two years to four, and skip reporting entirely and there’s no time limit at all.
When You Actually Need to Amend
Amend whenever a mistake changes the tax you owe or the refund you’re due: unreported income, a change in filing status, a missed deduction, a wrong credit. The same is true when you’ve already amended your federal return and those changes flow through to California.1Franchise Tax Board. Amend an Income Tax Return
Not every error needs an amended return. The FTB fixes simple math mistakes and typos on your Social Security number on its end and sends an adjustment notice. If the correction doesn’t move your tax liability, there’s nothing to amend.
Deadlines for Filing
For refund claims, the window closes at the latest of three dates: four years from when you filed the original return, four years from the original due date (ignoring extensions), or one year from the date of the overpayment.2California Legislative Information. California Code RTC 19306 If you filed late, the four-year clock runs from the actual filing date, which gives you more time than the due-date measure would.
If the IRS changed your federal return and you owe more California tax as a result, you have six months from the final federal determination to report it. If the federal change means California owes you money, you have two years.3Franchise Tax Board. IRS Changed Your Federal Tax Return
Missing the six-month deadline matters. Report on time and the FTB has two years to issue an assessment. Report late and it gets four. Don’t report at all and the FTB can assess you at any time, with no statute of limitations.4Franchise Tax Board. Your Tax Audit
Filing for Tax Years 2017 and Later
For any year from 2017 onward, there is no standalone amendment form. You fill out a corrected version of the return you originally filed — Form 540, Form 540 2EZ, or Form 540NR — and attach Schedule X, which reconciles the numbers and explains what changed.1Franchise Tax Board. Schedule X has two parts. Part I is the financial reconciliation: the amount you owe on the corrected return, any overpayment from the original, tax already paid, and the resulting refund or balance due. The form walks the math line by line.
Part II asks why you’re amending. Check one or more boxes from the list of reasons (federal audit adjustments, credit corrections, errors on the original, disaster losses, and others), then write a detailed explanation. Documents to Attach
Attach everything that supports the change. The FTB’s instructions list corrected W-2s, 1099s, California Schedule K-1s, escrow statements, court documents, and contracts as examples. Dependents Without a Social Security Number
If you’re amending a 2018 or later return to claim the dependent exemption credit for a dependent who doesn’t have a Social Security number, write “no id” in the SSN field on the Dependents line of the corrected Form 540 and attach Schedule X.5Franchise Tax Board. 2025 Instructions for Schedule X California Explanation of Amended Return Changes
Filing for Tax Years 2016 and Earlier
Returns from 2016 and earlier use Form 540X, which has its own three-column layout. Column A carries the figures from your original return (or the return as previously adjusted by the FTB), Column B shows the net increase or decrease for each line you’re changing, and Column C shows the corrected amount.6Franchise Tax Board. 2016 Instructions for Form 540X – Amended Individual Income Tax Return Every line gets an entry, even the ones you aren’t changing; unchanged lines simply carry Column A over to Column C, with a zero in Column B.
After the columns, the form compares your corrected tax liability against what you originally paid to produce either a refund or a balance due. When Federal Changes Affect Your California Return
California uses federal adjusted gross income as the starting point for the state calculation, so IRS changes usually flow through. If a federal adjustment (from an audit, a CP2000 notice, or your own federal amendment) increases your California tax, you’re required to report it. If it doesn’t affect California liability, you don’t need to do anything.3Franchise Tax Board. IRS Changed Your Federal Tax Return
The reporting method tracks the tax year. For 2017 and later, file a corrected return with Schedule X and attach the IRS’s final determination letter. For 2016 and earlier, use Form 540X with the same letter attached. As an alternative, you can send the FTB a notification letter with all the data and schedules the IRS changed, along with the final determination letter.3Franchise Tax Board. The “final federal determination” date, which starts the six-month clock, is the date the IRS actually assesses the adjustment. That could be when you sign Form 870 agreeing to audit findings, when the time to petition Tax Court expires on a Notice of Deficiency, or when a closing agreement is executed.
How to Submit
You can file the amended return electronically through tax preparation software or a tax professional, or by mail.1Franchise Tax Board. Amend an Income Tax Return If you mail it, the address depends on whether you owe money:

Mailing to the wrong PO Box won’t void your filing, but it can add weeks to a process that’s already slow.
Interest and Penalties When You Owe More
If your amended return shows underpayment, interest runs from the original due date of the return to the date you pay, not from when you discovered the error or filed the amendment.8California Legislative Information. Interest and Estimate Penalty Rates The rate adjusts periodically, so check the current figure when you file.
A late-payment penalty applies on top of interest: 5% of the unpaid tax, plus 0.5% for each month the tax remains unpaid, up to a 25% maximum.10Franchise Tax Board. FTB 1024 Penalty Reference Chart Because the meter has been running since the original due date, filing sooner limits the damage.
The FTB will consider penalty relief for reasonable cause. A delayed K-1 from a partnership or reliance on incorrect information from a third party are the kinds of circumstances that can support a waiver request. Interest is a different matter. It accrues by statute and isn’t waivable.
If You Can’t Pay the Full Balance
The FTB offers installment agreements for balances you can’t pay in full. To qualify, your total tax liability (including penalties and interest) must be $25,000 or less, the repayment period can’t exceed 60 months, you must have filed all required returns, and you can’t already be in an existing installment agreement.11Franchise Tax Board. Apply online through the FTB website, by phone at 800-689-4776, or by mailing Form FTB 3567. There’s a $34 setup fee added to your balance. Larger balances or longer terms may still be approved but are subject to periodic review and may require a financial disclosure statement.11Franchise Tax Board. How Long Processing Takes
Amended returns take much longer than original filings. The FTB estimates four to six months for individual amendments, and longer if it needs additional information.12Franchise Tax Board. Once review is complete, the FTB either issues the refund (with interest, if applicable) or sends a notice explaining any remaining balance, further adjustments, or open questions.
Amending a Return for a Deceased Taxpayer
If you’re amending on behalf of someone who has died, the mechanics are the same: corrected return with Schedule X, or Form 540X for older years. What changes is the signature. Write “Deceased” and the date of death next to the taxpayer’s name at the top of the return.13Franchise Tax Board. On a joint return, the surviving spouse also signs; a surviving spouse filing jointly with no appointed representative signs and notes “Filing as surviving spouse” in the signature area. With no surviving spouse and no court appointment, whoever is in charge of the decedent’s property signs as “personal representative.”
When the amendment produces a refund, the FTB may want documentation of the signer’s authority to claim it. Attach a copy of the court appointment letter or other applicable documentation with the return to keep the payment moving.
