A California exposed firearm permit lets you carry a loaded, visible handgun in public, but only if you live or primarily work in a county with fewer than 200,000 residents according to the most recent federal census. It’s issued by that county’s sheriff under the same framework as a concealed carry weapon (CCW) license, with identical eligibility, training, and background check requirements. The license is valid only within the issuing county, and only for the specific handguns listed on it by serial number.1California Legislative Information. If you’re in a larger county, this option doesn’t exist for you. The only license those sheriffs can issue is a standard concealed carry license. Because California broadly bans open carry without a permit, the exposed carry license is the only lawful path to a visible handgun in the qualifying rural counties.
How Exposed Carry Differs From Concealed Carry
Penal Code 26150 gives sheriffs two possible license formats. In counties of 200,000 or more residents, only the concealed carry license is available. In smaller counties, the sheriff can instead issue a license to carry a handgun loaded and exposed.1California Legislative Information. The two share every eligibility rule, training requirement, and prohibited-location restriction. The difference is geographic. A concealed carry license travels with you statewide. An exposed carry license does not. Cross into a neighboring county with a visible handgun and your permit gives you no protection, even if that county is also under the 200,000 threshold.
Who Can Apply
To qualify, you must meet every requirement in Penal Code 26150 (for sheriff-issued licenses) or 26155 (for licenses from a municipal police chief). Senate Bill 2, which took effect in 2024, removed the older “good cause” and “good moral character” standards but kept a strict list of objective criteria.2LegiScan. - You must be at least 21 and provide clear proof of identity and age.
- You must live in the county, or your main place of work must be there with substantial time spent at that location. Voter registration and a homeowner’s property tax exemption filing are examples of accepted residency evidence. For police-chief-issued licenses, only city residents qualify.3California Legislative Information. - You cannot have any conviction or status that bars you from possessing firearms under state or federal law, as measured against the standards in Penal Code 26202.
- Each firearm you want listed on your permit must show you as the recorded owner with the California Department of Justice.

Non-California residents can apply through the county sheriff on a slightly different track. They must attest under oath that the issuing county is the primary place in California where they plan to travel or spend time, and they need to satisfy disqualification standards from both California and their home state.1California Legislative Information. Disqualifying Convictions
Federal law permanently bars firearm possession by anyone convicted of a crime punishable by more than one year in prison, anyone convicted of a misdemeanor crime of domestic violence, anyone subject to certain domestic violence restraining orders, and anyone previously committed to a mental institution.4Bureau of Alcohol, Tobacco, Firearms and Explosives. California adds its own list on top of that. Several misdemeanor convictions trigger a lifetime firearm ban, including assault with a firearm, shooting at an inhabited dwelling, brandishing a firearm at a peace officer, and corporal injury against a spouse or partner if the conviction occurred on or after January 1, 2019.5California Department of Justice. Bureau of Firearms – Firearms Prohibiting Categories If any of these apply to you, you can’t receive a carry permit, regardless of how long ago the conviction occurred.
The Training Course
Every first-time applicant must complete a training course of at least 16 hours before a permit will be issued. Renewal applicants complete a shorter course of at least 8 hours.6California Legislative Information. California Penal Code 26165 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person An instructor acceptable to the licensing authority must run the course, and the curriculum has to cover firearm safety, handling technique, safe storage, legal transportation, and the laws governing when use of force is permitted.
The course includes a written exam on those topics and a live-fire exercise. During live fire you have to demonstrate safe handling and shooting accuracy with every specific firearm you want listed on your permit. Each licensing authority sets its own passing standards, including the minimum number of rounds fired and the minimum scores from specified distances, and those standards have to be publicly available. How to Apply
The California DOJ’s Standard Initial and Renewal Application for License to Carry a Weapon Capable of Being Concealed is the required form for both concealed and exposed carry permits.7California Department of Justice. Bureau of Firearms Standard Initial and Renewal Application for License to Carry a Weapon Capable of Being Concealed You can usually download it from your local sheriff’s site or the DOJ portal. You’ll list your residential history, employment information, personal references, and the full details of every firearm you want on the permit: make, model, caliber, and serial number.
Verify each serial number against the actual firearm before submitting. A mismatch causes avoidable processing delays.
Submit the packet through your agency’s online portal (many use Permitium) or in person. A Live Scan fingerprinting session is required and triggers a criminal background check through state and federal databases. Most agencies also hold a face-to-face interview to verify your identity and go through your application. Fees vary by agency, and processing timelines vary widely. Once issued, the license is valid for up to two years.
Where You Still Can’t Carry
A valid permit does not let you carry everywhere. Penal Code 26230 lists 26 categories of “sensitive places” where licensed carriers cannot bring firearms. As of early 2025, 20 of the 26 are enforceable after a Ninth Circuit ruling lifted an earlier injunction; six remain blocked by court order and that status could change with future rulings.8California Department of Justice. The major enforceable categories include:
- K-12 school zones, preschools, and childcare facilities
- State executive and legislative buildings, courthouses, local government buildings, and polling places
- Publicly funded buses and trains, plus transit authority property and parking areas
- Hospitals, mental health facilities, nursing homes, medical offices, and urgent care centers
- Any venue where alcohol is sold for on-premises consumption
- Public and private colleges and universities
- Public parks, athletic facilities, youth centers, and adjacent sidewalks
- Jails, prisons, and juvenile detention centers
- Any gathering or special event that requires a government-issued permit, plus sidewalks within 1,000 feet9California Legislative Information. California Penal Code 26230 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person
Your licensing authority can also attach its own reasonable time, place, and manner restrictions to your individual permit under Penal Code 26200.10California Legislative Information. California Penal Code 26200 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person Any conditions will appear on your license card, so read it carefully.
And the county limit is not a technicality. Your exposed carry license authorizes you to carry only inside the issuing county and only with the specific handguns listed by serial number on the permit. A different weapon, even one you legally own, is not covered.
Duration and Renewal
A California carry license is valid for up to two years. Before it expires you need to submit a renewal application and complete a renewal training course of at least eight hours covering the same subjects as the initial course, including the live-fire qualification.6California Legislative Information. Starting September 1, 2026, renewal adds a new step: the licensing authority must submit your fingerprint images to the DOJ for a fresh background check, and no renewal will issue unless the DOJ confirms you remain eligible to possess firearms.11California Legislative Information. California Penal Code 26185 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person If the DOJ can’t determine your eligibility because of an unresolved arrest or an incomplete mental health record, your renewal will not come through until the record is cleared. Resolve any outstanding items well before your expiration date.
Revocation and Appeals
Revocation is not discretionary. Your license must be pulled if you become prohibited by state or federal law from possessing firearms, if you violate any condition on the license, if any information on your application turns out to be false or incomplete, or if you meet any of the disqualification standards in Penal Code 26202.12California Legislative Information. California Penal Code PEN 26195 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person When the DOJ finds a licensee prohibited, it notifies the licensing authority and the license is revoked. You’ll receive written notice.
If your application is denied or your license is revoked, you have 30 days from receiving the notice to request a hearing from the superior court in your county of residence.13State of California – Department of Justice – Office of the Attorney General. Frequently Asked Questions Some licensing authorities require you to exhaust their internal appeal first, so check your denial letter for specific instructions. The 30-day window is a hard deadline. Miss it and you lose the right to challenge that particular decision. If the denial was based on a disqualifying conviction for a felony, domestic violence, or a firearms offense, an appeal will not help; the underlying conviction would need to be overturned or your firearm rights restored through a separate legal process before you could reapply.
