California-Arizona Reciprocal Agreement: Taxes, Licenses, and Vehicles

California and Arizona do not have a traditional reciprocal income tax agreement. If you live in one state and earn money in the other, you file returns in both. California only maintains that kind of skip-a-return arrangement with New York and Illinois.1California State Controller’s Office. Out-of-State Tax Withholding FAQ What the two states do share is a reverse credit system that prevents double taxation on the same income, plus a handful of other interstate arrangements covering driver’s licenses, vehicle registration, contractor licensing, college tuition, and enforcement of certain court orders. The details below tell you what actually transfers between California and Arizona and what doesn’t.

Income Tax Between the Two States

The common assumption is that “reciprocity” means one return in your home state. That version exists in some parts of the country. It does not exist between California and Arizona. Instead, the two states use a reverse credit arrangement: you file in both states, and the credit that prevents double taxation shows up on the nonresident return rather than the resident one.2Franchise Tax Board. 2022 Instructions for Schedule S Other State Tax Credit

If You Live in Arizona and Work in California

File an Arizona resident return on all your income and pay Arizona’s flat 2.5% tax. Then file a California nonresident return (Form 540NR) for the California-source income, and claim the credit for Arizona tax already paid using Schedule S.3Franchise Tax Board. 2022 Instructions for Schedule S Other State Tax Credit – Section: General Information California rates run as high as 13.3% on income over $1 million, so you’ll almost always owe California the difference. You pay the higher of the two rates in total, not both rates stacked.

If You Live in California and Work in Arizona

File a California resident return covering all your income, plus an Arizona nonresident return for the Arizona-source income.4Arizona Department of Revenue. Claiming the Credit

To claim the other state tax credit, complete Schedule S and attach a copy of the other state’s return. Use a separate Schedule S for each state if you earned income across more than one. The credit is limited to the tax attributable to the double-taxed income, so if only part of your income crossed state lines, the credit is calculated on that portion alone.5Franchise Tax Board. Driver’s Licenses When You Move or Visit

Both states recognize each other’s valid licenses for temporary use, the way every U.S. state does. Both joined the Driver License Compact in 1963, so a ticket you pick up in the other state gets reported back and treated as if it happened at home. Once you establish residency in the new state, that mutual recognition ends. California gives new residents 10 days to obtain a California license. Residency is triggered by things like voting in a California election, paying resident tuition, or filing for a homeowner’s property tax exemption.7California DMV. REAL ID

Since May 7, 2025, TSA requires a REAL ID-compliant license or another federally approved ID like a passport for domestic flights.9TSA. Arizona’s “Travel ID” carries a circle-with-star mark and costs $25.10Arizona Department of Transportation. Arizona Travel ID If you’re moving, handle it at the same time you get your new license.

Vehicle Registration and Use Tax

This part catches more people off guard than the income tax question does. Bringing a car across the state line starts a clock and can trigger a tax bill.

Bringing a Car to California

New California residents must register an out-of-state vehicle within 20 days of establishing residency or bringing the vehicle in.11California State Department of Motor Vehicles. If you already paid Arizona’s transaction privilege tax, California credits that amount and you pay only the difference. California presumes any vehicle brought in within 12 months of an out-of-state purchase was bought for California use, especially if the buyer is a California resident or registers the car with the DMV during that period. Bringing a Car to Arizona

Arizona requires you to register an out-of-state vehicle as soon as you become a resident.8Arizona Department of Transportation. New to AZ – Welcome! Vehicles in the Phoenix and Tucson metro areas generally need an emissions test before registration, with exceptions for vehicles five model years old or newer, 1966 or older models, and fully electric vehicles.14Arizona Department of Transportation. Professional Licenses

Whether your license travels depends heavily on the profession.

Contractors

This is where real reciprocity exists. The California Contractors State License Board accepts Arizona contractor licenses across dozens of classifications, including general engineering, general building, electrical, plumbing, and roofing.16CSLB – CA.gov. Reciprocal Classifications List To qualify, an Arizona contractor must have held an active license in good standing for at least five years and submit a verification form from Arizona’s Registrar of Contractors with the California application.17CSLB – CA.gov. Nurses

Arizona is in the Nurse Licensure Compact, which lets a multistate license work across all member states. California is not.18NCSBN. NLC States So an Arizona nurse moving to California has to apply for a separate California license. A California nurse moving to Arizona can get a multistate license once Arizona residency is established.

Real Estate Agents

California has no real estate license reciprocity with any state. Out-of-state licensees, including those from Arizona, must pass California’s written exam, meet all education requirements, and submit fingerprints to the Department of Real Estate. College Tuition Through WUE

The Western Undergraduate Exchange is one of the most useful arrangements between the two states. Both participate. Eligible students can enroll at participating public colleges and universities in the other state at no more than 150% of the school’s resident tuition rate, saving an average of about $12,500 per year versus standard nonresident tuition.20WICHE. Individual schools set their own eligibility rules. Some require a minimum GPA, exclude certain majors, use early deadlines, or cap WUE-rate enrollment. Check with the specific school’s admissions or financial aid office rather than assuming residency alone qualifies you.20WICHE. Western Undergraduate Exchange (WUE)

Court Orders, Supervision, and Emergency Medical Coverage

Both states have adopted the Uniform Interstate Family Support Act, so child support orders remain enforceable when a parent moves between California and Arizona. UIFSA also governs which state’s court can modify an existing order, and jurisdiction rules are strict about that.

The Interstate Agreement on Detainers allows a person in custody in one state to be temporarily transferred to the other for trial on pending charges, so cases don’t stall because the defendant is imprisoned elsewhere.21Legal Information Institute. 18a US Code Section 2 – Enactment Into Law of Interstate Agreement on Detainers The Interstate Compact for Adult Offender Supervision handles probation and parole transfers, so someone moving from Phoenix to San Diego can be supervised by California authorities under agreed standards.

Medicaid does not transfer. California’s Medi-Cal and Arizona’s AHCCCS are separate programs, and routine care doesn’t cross state lines. AHCCCS does cover emergency services for a member temporarily outside Arizona, provided the person remains an Arizona resident and the claim includes documentation of the emergency.22AHCCCS.
