California’s exterior wall insulation code, set out in Title 24, Part 6 of the California Code of Regulations (the California Energy Code), controls wall thermal performance through a maximum assembly U-factor that varies by climate zone. For single-family wood-framed construction in most of the state, the wall assembly U-factor cannot exceed 0.048; in the mild coastal Zones 6 and 7, the ceiling is 0.065. Permit applications submitted on or after January 1, 2026, must comply with the 2025 Energy Code.1California Energy Commission. 2025 Building Energy Efficiency Standards
What the Code Requires by Climate Zone
California is split into 16 climate zones, from coastal fog belts to high desert and mountains.2California Energy Commission. Climate Zone Tool, Maps, and Information The Energy Commission publishes a free lookup tool that returns your zone from a property address. Your zone determines the required wall assembly U-factor under Table 150.1-A for single-family residential buildings:3California Energy Commission. 2022 Energy Code Single Family Envelope
- Climate Zones 1–5 and 8–16: maximum wall assembly U-factor of 0.048.
- Climate Zones 6 and 7: maximum wall assembly U-factor of 0.065.
The U-factor is an assembly measure, not a single insulation rating. It counts heat flow through the whole wall: framing, sheathing, cladding, and insulation together. That matters because wood studs conduct heat around the insulation (thermal bridging), so a cavity full of R-21 batts does not perform at R-21 as a wall.
How Builders Meet the U-Factor
Two compliance paths exist. The prescriptive path meets the exact table values for each component. The performance path uses CEC-certified energy modeling software to show that the whole building performs at or below the energy budget of a code-compliant reference design, which allows trade-offs between components. Slightly less wall insulation can be offset by better windows or a more efficient HVAC system.4ICC. 2025 California Energy Code, Title 24, Part 6 – Section 150.1
On the prescriptive path, the U-0.048 zones are typically met with 2×6 wood framing, R-21 cavity insulation, and R-5 continuous insulation on the exterior of the studs. The U-0.065 zones can be met with 2×4 framing, R-15 cavity insulation, and R-4 continuous insulation. Continuous insulation is rigid or semi-rigid material installed on the outside of the studs, covering them without breaks so heat cannot short-circuit around the framing.
Footnote 3 to Table 150.1-A allows the assembly U-factor to be met with cavity insulation alone, continuous insulation alone, or any combination, provided the total assembly U-factor is at or below the maximum. Spray foam with a high R-value per inch, for example, can sometimes hit the target without a separate exterior layer. Joint Appendix JA4 provides lookup tables for calculating assembly U-factors from insulation combinations.
Quality Insulation Installation Is a Separate Hurdle
For new single-family homes and multifamily buildings, Quality Insulation Installation (QII) is a mandatory prescriptive requirement, not an optional credit. QII controls how the cavity insulation is actually placed inside the wall, and this is where most compliance problems appear in practice.
The core rule is that insulation must make contact on all six sides of the cavity with no gaps, voids, or compression. Specific requirements include:
- No gaps larger than 1/8 inch in framing, top plates, or bottom plates; anything larger must be sealed with expanding foam.
- Fiberglass batts must be split (delaminated) and fitted behind wiring and plumbing rather than compressed over them.
- An air barrier must be installed anywhere a batt has an exposed face, such as behind a fireplace or in a double-framed wall.
- Insulation must be carefully cut to fit tightly around electrical boxes.
QII is not verified by the general building inspector. A certified HERS rater performs the field check before drywall goes up, records results in a provider data registry, and issues a Certificate of Verification that must be posted at the site or made available to the local enforcement agency.5California Energy Commission. 2022 Building Energy Efficiency Standards If the installation fails, the builder corrects it and schedules a retest, and the failure gets logged whether or not the fix is quick.
Remodels and Existing Walls
The code applies when you alter an existing building and wall cavities become accessible. The bar for alterations is lower than for new construction. Chapter 9 sets these prescriptive minimums:6California Energy Commission. Chapter 9 – Additions, Alterations, and Repairs
- 2×4 exterior walls: at least R-13 cavity insulation.
- 2×6 or larger exterior walls: at least R-20 cavity insulation.
- Continuous insulation is not required on alterations.
Existing R-11 in 2×4 walls is grandfathered; you do not have to tear it out to install R-13. Watch the code’s definitions, though. Replacing any component that has Energy Code requirements counts as an alteration, not a repair, even if you are swapping in the same thing. A re-siding project that opens wall cavities can trigger insulation requirements for the exposed area.
Vapor Retarders in Cold Zones
Climate Zones 14 (western Mojave, including Lancaster and Palmdale) and 16 (mountain regions) require a Class I or Class II vapor retarder on the conditioned-space side of all insulation in exterior walls, under Section 160.1(d)2. Class I includes polyethylene sheeting and foil-faced insulation; Class II includes kraft-faced batts. Elsewhere in the state, the code does not mandate a vapor retarder, though the wall assembly and local conditions may justify one.
Accessory Dwelling Units
ADUs meet the same wall U-factor requirements as any other new residential construction. One relaxation applies: ADU additions of 700 square feet or less are exempt from the prescriptive QII requirement, so a HERS rater does not automatically have to verify insulation quality on smaller units.7California Energy Commission. 2022 Energy Code Accessory Dwelling Units (ADU) FAQs The exemption disappears if the ADU’s energy compliance model used QII as a credit to meet the performance budget. The U-factor itself applies at every ADU size.
Paperwork and Inspections
Compliance follows a documentation trail that starts before the permit and ends at final inspection. Before the permit is issued, the project needs a Certificate of Compliance (CF-1R for residential) generated by CEC-approved energy compliance software.8California Energy Commission. 2025 Energy Code Compliance Documents – Forms for Single Family The CF-1R spells out the wall insulation type, R-values, continuous insulation, and whether QII verification applies. The person responsible for the design signs it, and it goes in with the permit application.
After framing and insulation but before drywall, the local building department runs a rough-frame inspection that confirms the installed insulation matches the approved CF-1R. If QII applies, the HERS rater’s separate verification must be completed in that same window. Both records travel with the project to final inspection.
What Non-Compliance Costs
The California Building Standards Law leaves enforcement to local building departments, so specific penalties vary by city and county.9DGS.ca.gov. California Building Standards Law (HS Code, Sections 18901-18949.31) The pattern is consistent across jurisdictions. An inspector who finds insulation that does not match approved plans or was installed without a permit can issue a stop-work order. Fixing it requires revising the permit, correcting the work, and paying for re-inspection. Most jurisdictions charge double or more the standard permit fee for unpermitted work.
A building without final inspection approval has no certificate of occupancy, which creates problems selling the property, refinancing, or getting insurance. An unpermitted insulation job hidden behind drywall tends to surface during title searches, sales, and insurance claims.
