California EBT Account Aged Status Changed: Meaning and What to Do

If your card is showing a California EBT account aged status changed message, the state has flagged your benefits for inactivity. You haven’t made a purchase or cash withdrawal in long enough that your account has moved into a new status tier, and depending on which tier, you’re either being warned, already locked out, or at risk of losing CalFresh benefits permanently. The fix is usually simple if you act now.

Which Status Your Account Is In

California tracks consecutive days without a cardholder-initiated debit transaction. County deposits of new benefits don’t count. There are three tiers.1California Department of Social Services. All County Information Notice I-38-11

  • Inactive at 135 days. The county sends a notice warning that access will be suspended if you don’t use the card by a specified date.
  • Dormant at 180 days. Your account is locked. Swipes and withdrawals will be declined until a county worker reactivates it.
  • Expunged at 274 or 365 days. Unused benefits are removed from the EBT system. The timeline differs between CalFresh and Cash Aid.

If this is the first time you’ve seen the notification, your account has most likely just hit 135 days or crossed into dormant at 180.

What to Do Right Now

If your card still works, make a purchase today. Any debit transaction that changes your balance resets the clock for the entire account. A single small grocery buy is enough.

If your card is being declined, you’re already dormant. You can’t fix this at the register. Call your county social services worker and ask them to reactivate the account. Once the request is submitted, your benefits should be accessible again within 24 hours.2California Department of Social Services. New monthly deposits may still be posting to the account, but you can’t spend any of them until it’s unlocked.

When Benefits Are Actually Lost

This is the part that matters most, because the two programs on your card behave very differently once expungement hits.

CalFresh: Permanent Loss

CalFresh follows federal SNAP rules. Before your first CalFresh expungement, the county must send at least 30 days’ advance notice with the removal date so you have time to spend the funds.4Office of the Law Revision Counsel. 7 USC 2016 – Issuance and Use of Program Benefits Later expungements don’t require notice, so the first warning is the one to take seriously.

Cash Aid: Recoverable

Cash Aid from CalWORKs follows California rules. Cash benefits are removed from the card after 365 days without debit activity, but they are not lost.1California Department of Social Services. All County Information Notice I-38-11 The county keeps an accounting of the expunged amount and must reload the funds onto your card when you ask. Contact your local County Welfare Office and request the reissue.

What Counts as Activity

Federal regulations define account activity as any transaction that “affects the balance of the household’s SNAP EBT account, such as a purchase or return.”5eCFR. 7 CFR 274.2 – Providing Benefits to Participants That includes:

  • In-store purchases at any authorized retailer, even for a small amount.
  • Online grocery purchases through participating retailers like Amazon, Safeway, and Walmart.6Food and Nutrition Service. Stores Accepting SNAP Online
  • Cash withdrawals at an ATM or point-of-sale terminal, for Cash Aid balances.

Balance checks don’t count. Denied transactions don’t count. County deposits of new monthly benefits don’t count. Going forward, using the card at least once every four months keeps you comfortably under all three thresholds.

If Your Benefits Have Already Been Expunged

For Cash Aid, call the County Welfare Office and request that the funds be reloaded. The county is required to reissue them on request.1California Department of Social Services. For CalFresh, the funds cannot be reissued. Your only recourse is a State Hearing, and only if the county made a procedural error: miscalculating the inactivity period, failing to send the required 30-day advance notice before the first expungement, or expunging benefits from an account that actually had qualifying activity in the relevant window.
