Thirty questions. True/false and multiple-choice. Score 75 percent to pass. Questions are drawn from six subject areas in the study guide:

The Six Safety Rules to Memorize
These rules generate more exam questions than any other single topic. Learn them as a checklist:
- Treat every firearm as loaded, even one you just checked.
- Always point the muzzle in a safe direction.
- Keep your finger off the trigger until you are actually ready to shoot.
- Know your target and what is beyond it. Bullets pass through targets and walls.
- Never use a firearm while under the influence of alcohol or drugs.
- Store firearms securely so unauthorized people, especially children, cannot access them.
Watch for scenario questions that layer two or three rules at once. A common pattern: handling a firearm you believe is unloaded tests rules one and two together. A question about firing at a target with an unclear backdrop tests rule four.
Storage Law Questions
Expect several storage questions. The rules got stricter as of January 1, 2026. Under Penal Code 25145, every gun owner must keep firearms securely stored inside the residence whenever the gun is not being carried on their person or readily controlled by them or another authorized user. “Securely stored” means locked in a DOJ-certified firearm safety device or a gun safe meeting DOJ standards.6California Legislative Information. Penalties escalate: up to $250 for a first offense, up to $500 for a second, and a misdemeanor for a third or subsequent violation.6California Legislative Information. SB 53 – Penal Code Section 25145
The criminal storage statute is separate and applies when a child or prohibited person actually gains access to a negligently stored firearm:
- First degree, when death or great bodily injury results: a wobbler punishable by up to three years in state prison and a $10,000 fine, or up to one year in county jail and a $1,000 fine.
- Second degree, when injury short of great bodily injury results, or the gun is carried to a public place: up to one year in county jail and a $1,000 fine.
- Third degree, when a child gains access through negligent storage even without injury: a misdemeanor.

Age Requirements
Licensed dealers cannot sell any firearm to anyone under 21. The 10-Day Waiting Period
Ten days between the transaction and physical delivery, every time. The clock starts when the dealer submits the Dealer Record of Sale (DROS) to the DOJ. One Gun Per 30 Days
You can buy one handgun or one semi-automatic centerfire rifle in any 30-day window. Not one of each. Exemptions apply to law enforcement, licensed collectors, and certain other categories.8California Legislative Information. California Penal Code PEN 27535
Prohibited Persons
Know who cannot own a firearm at all: anyone convicted of a felony, anyone convicted of certain misdemeanors such as domestic violence offenses, anyone subject to a domestic violence restraining order, and anyone who has been found mentally incompetent or committed to a mental health facility.
Test Day and Retakes
A DOJ Certified Instructor administers the test in person, usually at a licensed dealer or private training facility. One Thing the Practice Test Won’t Prepare You For
Passing the written FSC exam gets you the card, but you still cannot walk out of a dealership with a firearm on the strength of the certificate alone. Each purchase requires a live safe handling demonstration with the specific type of firearm you are buying, supervised by a DOJ Certified Instructor at the dealership.9Office of the Attorney General. That demonstration uses dummy rounds and follows a scripted sequence that varies by firearm type. For a semi-automatic pistol you would remove the magazine, verify the chamber is clear, load a dummy round into the magazine, insert the magazine, cycle the action, remove the magazine, visually confirm a round is chambered, lock the slide back to eject the round, apply the safety, and apply a firearm safety device. Read those pages even though they will not appear on the written test, because you cannot take delivery of a firearm without completing the demonstration on purchase day.
