California Grants for Senior Citizens: SSI, Medi-Cal, and IHSS

California grants for senior citizens are, honestly, a mix of a few true one-time grants and a much larger set of ongoing benefits: monthly cash payments, health coverage, paid in-home care, prescription discounts, property tax relief, housing subsidies, energy help, and food assistance. The biggest single monthly payment a low-income senior can receive is the combined federal-state SSI/SSP check, which pays an eligible aged individual living independently up to $1,233.94 per month in California.1Social Security Administration. Monthly Cash Through SSI and SSP

Supplemental Security Income is a federal monthly payment for people who are 65 or older, blind, or disabled and have very limited income and resources. California adds a State Supplementary Payment on top of the federal amount, and the combined check for an eligible aged individual living independently is $1,233.94 per month.1Social Security Administration. The resource limits are strict: $2,000 in countable assets for an individual and $3,000 for a couple. Your home and one vehicle don’t count, but bank accounts, stocks, and cash do.2Social Security Administration. Who Can Get SSI One thing that makes SSI particularly valuable in California: qualifying for it automatically enrolls you in Medi-Cal with no share of cost, so you skip a separate application.

Medi-Cal Is the Gateway

Even if you earn too much for SSI, you may still qualify for Medi-Cal, California’s Medicaid program. For most adults the income limit is 138% of the federal poverty level, roughly $21,597 per year for an individual.3California Department of Health Care Services. Getting Medi-Cal matters beyond healthcare itself. In-Home Supportive Services and Community-Based Adult Services both require Medi-Cal eligibility, so establishing coverage is usually the first practical step toward the bigger help that comes next.

Paid Help at Home: IHSS and CBAS

In-Home Supportive Services

IHSS pays a caregiver to help you with housecleaning, meal preparation, laundry, bathing, dressing, and even trips to medical appointments.4California Department of Social Services. Services Covered by IHSS You can hire almost anyone as your provider, including a family member.

To qualify you need to be 65 or older (or blind or disabled), have Medi-Cal, and need help with at least one daily living activity to the point you’d otherwise need out-of-home care.5California Department of Social Services. In-Home Supportive Services (IHSS) Program A county social worker visits your home to assess your needs and set your monthly hours. Be thorough about your limitations during that visit. Seniors who downplay how much they struggle usually end up with fewer hours than they actually need.

Community-Based Adult Services

CBAS centers run structured daytime programs for older adults and people with chronic conditions who are at risk of nursing home placement. Services include nursing, physical and occupational therapy, mental health support, therapeutic activities, and personal care in a supervised setting.6California Department of Aging. Cutting Prescription Costs

Medicare Part D Extra Help

If you have Medicare Part D, Extra Help wipes out most of your drug costs. Qualifying seniors pay no plan premium, no deductible, and no more than $5.10 for a generic or $12.65 for a brand-name prescription. For 2026 you can qualify with income up to $23,940 and resources up to $18,090 as an individual, or income up to $32,460 and resources up to $36,100 as a married couple.7Medicare. California’s Prescription Discount for Medicare Cardholders

Any Medicare cardholder in California can buy prescriptions at the Medi-Cal reimbursement rate, which is often well below retail. Show your Medicare card at a Medi-Cal provider pharmacy and ask for the Medi-Cal price. The only added charge is a $0.15 processing fee per prescription.9California State Board of Pharmacy. This is especially useful when a prescription isn’t covered by your plan or when you’ve hit a coverage gap.

Property Tax Relief for Older Homeowners

Property Tax Postponement

Homeowners aged 62 or older can defer their entire current-year property tax bill through the state’s Property Tax Postponement program. It isn’t a grant. The deferred amount accrues 5% simple interest per year and is secured by a lien, coming due when you move out, sell, or pass away without a qualifying spouse or domestic partner still in the home.10California State Controller’s Office. Household income must be at or below $55,181, and you need at least 40% equity in the home.11California State Controller. Property Tax Postponement It works best for house-rich, cash-poor seniors, but the interest adds up. Deferring $5,000 in taxes for ten years at 5% simple interest tacks on $2,500.

