The number on a California birth certificate is an eleven-digit State File Number printed in the upper right-hand corner of the document. The California Department of Public Health (CDPH) assigns it when the birth is registered, and it’s the identifier the state uses to pull your record from its statewide database.
Where to Find It on the Certificate
Look at the upper right-hand corner. The State File Number is usually set in a typeface that stands out from the surrounding text, and it’s eleven digits long. That’s the one CDPH uses.
California law requires every live birth to be registered with the local registrar within 21 days of the event.1California Legislative Information. California Health and Safety Code HSC 102400 That registration is what generates the number you see printed on the certificate.
Don’t Confuse It With the Local Registration Number
A California birth certificate often shows more than one number. Lower on the page, in its own box, you’ll typically see a local registration number. That one only ties your record to the county where the birth was recorded. It isn’t the statewide identifier, and it isn’t what agencies mean when they ask for the State File Number.
What the Eleven Digits Mean
The State File Number is structured, not random. Each part tells you something specific about when and where the record was registered.

Put together, an eleven-digit California State File Number reads as 104 + YY + six-digit serial. If your certificate’s number doesn’t start with 104, the birth wasn’t registered in California.
How Agencies Use the Number
The structured format lets other states and federal agencies verify a California birth record without seeing your personal information. The Electronic Verification of Vital Events (EVVE) system, run by NAPHSIS, routes a verification request straight to the issuing state’s vital records database and confirms in real time whether the certificate is legitimate. That’s why the State File Number matters when you’re applying for a passport, a REAL ID-compliant driver’s license, Social Security benefits, or anything else that needs your birth confirmed. The agency handling your application uses the number to pull or verify the record on file.
What Counts as a Valid Certificate
The number is only useful when it appears on the right type of document. California issues two kinds of certified copies. An authorized certified copy can be used to establish identity for passports, driver’s licenses, and Social Security applications. An informational certified copy carries a printed legend stating it’s not valid for establishing identity, so agencies won’t accept it as proof of who you are.4California Legislative Information. Only an “authorized person” under Health and Safety Code Section 103526 can receive the authorized version. That includes the person named on the certificate, a parent or legal guardian, a child, grandparent, grandchild, sibling, spouse, or domestic partner, an attorney representing the person or their estate, a law enforcement or government representative on official business, and anyone with a court order entitling them to the record. One boundary worth noting for passport applications: the U.S. Department of State generally does not accept California Certified Abstracts of Birth. If You Need a Copy That Shows the Number
If you can’t find your certificate, or the number isn’t legible, you can request a certified copy from CDPH. You’ll need Form VS 111 and, for an authorized copy, a sworn statement declaring under penalty of perjury that you qualify as an authorized person. That sworn statement must be notarized for mail, fax, or electronic requests; for in-person requests at a county office, you sign it on-site with a valid photo ID.4California Legislative Information. You can also request the record at the county recorder or registrar’s office in the county of birth. County fees may differ from the state fee, and depending on the birth year, some offices can issue the certified copy at your appointment while older records may still need to be mailed. To gather the request, you’ll need the full legal name as it appeared at birth, the exact date and place of birth including city and county, and both parents’ full names including the birth parent’s maiden name.8California Department of Public Health.
