You qualify for California EBT if your gross monthly income sits at or below 200 percent of the Federal Poverty Level for your household size, your net income after allowable deductions is at or below 100 percent of that level, and you meet California residency along with any work or student rules that apply to you. For the benefit year running October 2025 through September 2026, that gross limit is $2,610 for one person and rises with household size. California EBT eligibility and income limits are set through the CalFresh program, the state’s version of federal SNAP, and the same rules govern who receives an EBT card.
Gross and Net Income Limits for 2025–2026
Most households have to clear two income tests. First, gross monthly income (everything you earn before taxes or deductions) must fall at or below 200 percent of the Federal Poverty Level.1Los Angeles County Department of Public Social Services. - 1 person: $2,610
- 2 people: $3,526
- 3 people: $4,442
- 4 people: $5,360
- 5 people: $6,276
- 6 people: $7,192
- 7 people: $8,110
- 8 people: $9,026 (add $918 for each additional person)
Second, net income has to land at or below 100 percent of the Federal Poverty Level after the county subtracts deductions. For one person that ceiling is $1,330 a month; for a household of four, $2,750.2HHS ASPE. 2026 Poverty Guidelines
Passing the gross test is not the end of the review, and failing net after passing gross is where a lot of borderline households get denied. The deductions are the mechanism that closes the gap.
How Deductions Bring Your Net Income Down
The county starts with your gross earnings and subtracts:
- 20 percent of earned income
- A standard deduction that varies by household size
- Shelter costs (rent or mortgage plus utilities) to the extent they exceed half of your income after the other deductions
- Dependent care expenses you pay out of pocket
- For households with an elderly or disabled member, medical expenses above $35 per month
What’s left is your net monthly income, and that figure is what the county compares against the 100 percent FPL limit. If you’re close to the gross ceiling but pay significant rent, expect your net number to come in well under your gross.
Who Counts as Your Household
Your household is the group of people you live with and share meals with. Live alone, or buy and prepare food separately from the people you share an address with, and you’re your own household. Two rules override that meal-sharing test: spouses always count together, and anyone under 22 living with a parent or stepparent counts as part of that parent’s household even if they cook and eat separately.3eCFR. 7 CFR 273.1 – Household Concept
This matters because household size sets the income limit you’re measured against. Getting the composition right is the first step in figuring out whether you qualify.
Residency
You have to live in the California county where you file, and you can only draw benefits in one county each month.4Los Angeles County Department of Public Social Services. 63-401 Residency A permanent address is not required. People experiencing homelessness meet the residency test by being physically present in the county where they apply.
Do You Need to Report Assets?
For most applicants, no. California uses Modified Categorical Eligibility, which removes the asset test. You will not be asked to disclose savings, checking balances, or vehicle values. The exception is a household that includes someone previously disqualified for an intentional program violation; those households face a resource limit.
Work Requirements
Adults getting CalFresh generally have to register for employment services and accept suitable work. People who are pregnant, caring for a young child, or unable to work due to a physical or mental condition are exempt.
A tighter rule applies to able-bodied adults aged 18 through 54 who have no dependents. This group must work or take part in a qualifying training program for at least 80 hours per month. Fall below that threshold and benefits are capped at three months in any three-year window; after that runs out, you have to complete a 30-day period of qualifying work or claim an exemption before the county turns benefits back on.5Food and Nutrition Service. College Students
If you’re enrolled at least half-time in higher education, you’re presumed ineligible for CalFresh unless you meet an exemption. Enroll less than half-time and the student rule doesn’t apply — your case is judged on the ordinary income and household rules.
The most common exemptions that qualify a half-time-or-more student include:
- Working at least 20 hours a week (or 80 hours a month), including on-campus jobs
- Being approved for Federal Work-Study and expecting to work during the term
- Receiving a TANF-funded Cal Grant A or B
- Receiving CalWORKs or Tribal TANF
- Caring for a dependent under six, or under twelve if adequate childcare isn’t available
- Enrollment in a Local Program that Increases Employability, which many California community colleges and universities operate
- Not planning to enroll in the following term
Meeting one is enough. Your campus financial aid or basic needs office usually keeps a list of on-campus programs that satisfy the employability exemption automatically.
Non-Citizens and the California Food Assistance Program
Immigration status decides which program pays. U.S. citizens and qualified immigrants (refugees, asylees, and lawful permanent residents who have lived in the country at least five years, among others) qualify for the federally funded CalFresh benefit.
Non-citizens who are barred from federal CalFresh solely because of their status may still qualify for the California Food Assistance Program (CFAP), a state-funded parallel that pays the same amounts and follows the same income tests. CFAP covers lawful permanent residents who haven’t yet hit the five-year mark or the 40-quarter work requirement, parolees, conditional entrants, battered immigrant spouses and their children, Cuban-Haitian entrants, victims of severe trafficking, and certain U-visa applicants. Starting June 2026, California is removing the one-year parole duration requirement for CFAP, so parolees will qualify at entry rather than after a year of waiting.
How to Apply Once You Think You Qualify
Pull together Social Security numbers for everyone in the household, a photo ID such as a driver’s license, and proof of California residency. Add recent pay stubs, benefit award letters, or self-employment records for every income source, plus your rent or mortgage and utility bills so the county can figure your deductions.
The form is CF 285, the CalFresh application issued by the California Department of Social Services.6California Department of Social Services. The county schedules a mandatory eligibility interview after receiving the application; it’s almost always by phone.
Standard processing runs up to 30 days from the date you file.7California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs If your household is in immediate financial distress, ask about expedited service. Counties are required to screen every application for expedited eligibility whether or not you request it, and qualifying households get benefits within three calendar days. You qualify for expedited processing if your gross monthly income is under $150 and your liquid resources are $100 or less, or your combined rent and utilities exceed your gross income plus liquid resources, or you’re a destitute migrant or seasonal farmworker meeting the resource and income conditions.
