California CCW Permit: How to Apply, Carry Limits, and Renewal

A California CCW permit lets you legally carry a concealed handgun in public, and it is issued by your county sheriff or city police chief under Penal Code section 26150.1California Legislative Information. California Penal Code 26150 The permit is valid for up to two years, comes with a long list of places you still cannot carry, and takes several months to obtain from application to decision. Local fees and procedures differ by agency, so confirm details with the office that will process your application before you spend money.

Who Qualifies

The core eligibility rules are set by state law. You must be at least 21 years old, provide clear evidence of identity and age, and either live in the county where you apply or have your primary place of work there and spend a substantial amount of time at that job. Voter registration, a homeowner’s property tax exemption, or similar documentation can establish that your presence in the county is more than temporary.1California Legislative Information. Every handgun you want listed on the permit must already be registered in your name with the California Department of Justice. You cannot list a gun that DOJ records do not show as yours.

You also cannot be a disqualified person under Penal Code section 26202. Disqualifying factors include:

  • A determination by the licensing authority, based on the application, background investigation, or a psychological assessment, that you are reasonably likely to be a danger to yourself, others, or the community.
  • A conviction for contempt of court under Penal Code section 166 or a comparable federal or out-of-state offense.
  • A restraining order, domestic violence protective order, or similar order that has not expired or been vacated for more than five years before you applied.
  • A conviction within the last 10 years for hate crimes under Penal Code sections 422.6, 422.7, or 422.75, or for firearm prohibitions under section 29805.
  • Any history of unlawful or reckless use, display, or brandishing of a firearm.
  • Serious or violent felony charges dismissed through a plea arrangement within the last 10 years.
  • Incarceration, probation, parole, or mandatory supervision within the last five years resulting from a controlled substance or alcohol conviction.

The first item gives the licensing authority meaningful discretion. Even a clean criminal record will not save an application if the background investigation surfaces evidence of poor judgment or volatile behavior.

Documents and the Application Form

Gather your paperwork before you start. You will need a valid California driver’s license, or a California ID card if you do not hold a driver’s license from another state. For residency, most agencies want at least two documents showing your current address from different sources, dated within the last 60 days. The application itself is form BOF 4012, published by the California Department of Justice Bureau of Firearms.5California Department of Justice. Training Requirement

First-time applicants must complete at least 16 hours of instruction from a DOJ-certified instructor. The course covers firearm safety, handling, shooting technique, use-of-force law, and mental health awareness. It also includes live-fire qualification with each specific handgun you want listed on the permit, plus a written exam on safety rules and legal responsibilities.

Many agencies advise applicants to hold off on training until after the initial application and background check receive conditional approval. If a disqualifier turns up, you avoid the cost of a course you cannot use. Ask your issuing agency before scheduling.

Fees, Interview, and Timeline

You submit the completed BOF 4012 and supporting documents to your local licensing authority along with a non-refundable fee. After submission, the agency schedules a mandatory in-person interview. The interviewer reviews the application, may ask about your background and habits, and can probe your reasons for seeking a permit. Your fingerprints are captured through Live Scan and sent to both the California DOJ and the FBI for a criminal history check.7California Department of Justice – Office of the Attorney General. State law requires written notice of approval or denial within 120 days of your initial application, or within 30 days after the agency receives your background check results, whichever comes later. Actual timing depends on the county’s volume and staffing.

Where the Permit Does Not Let You Carry

A California CCW permit does not authorize you to carry everywhere. Penal Code section 26230, added by SB 2, lists 26 categories of “sensitive places” where a concealed firearm is prohibited even for permit holders. Currently Prohibited

  • School zones (K–12), preschools, childcare facilities, and colleges or universities.
  • State executive and legislative branch buildings, courthouses, local government buildings, police stations, and polling places.
  • Jails, prisons, and juvenile detention centers.
  • Bars and restaurants that serve alcohol, including their parking areas.
  • Parks, playgrounds, athletic areas, and youth centers, including adjacent streets and sidewalks.
  • Stadiums, arenas, amusement parks, zoos, and museums, including their parking areas.
  • Public libraries and casinos, including parking areas.
  • Airports and passenger vessel terminals.
  • Property controlled by the Nuclear Regulatory Commission.
  • Most state parks and wildlife areas controlled by the Department of Parks and Recreation or the Department of Fish and Wildlife.

Currently Enjoined and Not Enforceable

  • Hospitals, medical offices, nursing homes, urgent care, and mental health facilities.
  • Public transit, including buses, trains, and transportation authority property funded with public money.
  • Public gatherings requiring a government-issued permit, plus the area within 1,000 feet.
  • Places of worship.
  • Banks and credit unions.

The litigation is ongoing, and the enforceable list can shift as courts rule. Check the California DOJ’s most recent guidance bulletin before relying on the injunction. Carrying in a prohibited location with a valid permit is a separate criminal offense, and lack of knowledge is not a defense.

How Long the Permit Lasts and How to Renew

A standard California CCW license is valid for up to two years. If your permit was issued based on your place of employment rather than your residence, it is valid for only 90 days and only in the issuing county.9California Legislative Information. California Code Penal Code 26220

While your permit is active, you must notify the licensing authority in writing within 10 days of any change to your home address.10California Legislative Information. California Penal Code 26210 Failing to report an address change, or a change in the firearms listed on the permit, can lead to revocation. Some agencies also require reporting any law enforcement contact or arrest during the permit period.

Renewal requires a new application, an updated background check, and a refresher course of at least eight hours that includes live-fire qualification. Start at least 60 days before expiration. If your permit lapses, most agencies allow a 90-day grace period during which you can still apply as a renewal applicant. Miss that window and you reapply as a new applicant, which means the full 16-hour initial course again and the higher new-application fees.11City of Winters. Concealed Carry Weapon (CCW) License

Individual county sheriffs may impose their own restrictions on the firearms you carry under the permit, such as bans on laser sights, weapon-mounted lights, red-dot optics, or single-action-only pistols. These rules are not uniform, so read your issuing agency’s policy before your qualification shoot.

Non-Residents and Out-of-State Travel

California now issues CCW permits to non-residents under certain conditions, a change that took effect in 2025. Under Penal Code section 26150(b), a non-resident must meet the same core requirements as a California resident and, in addition, present a valid driver’s license or ID card from their home state and attest under oath that the county where they apply is the primary place in California where they intend to travel or spend time.1California Legislative Information. Reciprocity is a boundary worth stating plainly. California does not honor concealed carry permits from any other state, and as of 2026, no other state recognizes a California permit through a formal reciprocity agreement. To carry concealed outside California, you will need a permit from a state that has reciprocity with your destination, or a permit issued by the destination state itself.

If You Are Denied

A denial must come in writing and must identify the specific reasons. Applicants generally have 30 days to submit a written administrative appeal addressing the deficiencies. Depending on the grounds for denial, useful supporting material might include evidence that a prior legal issue has been resolved, character references, or proof of completed training.

If the administrative appeal fails, you may request a hearing in the applicable superior court.
