To meet the California CCW renewal requirements, you must complete an eight-hour approved training course, pass a fresh state and federal background check, and submit the Department of Justice renewal application through your local sheriff or police department before your two-year license expires. The state sets the core rules; each issuing agency runs its own paperwork, scheduling, and fee schedule. Start early. Carrying on an expired license is a crime, and processing times are not predictable.
When To Start Your Renewal
A California CCW license is valid for two years from the date of issuance. Most issuing agencies open their renewal window 90 to 120 days before expiration. If your license expires before renewal is complete, you cannot legally carry. An expired license is invalid, and carrying a concealed firearm without a valid license violates California Penal Code 25400.2California Legislative Information. California Penal Code 25400 Some agencies allow up to 120 days after expiration to finish the renewal process without treating you as a new applicant, but you still may not carry during that gap. Submitting early in the window is the only real protection against a lapse if your agency runs behind.
Who Qualifies To Renew
California’s standard is now straightforward: if you are not a “disqualified person” and you meet the other requirements, the licensing authority must renew your license. Penal Code 26202 defines who is disqualified. The categories that most often trip up renewal applicants include anyone who:
- Is reasonably likely to be a danger to themselves, others, or the community, based on the application, investigation, or a psychological assessment
- Is subject to a restraining order, protective order, or similar court order involving harassment, stalking, or threats against an intimate partner or family member
- Has been convicted of contempt of court under Penal Code 166 or comparable federal or out-of-state law

Federal Prohibitions Apply Separately
Even if you clear California’s list, federal law under 18 U.S.C. ยง 922(g) independently bars certain people from possessing any firearm, and the federal check runs during your renewal. Federal prohibited categories include anyone who has been convicted of a crime punishable by more than one year of imprisonment, is an unlawful user of or addicted to a controlled substance, has been adjudicated as mentally defective or committed to a mental institution, is subject to a qualifying restraining order, has been convicted of a misdemeanor crime of domestic violence, or has been dishonorably discharged. What Happens Between Renewals Counts
Eligibility is not just a snapshot on the day you apply. You must stay eligible across the full two-year cycle. A change of address has to be reported promptly to the issuing agency. A DUI arrest, a restraining order, or an arrest for a disqualifying offense can trigger revocation, not just a denial at renewal. The application requires full disclosure of any arrests, citations, or legal actions since your last issuance or renewal, so review your own record honestly before you file.
The Eight-Hour Renewal Training Course
Before submitting your renewal, you must complete an eight-hour training course approved by your specific issuing agency. That is half the hours required of new applicants, who complete 16.5California Legislative Information. California Penal Code 26165
The course splits roughly between classroom and live-fire. In the classroom you cover recent changes to California firearms law, the SB 2 “sensitive places” restrictions, the legal standards for using force and lethal force in self-defense, mental health awareness and resources, and de-escalation. A written exam closes out the classroom portion.
On the range, you qualify with every firearm you want listed on the renewed permit. Bring each one. You will shoot a qualification course showing safe handling and acceptable marksmanship at set distances. If a gun is not with you that day, it will not appear on the renewed license.
The instructor has to be certified and approved by your issuing agency, not just any qualified firearms instructor. A certificate from an unapproved course will be rejected. Verify approval status with your sheriff or police department before you pay. The instructor issues a completion certificate that goes into your application packet.
Documents and Firearms To List
The application is the California Department of Justice’s Standard Initial and Renewal Application for License to Carry a Concealed Weapon, Form BOF 4012, available through your issuing agency’s website or the DOJ’s firearms forms page.6State of California – Department of Justice. Forms and Publications Fill it out completely, but do not sign until agency staff tell you to during in-person submission. Your packet will include:
- Full residential and employment history, plus any criminal or legal incidents since your last application
- The signed completion certificate from your eight-hour renewal course
- Proof of residency such as utility bills or property tax statements confirming you live in the issuing agency’s jurisdiction

Some counties cap how many handguns can appear on one permit. Sacramento County, for instance, limits it to three. State law separately limits you to carrying no more than two firearms at a time no matter how many are listed. Confirm your agency’s cap before your range day so you do not qualify with a firearm that cannot make it onto the permit.
Renewal Fees
Fees vary by jurisdiction and typically include a local agency processing fee plus state fees for the background check. For a rough sense of the range: Fresno County’s total renewal cost, including state fees, agency fees, and processing vendor fees, is $136. Union City charges $77 for license holders whose original permit came through that department. Application fees are non-refundable even if the renewal is denied, and none of these figures include the eight-hour training course, which you pay separately to your instructor. Ask your issuing agency for its current schedule before applying.
Background Check and Processing
Once you submit the packet, the agency runs a state and federal background check through Livescan fingerprinting. A fresh set of prints is required even though you were printed for your initial license. The check confirms you have not become a disqualified person since your last application.
Some agencies may call you in for a brief interview, though interviews are more common on initial applications than renewals. A psychological evaluation is not a standard part of renewal, but an agency can require one if there is evidence of a public safety concern, or if no prior psychological exam was completed for the initial license.9Union City, CA. After the check clears and the agency finishes its review, you receive written notice of approval or denial.10California Legislative Information. California Penal Code 26205 Processing times run from a few weeks to several months depending on the agency.
What Your Renewed License Does Not Cover
A renewed license restores your authority to carry, but the carry rules themselves are worth a fresh look each cycle. SB 2 significantly expanded the list of “sensitive places” under Penal Code 26230 where carrying is prohibited even with a valid license, including government buildings, courts, schools and college campuses, public parks, places of worship, hospitals, public transit stations, bars and restaurants that serve alcohol, and entertainment venues. Several of these categories are subject to ongoing litigation and injunctions have blocked enforcement of some at various points, so what is enforceable can shift month to month. Your renewal course should cover the current status.
Penal Code 26200 also prohibits consuming alcohol or being under the influence of any controlled substance while carrying. This is a zero-tolerance rule, not a legal-limit standard. One drink at dinner while armed creates criminal liability.
Finally, you may only carry the firearms listed on your active license. Buying a new handgun and wanting to carry it means going back to your issuing agency for a permit modification, which typically requires qualifying with the new firearm and paying a modification fee.