Proposition 19 Base Transfers

Homeowners aged 55 or older can move anywhere in California and take their existing property tax base with them, up to three times. If the replacement home costs more than the original, only the difference in value gets added to your transferred base.12California State Board of Equalization. Proposition 19 Fact Sheet The replacement home has to be purchased within two years of selling the original. For long-time owners downsizing or relocating, this can mean thousands in property tax savings each year.

Rent and Mortgage Assistance

The federal Housing Choice Voucher program, often called Section 8, subsidizes rent for low-income households. Your local public housing authority calculates your share, typically 30% of adjusted monthly income though it can reach 40%.13U.S. Department of Housing and Urban Development. California also runs the CalAssist Mortgage Fund, one of the few programs on this list that is a true non-repayable grant. Homeowners whose primary residences were destroyed or made uninhabitable by a qualifying disaster can receive up to 12 months of mortgage payments, capped at $100,000, paid directly to the servicer.14Governor of California. Energy Bill Help

The Low Income Home Energy Assistance Program helps pay heating, cooling, and electric bills. LIHEAP can send a one-time payment toward your energy bill, provide emergency assistance to prevent a shutoff, and fund weatherization to lower future costs.15Administration for Children and Families. Food Assistance Built for Seniors

CalFresh

CalFresh loads monthly benefits onto an EBT card usable at grocery stores, farmers’ markets, and other authorized retailers.17California Department of Social Services. Households with a member 60 or older skip the gross income test and only face the net income limit.18Office of the Law Revision Counsel. 7 USC 2014 – Eligible Households And out-of-pocket medical expenses above $35 per month can be deducted from your income calculation, which often raises the benefit.19USDA Food and Nutrition Service. A lot of eligible seniors never apply because they assume the benefit will be tiny. Once Medicare premiums, copays, and prescription costs go into the medical deduction, the monthly amount is often larger than expected.

Senior Farmers’ Market Nutrition Program

This federally funded program gives a $50 electronic benefit card for use at certified farmers’ markets to buy fresh fruits, vegetables, and honey during the growing season. You need to be at least 60 with household income at or below 185% of the federal poverty level, which comes out to $2,413 per month for an individual in the current benefit year. Cards go out seasonally; check with your local Area Agency on Aging early in the summer.

Home-Delivered and Congregate Meals

Meals on Wheels and similar Older Americans Act programs deliver meals to homebound adults 60 and older who can’t easily shop or cook. They operate on a suggested-donation basis, so nobody is turned away for inability to pay.20Meals on Wheels America. Paid Job Training After 55

The Senior Community Service Employment Program places low-income adults 55 and older into part-time paid community service positions at nonprofits, schools, hospitals, and senior centers. Participants work an average of 20 hours per week at the highest applicable minimum wage, gain skills, and get job placement help through American Job Centers, with the goal of moving into permanent unsubsidized work. Where to Start

Your local Area Agency on Aging is the single best entry point. California has 33 AAAs, and their job is connecting seniors to every available program, from CalFresh and Medi-Cal to IHSS and housing vouchers. They offer free information, referrals, and often direct application help. Find yours through the California Department of Aging’s website or by calling 211.

For most programs you’ll need proof of California residency, age verification such as a birth certificate or passport, and financial documentation including income statements, bank records, and any pension or Social Security award letters. IHSS and Medi-Cal require an interview, either at home or at a county office, to assess your needs and verify eligibility.5California Department of Social Services. One useful piece of good news: SSI, CalFresh, and Medi-Cal generally don’t cut into each other. Qualifying for one often speeds up eligibility for the others. SSI recipients in California receive Medi-Cal automatically and may be categorically eligible for CalFresh with a simplified application.

Watch Out for Grant Scams

Because “senior grant” is exactly what scammers advertise, one caution is worth stating plainly. The Federal Trade Commission says the government will never call out of the blue to offer a grant, and no legitimate government program charges a fee to apply. Anyone asking for an upfront fee by gift card, wire transfer, or cryptocurrency to “release” grant money is running a scam. Fake agency names, requests for your Social Security number to check whether you “qualify,” and pressure to hand over bank information are all warning signs.
