California EBT Qualifications: Income, Assets, and Work Rules

To qualify for California EBT, you need to live in California and have household income below the state’s CalFresh limits — roughly $2,608 gross monthly for one person and about $5,358 for a family of four in 2025. Citizenship or eligible immigration status, and in some cases work or student rules, also apply. Benefits arrive on an Electronic Benefit Transfer card that works like a debit card at grocery stores.

Income Limits

California applies a two-step income test. Your household’s gross income (everything before deductions) must fall at or below 200% of the federal poverty level, a threshold called Modified Categorical Eligibility that is higher than what most states use. Pass the gross test and the county then subtracts allowable deductions to arrive at your net income. Net income must fall at or below 100% of the federal poverty level for your household size — about $1,304 per month for one person and roughly $2,679 for a family of four. Gross income includes wages, Social Security, disability payments, and most other money coming into the household.

Who Counts as Your Household

CalFresh defines a household as one person living alone, or a group of people who live together and share meals.2Los Angeles County Department of Public Social Services. Two groups are always included, whether or not they eat with you. Spouses living under the same roof are part of the same household. Children under 22 living with a natural, adoptive, or stepparent must be included in that parent’s household even if the child buys and cooks food separately.3Santa Clara County Social Services Agency. Residency itself is straightforward. You must live in California and intend to stay. There is no minimum length of residence before applying; your county welfare office decides based on where you currently live.

Deductions That Can Bring You Under the Net Limit

  • A 20% deduction is applied automatically to all earned income (wages, salary, tips).
  • A flat standard deduction varies by household size and is adjusted annually.
  • Out-of-pocket dependent care costs count in full, with no cap, when the care lets someone work or attend training.
  • Excess shelter costs (rent or mortgage plus utilities above half of your adjusted income) can be deducted. A cap applies to most households, but households with an elderly or disabled member can deduct the full excess with no cap.
  • Households with a member age 60 or older, or with a disability, can deduct unreimbursed medical expenses above $35 per month.

The uncapped shelter deduction and the medical deduction are especially significant for older adults and people with disabilities. Document every qualifying expense before your interview, because this is often where an application tips from denied to approved.

Assets and Savings

California has eliminated asset limits for most CalFresh applicants through broad-based categorical eligibility. If your household meets the gross income threshold, the county will not ask about bank balances, vehicle values, or savings.5Santa Clara County Social Services Agency. An exception applies to households that are not categorically eligible, such as those with an elderly or disabled member whose gross income exceeds 200% of the poverty level but who might still qualify under standard federal rules. In those cases, the resource limit is $4,500 if anyone in the household is age 60 or older or has a disability, and $3,000 otherwise.6Food and Nutrition Service. Citizenship and Immigration Status

U.S. citizens who meet the other rules qualify. For non-citizens, the rules are more generous than most people expect. Lawful permanent residents qualify for federally funded CalFresh once they have lived in the United States for five years or have earned 40 qualifying work quarters. Refugees, asylees, and people holding T or U visas are eligible immediately on arrival with no waiting period.8California Department of Social Services. California goes beyond federal law. Through the California Food Assistance Program (CFAP), the state uses its own funding to serve non-citizens who are ineligible for federal CalFresh only because of immigration status, including lawful permanent residents still inside the five-year window, parolees, conditional entrants, and battered or abused immigrants.9California Department of Social Services. In mixed-status households, eligible children can receive benefits even when parents cannot. The income of ineligible members is partially counted, but only applying members must verify legal status. Receiving CalFresh or CFAP does not count against you under the public charge rule when applying for a green card or other immigration benefits.10USCIS. Public Charge Resources

Work Rules for Adults Without Dependents

Able-bodied adults without dependents face work requirements to keep benefits beyond three months. California is implementing significant changes effective June 1, 2026. Under the new rules, the work mandate applies if you are 18 to 64, do not have a dependent child under 14, and are physically and mentally able to work at least 20 hours per week.11California Department of Social Services. To meet the requirement, you need to work, participate in a training program, or combine the two for at least 80 hours per month. Volunteer and unpaid work both count.12Food and Nutrition Service. SNAP Work Requirements If you don’t meet it, you can only receive CalFresh for three months within any three-year period.

Several groups are excused entirely: people who are pregnant, have a physical or mental limitation preventing work, are veterans, are experiencing homelessness, or were in foster care on their 18th birthday. Seven counties (Alpine, Colusa, Imperial, Merced, Monterey, Plumas, and Tulare) hold waivers through October 31, 2026, so residents there do not need to meet the work requirement during that period.11California Department of Social Services. College Student Rules

Students enrolled at least half-time at a college or university must meet a specific exemption to qualify. Being low-income is not enough on its own. Common paths include:13Food and Nutrition Service. Students

  • Working at least 20 hours per week in paid employment, including self-employment earning at least the federal minimum wage times 20 hours.
  • Participating in a state or federally financed work-study program, even before you have started the assigned hours.
  • Being a single parent enrolled full-time and caring for a child under 12; or caring for a child under 6; or caring for a child aged 6 to 11 without adequate childcare to both attend school and work.
  • Currently receiving CalWORKs cash assistance.
  • Being placed in college through SNAP Employment and Training, a Workforce Innovation and Opportunity Act program, or Trade Adjustment Assistance.
  • Being under 18 or age 50 and older.

Students enrolled less than half-time qualify under the normal CalFresh rules without needing an exemption. Students who get most of their meals through a campus meal plan are ineligible regardless of any exemption they otherwise meet.

How to Apply

The primary application is online through BenefitsCal, which replaced GetCalFresh.org as the state portal.14GetCalFresh. After filing, you’ll have an interview with an eligibility worker (usually by phone) to verify income, household composition, and other details.

Federal rules require the county to approve or deny your application within 30 calendar days of filing.15eCFR. 7 CFR 273.2 If approved, your EBT card arrives in the mail; you set a PIN and benefits load automatically each month.

Some households qualify for expedited service, with benefits within seven calendar days rather than 30. You qualify if your household has less than $150 in gross monthly income and $100 or less in cash and bank accounts, or if monthly housing costs exceed your combined liquid resources and gross income.16BenefitsCal. Keeping Your Benefits

Qualifying once isn’t the end of it. California uses semi-annual reporting: roughly halfway through your certification period, you must complete and return a SAR 7 form updating the county on income, household size, and living situation. The form must be signed after the last day of the reporting month and returned by the 5th of the following month.17California Department of Social Services. Most households are certified for 12 months. Households with elderly or disabled members may get 24 months, and households where every member is elderly or disabled with no earned income may be certified for up to 36 months. Before your period ends, the county sends recertification instructions; you’ll submit a new application and, in most cases, complete another interview.
