California CCW Cost: Fees, Training, and Psych Evaluation

Getting a concealed carry permit in California typically runs between $400 and $900 out of pocket, and can push past $1,000 in counties that require a psychological evaluation. The California CCW cost breaks down into a fixed state fee, a local agency fee that varies widely by county, fingerprinting, a mandatory training course, and in some jurisdictions a psych screening. If you don’t already own a handgun, add several hundred dollars more for the firearm and the state-required purchase fees.

State DOJ Fee

Every applicant pays the California Department of Justice for the criminal history and eligibility check required before any permit issues. For a standard resident license, that fee is $93.¹ You pay it through your local licensing authority, which forwards it to the DOJ along with your fingerprints. Under Penal Code 26190, the DOJ can only charge what it actually costs to run the background report.²

Local Agency Fee

Your county sheriff or city police chief charges a separate local fee for investigating your application and issuing the license. Penal Code 26190 caps this at the agency’s reasonable costs, but there is no statewide dollar limit, which is why this line item varies more than any other.² Shasta County charges $63 for a new permit plus a $4 card fee. Orange County charges $300.¹ Call your licensing authority before applying to get the current number.

One cash-flow detail worth knowing: half of the local fee can be collected when you submit the application, and the other half is due only when your license is actually issued. You don’t front the whole local amount at intake.²

Fingerprinting

Every new applicant submits fingerprints through the LiveScan system so the DOJ can check state and federal records.³ The state and federal processing charges are already inside the $93 DOJ fee. What’s extra is the rolling fee the LiveScan vendor charges to capture and transmit the prints, usually $25 to $50 depending on the operator.⁴ Some licensing agencies run their own equipment and bundle the rolling fee into their local charges; others send you to an outside vendor.

Training Course

Training is the widest variable after the local fee. California requires a minimum of 16 hours of instruction for new applicants, including at least one hour on mental health awareness and resources.⁵ An agency can require up to 24 hours if it mandates a POST-certified community college course. The curriculum covers firearm safety, handling, shooting technique, safe storage, transportation laws, where you can legally carry, and permissible use of lethal force.

Instructors must be DOJ-certified.⁶ The course includes a live-fire qualification for every firearm you want listed on your permit, and each licensing authority sets its own passing standards for round counts and scores.⁵

Plan on $150 to $500. A bare 16-hour class sits near the low end. A 24-hour course with ammo included at a premium range pushes the high end. One protection to know about: the agency cannot make you pay for training before it first determines whether you’re a disqualified person.⁵ If the initial screen flags something, you save the training expense.

Psychological Evaluation

Not every county requires this. When it does, Penal Code 26190 authorizes the licensing authority to send you to an approved licensed psychologist and requires you to pay the actual cost.² The statute limits the charge to reasonable costs, which in practice runs $150 to $500 or more depending on the psychologist and the scope of the assessment.

If you live far from the licensing authority, some license types allow a virtual evaluation, or the agency can approve a provider within 75 miles of your home. At renewal, the agency can only require another evaluation if there is compelling evidence of a public safety concern.² Ask your county early so this cost doesn’t surprise you.

Buying the Handgun

If you don’t already own a suitable handgun, that’s the single biggest expense. A reliable compact 9mm for concealed carry runs roughly $250 to $600. The low end covers models like the Taurus GX4 or PSA Dagger; the high end reaches mid-tier options from established manufacturers.

Two mandatory California costs sit on top of the sticker price. You need a Firearm Safety Certificate before buying any handgun, which requires passing a written test administered by a DOJ-certified instructor. The test fee is $25 and covers two attempts. You also pay a Dealer Record of Sale fee of $31.19 to the dealer at purchase.⁷ Together, those add about $56 to the cost of acquiring your first carry gun.

What a Realistic Budget Looks Like

For someone who already owns a qualifying handgun, the line items look like this across California’s 58 counties:

In counties without a psych eval requirement, the total generally falls between $330 and $950. In counties that require one, expect $480 to $1,450 or more. Add $250 to $600 for a handgun plus the $56 in FSC and DROS fees if you’re buying your first one. The ranges are wide because California gives each licensing authority real discretion over local fees and requirements.

Renewal Costs

A standard California CCW license is valid for up to two years.⁸ Renewal carries a new local fee, usually lower than the initial one because the investigation is less extensive. Orange County charges $111 for a renewal versus $300 for a new application, plus a $52 DOJ fee.¹ You also complete a renewal training course of at least eight hours covering the same subject areas and live-fire qualification.⁵ Renewal training runs about $100 to $250.

Starting September 1, 2026, renewal applicants will be required to submit new fingerprints to the DOJ, so the LiveScan vendor fee returns to your renewal budget. Before that date, renewals use a notification process without fresh prints.³ File renewal applications no earlier than three months before expiration and before the expiration date passes.

Amending Your Permit

Adding or removing a firearm from an existing permit requires an amendment. Orange County charges $32.¹ Fees elsewhere vary but tend to be modest. Any new firearm added must pass a live-fire qualification, which may mean paying your instructor for additional range time on top of the amendment fee.⁹

Before You Spend the Money

Under Penal Code 26230, as amended by SB 2, permit holders are prohibited from carrying in a long list of places including schools, government buildings, bars and restaurants that serve alcohol, parks, playgrounds, libraries, hospitals, public transit, stadiums, amusement parks, zoos, museums, airports, and polling places.¹⁰ Some of these restrictions are under court challenge, and a handful are subject to a preliminary injunction. Carrying in a prohibited location can result in criminal charges regardless of your permit. Before spending several hundred dollars, confirm the license will actually cover the places you’d want to carry.
