California’s electrical wiring code requirements are set by the California Electrical Code (CEC), which is Part 3 of the Title 24 Building Standards Code. The 2025 edition took effect January 1, 2026, and it is built on the 2023 National Electrical Code with California-specific amendments layered on top. Any new wiring, added circuit, or major modification has to comply with it, and the work has to pass inspection by your local building department before the system can be energized.1California Department of General Services. Where California’s amendments differ from the base NEC, the California version controls. Local jurisdictions, called Authorities Having Jurisdiction (AHJs), can adopt rules stricter than the CEC but cannot relax it. Check with your city or county building department before you buy materials, because some of the details below are set locally.
Service Panels, Wire Sizing, and Conduit
The main service panel is the starting point. California’s energy code requires a minimum 200-amp busbar rating for the main panel in new homes, which reflects the loads created by mandated solar, EV charging, and heat pump equipment.
Every panel needs clear working space. The minimum is 36 inches deep in front, at least 30 inches wide (or the width of the equipment, whichever is greater), and clear from the floor to at least 6½ feet up. Nothing can be stored in that zone. Blocked panel clearance is one of the most common reasons inspections fail, and it is one of the easiest problems to avoid.
Wire gauge has to match the circuit’s overcurrent protection. The two most common residential sizes are 14 AWG copper for 15-amp circuits and 12 AWG copper for 20-amp circuits. Conductor insulation should be rated for the environment; THHN is standard for dry locations and THWN for wet.
Wiring method is one place California often departs from other states. Many states allow nonmetallic sheathed cable (Romex) run through wall cavities. Numerous California AHJs require the wiring to be run through metallic or nonmetallic conduit instead, which affects both material cost and labor. The exact requirement depends on your jurisdiction.
Receptacle Placement and Dedicated Circuits
Receptacle spacing in habitable rooms follows the six-foot rule. No point along the floor line of any wall can be more than six feet from a receptacle, which means a maximum of twelve feet between outlets on the same wall. Any wall section two feet or wider needs its own outlet. The point is to eliminate the extension cords that cause a lot of house fires.
Several appliances need their own dedicated circuits: laundry equipment, refrigerator, dishwasher, furnace, water heater, and garbage disposal. Bathrooms require a dedicated 20-amp receptacle circuit. Kitchen countertop receptacles must be served by at least two separate 20-amp small-appliance branch circuits.
All 15- and 20-amp, 125- and 250-volt receptacles in dwelling units must be the tamper-resistant type, with built-in shutters that block foreign objects from being inserted into a single slot. Exceptions apply to receptacles mounted more than 5½ feet above the floor, receptacles that are part of a light fixture or appliance, and single receptacles in dedicated appliance locations that are not easily accessible. The requirement extends to garages, accessory buildings, and common areas of residential complexes.
GFCI, AFCI, and Surge Protection
Three separate protection requirements now cover most residential circuits.
GFCI Protection
Ground-fault circuit interrupters detect tiny current imbalances that indicate electricity is leaking through an unintended path, usually a person, and trip in milliseconds. Under the current CEC, GFCI protection is required for all 125-volt through 250-volt, 15- and 20-ampere receptacles in:
- Kitchens (every receptacle, including the refrigerator, dishwasher, and disposal outlets)
- Bathrooms
- Garages and accessory buildings (receptacles 50 amps or less)
- Outdoors (receptacles 50 amps or less)
- Crawl spaces and unfinished basements
- Laundry areas
- Any location within six feet of a sink not already listed
The kitchen expansion catches people off guard. Older editions only required GFCI on countertop receptacles, so a home built even a few years back may have a non-GFCI refrigerator outlet. AFCI Protection
Arc-fault circuit interrupters protect against fire by detecting the electrical signature of dangerous arcing, the kind caused by damaged wiring, loose connections, or a nail driven through a cable inside a wall. AFCI protection is required for all 120-volt, single-phase, 15- and 20-ampere branch circuits supplying outlets in:
- Kitchens
- Family rooms, living rooms, and dining rooms
- Bedrooms
- Hallways and closets
- Laundry areas
- Dens, libraries, sunrooms, and similar rooms
In practice, AFCI protection covers nearly every room. Bathrooms (already covered by GFCI), garages, and unfinished basements are the main exceptions. Many electricians install combination AFCI/GFCI breakers in kitchens and laundry areas to satisfy both requirements with a single device.
Whole-House Surge Protection
A surge protective device (SPD) is required on every electrical service supplying a dwelling unit. This is a whole-house SPD, not a power strip. The device must be Type 1 or Type 2 with a nominal discharge current rating of at least 10 kA, installed at the main service equipment or immediately adjacent to it. The requirement also applies whenever existing service equipment is replaced, so a panel upgrade triggers it even if the rest of the wiring stays the same.
Grounding and Bonding
Every installation needs a working grounding electrode system, which creates a path to earth for fault current. Common grounding electrodes are driven ground rods (typically two, spaced at least six feet apart) and concrete-encased electrodes (rebar in a foundation footing).
The code also requires bonding of metallic water piping and gas piping within the structure to the main electrical service. Bonding keeps conductive materials at the same electrical potential, which prevents shocks from touching a metal pipe while standing on a grounded surface. The bonding jumper must be sized to the service entrance conductor and must remain accessible for inspection.
