California Federal Districts: 4 Courts, Ninth Circuit, and Filing

California is divided into four federal court districts: the Northern, Eastern, Central, and Southern Districts of California. Each covers a defined group of counties, holds court in specific cities set by federal statute, and applies its own local rules on top of the Federal Rules of Civil Procedure. These are the trial-level courts in the federal system. Northern District of California

The Northern District runs along the coast from Monterey County up to the Oregon border and covers fifteen counties: Alameda, Contra Costa, Del Norte, Humboldt, Lake, Marin, Mendocino, Monterey, Napa, San Benito, San Francisco, San Mateo, Santa Clara, Santa Cruz, and Sonoma.3Office of the Law Revision Counsel. 28 USC 84 – California

For case-assignment purposes, the court groups San Francisco and Oakland together, while San Jose and Eureka each operate under their own divisional rules. Eastern District of California

The Eastern District is geographically enormous. It runs from the Oregon border south through the Central Valley and Sierra Nevada to the Tehachapi Mountains and covers thirty-four counties, including Sacramento, Fresno, San Joaquin, Kern, and Solano, along with sparsely populated mountain counties like Alpine, Mono, and Inyo.3Office of the Law Revision Counsel. 28 USC 84 – California It is one of the largest federal districts by land area in the lower 48 states.

The caseload reflects the territory. Water rights, environmental regulation, federal land management, and agricultural disputes appear alongside the criminal and civil matters common to any federal court.

Central District of California

The Central District is the most populous federal judicial district in the country, serving more than 19 million people across seven counties.3Office of the Law Revision Counsel. 28 USC 84 – California To handle the volume, it is split into three divisions:

  • Western Division, based in Los Angeles, covers Los Angeles, San Luis Obispo, Santa Barbara, and Ventura counties.
  • Southern Division, based in Santa Ana, covers Orange County.
  • Eastern Division, based in Riverside, covers Riverside and San Bernardino counties.

Southern District of California

The main courthouse sits in downtown San Diego, with a second courthouse in El Centro serving Imperial County.11U.S. Marshals Service. Appeals Go to the Ninth Circuit

All four California federal districts sit within the United States Court of Appeals for the Ninth Circuit, the largest federal appellate circuit in the country. Ninth Circuit rulings bind all district courts within its territory. A decision interpreting federal law in a case from the Eastern District carries the same weight in the Northern, Central, and Southern Districts. Only the U.S. Supreme Court can override a Ninth Circuit ruling.

What Filing in a California Federal District Involves

Starting a civil case in any federal district court costs $405, made up of a $350 statutory filing fee plus a $55 administrative fee set by the Judicial Conference.13Office of the Law Revision Counsel. 28 USC 1914 – District Court; Filing and Miscellaneous Fees If you cannot afford the fee, you can apply to proceed in forma pauperis by filing an affidavit of your income and assets. Each district maintains its own local rules on top of the Federal Rules of Civil Procedure. Local rules cover page limits, formatting, judge assignment, and scheduling, and federal law requires them to be consistent with, and not duplicate, the federal rules.15Legal Information Institute. If you’re moving from one California federal court to another, read the local rules before you file.

Membership in the California State Bar does not automatically let an attorney practice in California’s federal courts. Each district requires a separate admission process involving an application, a certificate of good standing, a fee, and an oath. The Central District, for example, charges between $231 and $281 depending on how long the attorney has been licensed.16United States District Court.
