The California food box program isn’t a single named benefit — it’s a statewide network of 49 food banks that hand out free groceries under the federal Emergency Food Assistance Program (TEFAP), supplemented by the state-funded CalFood program. If you were searching for the USDA’s Farmers to Families Food Box Program, that one ended permanently in May 2021. The distributions running today flow through TEFAP and CalFood, and from a recipient’s perspective they operate as one system.
Who Qualifies
Two things decide eligibility: where you live and what your household earns. You must live in the area served by the food bank distributing the food, and your gross household income must be at or below 235% of the Federal Poverty Guidelines.1California Department of Social Services. Verification is light on purpose. You self-certify your residency and income by signing a short statement — no pay stubs, no tax returns.1California Department of Social Services. Emergency Food Programs Section Federal regulations also bar sites from requiring a specific length of residency, a fixed address, or identification as a condition of getting food.3eCFR. 7 CFR 251.5 – Eligibility Determinations If you’re unhoused or don’t carry a government ID, you still qualify as long as your income and location fit.
Already on CalFresh, CalWORKs, or Supplemental Security Income? You automatically meet TEFAP’s income test, since those programs use lower thresholds.
2026 Income Limits by Household Size
The cap uses the annual Federal Poverty Guidelines published by the U.S. Department of Health and Human Services. - 2 people: $50,854 per year
- 3 people: $64,202 per year
- 4 people: $77,550 per year
- 5 people: $90,898 per year
Add roughly $13,338 for each additional household member beyond five. These are gross figures, meaning income before taxes or deductions. Plenty of working families clear the bar without thinking of themselves as low-income.

Three tools will get you to a nearby pantry quickly.

Call the specific site before your first visit. Pantries set their own schedules — some are weekly, others monthly — and many limit how often a single household can pick up food. A quick call saves a wasted trip.
What Happens When You Get There
Intake is short. You sign in with your name, address, and household size so the food bank can track how many people it serves. Then you self-certify that your household meets the income and residency rules, usually by signing a form or checking a box on a sheet. That’s the paperwork.
Bringing ID or a piece of mail can speed things up at sites that use them for record-keeping, but no site can legally turn you away for not having them.3eCFR. 7 CFR 251.5 – Eligibility Determinations If a volunteer insists on a driver’s license before handing over food, that’s a violation of federal rules, and you can push back or report it.
Some sites let you pick items yourself, similar to shopping. Others hand out pre-packed boxes. The food is free, and there’s no obligation to sign up for anything else.
What’s Typically in the Box

- Fruits: fresh apples, oranges, and pears; canned peaches, applesauce, and mixed fruit; frozen blueberries and strawberries; dried cranberries and raisins; 100% unsweetened juices.
- Vegetables: fresh potatoes and sweet potatoes; mixed produce boxes of 10 to 12 pounds; canned green beans, corn, tomatoes, and spinach; frozen peas and carrots.
- Protein: canned or frozen chicken, 85% lean ground beef, canned beef stew, fish fillets (pollock, haddock, catfish), and almonds.
- Beans and grains: canned and dried beans, lentils, split peas, and refried beans.
- Dairy and pantry staples: cheese, milk, peanut butter, and cereal when available.
Many canned goods come in low-sodium or no-salt-added versions, which helps if you’re managing blood pressure or heart issues. A Separate Program for Adults 60 and Older
If you’re 60 or older, the Commodity Supplemental Food Program (CSFP) provides a monthly food package built around items like canned vegetables, juice, cereal, canned meat, and shelf-stable milk.9eCFR. 7 CFR 247.9 – Eligibility Requirements The income limit is tighter than TEFAP: at or below 150% of the Federal Poverty Guidelines, which for 2026 means $23,940 for a single person and $32,460 for a two-person household.10Food and Nutrition Service. Not every California county runs CSFP, so ask your local food bank whether it’s offered in your area. If it isn’t, you can still receive TEFAP food boxes as long as you meet the 235% income guideline.
CalFresh Is Usually a Bigger Benefit
If you qualify for food boxes, there’s a strong chance you qualify for CalFresh too. CalFresh is California’s version of SNAP: monthly funds loaded onto an EBT card that you use like a debit card at grocery stores, farmers’ markets, and some online retailers. The monthly benefit almost always adds up to more food than periodic pantry pickups on their own.
The trade-off is stricter verification. You’ll provide proof of income, identity, and residency during the application, and your case is reviewed periodically. Apply through your county social services office or online at BenefitsCal.com. Getting CalFresh doesn’t cut you off from TEFAP food boxes, so you can use both.
If a Site Treats You Unfairly
Because TEFAP runs on federal funds, every distribution site must follow USDA civil rights rules. No site can deny you food, treat you differently, or retaliate against you based on race, color, national origin, sex, age, disability, religion, or reliance on public assistance.