Smoke and Carbon Monoxide Alarms
Smoke and CO alarms are tied directly to electrical permit sign-off, so they matter to any wiring project. California law requires smoke alarms in every dwelling intended for human occupancy, and in new construction or major remodels they must be hardwired with battery backup and interconnected so that when one alarm triggers, every alarm in the home sounds. They must be installed inside every sleeping room, outside each separate sleeping area, and on every level of the dwelling, including basements.3California Legislative Information. Carbon monoxide alarms are required in any dwelling that has a fuel-burning heater or appliance, a fireplace, or an attached garage. They must be installed outside each separate sleeping area and on every level, and in new construction they must be hardwired with battery backup. The alarms must comply with UL 2034 and be installed to NFPA 720 and the manufacturer’s instructions.4UpCodes. Carbon Monoxide Alarms in Existing Dwellings or Sleeping Units
Any permitted alteration, repair, or addition costing more than $1,000 cannot be signed off until the home’s smoke and CO alarms meet current standards. Violating the smoke alarm requirement is an infraction with a fine of up to $200 per offense.
California-Only Add-Ons: Solar, EV, and Lighting
California layers several requirements on top of the NEC that shape the electrical scope of any new home.
Solar photovoltaic systems. Since 2020, California has required solar PV systems on all newly constructed low-rise residential buildings, including single-family homes and multifamily buildings of three stories or less. The minimum system size is calculated from the home’s climate zone, conditioned floor area, and number of dwelling units. The electrical plan has to account for the inverter connection at the panel, rapid shutdown capability at the roof, and a dedicated circuit from the inverter to the panel.5California Energy Commission. EV charging readiness. Under the 2025 CALGreen code (Title 24, Part 11), every new single-family home with parking must include at least one EV-ready parking space equipped with a low-power Level 2 receptacle at 208/240 volts. Acceptable outlets include NEMA 14-50, 6-30, or 6-50. New multifamily construction must provide low-power Level 2 receptacles at 100% of assigned parking spaces, and 25% of common-area parking spaces must have actual EV chargers installed. The panel must be sized for these circuits, and the conduit or raceway must be run from the panel to the parking location.
High-efficacy lighting. Title 24, Part 6 requires that permanent lighting fixtures in new residential construction meet minimum efficacy standards. In practice, that means LED fixtures throughout the home. Incandescent and most halogen fixtures will not meet the lumens-per-watt threshold. The electrical plan must specify compliant fixtures, and the inspector verifies them at the final walkthrough.
Permits, Inspections, and Who Can Do the Work
Almost every electrical project in California requires a permit from the local AHJ before work begins. The narrow exceptions are minor maintenance like a like-for-like switch or outlet replacement. New circuits, panel upgrades, service changes, or wiring additions all require a permit.
Start with your city or county building department for application forms and fee schedules. Fees vary widely by jurisdiction, and larger projects require electrical plans, load calculations, and equipment specifications for plan-check review before the permit issues.
Most residential projects need at least two inspections. The rough-in inspection happens after wiring, boxes, and grounding are installed but before drywall goes up. The inspector checks wire routing, box fill, conductor sizing, and grounding connections. Failing rough-in means opening any drywall that went up early, which is why experienced electricians insist on passing rough-in before the drywall crew arrives. The final inspection covers GFCI and AFCI function, smoke and CO alarms, tamper-resistant receptacles, surge protection, receptacle placement, and dedicated circuits. The final sign-off is what authorizes the utility to energize the system.
Anyone performing electrical work for compensation in California must hold a C-10 Electrical Contractor license from the Contractors State License Board (CSLB). The C-10 classification covers installation, connection, and repair of electrical wires, fixtures, appliances, conduits, and solar photovoltaic cells.6Contractors State License Board. Homeowners may be eligible to pull their own electrical permits for work on a single-family dwelling they own and occupy. Availability and scope vary by jurisdiction. Even where allowed, the homeowner must personally perform the work rather than hire an unlicensed helper, and the completed work has to pass the same inspections required of a licensed contractor.
What Happens if You Skip the Permit
Unpermitted or unlicensed electrical work carries consequences well beyond a code violation notice. Performing contracting work without a license is a misdemeanor. A first conviction carries up to $5,000 in fines and up to six months in county jail. A second conviction triggers a mandatory minimum of 90 days in jail plus a fine of $5,000 or 20% of the contract price, whichever is greater. Third and later convictions run from $5,000 to $10,000 (or 20% of contract price) with 90 days to a year in jail.7California Legislative Information. California Business and Professions Code 7028
Insurance is where most homeowners feel the hit. When a fire or damage claim is filed, the adjuster inspects the electrical system. If the fire traces back to wiring installed without a permit or that doesn’t meet code, the insurer can deny the claim outright. Adjusters look for wrong-gauge wire, improperly secured boxes, unmarked circuits, and missing permit records. Even wiring unrelated to the fire, if it turns out to be unpermitted, can produce coverage disputes that drag on for months.
When unpermitted work is discovered, the building department can require you to expose all concealed wiring for inspection, which usually means opening walls and ceilings. Anything that doesn’t meet code has to be corrected or removed at your expense. For anyone selling a home, unpermitted electrical work that surfaces during a buyer’s inspection can kill a deal or cut the price. Doing it right the first time almost always costs less than doing it twice.
