California Guardrail Code: Height, Spacing, and Inspections

Under the California guardrail code, any open-sided walking surface more than 30 inches above the floor or ground below needs a guard at least 42 inches tall, with openings small enough to block a 4-inch sphere and enough strength to resist a 200-pound point load or 50 pounds per linear foot along the top rail. Those rules live in Title 24 of the California Code of Regulations and apply to decks, balconies, porches, ramps, landings, and the open sides of stairs in nearly every building type, including single-family homes.

When a Guard Is Required

A guard (the code’s term for what most people call a guardrail) is required along any open side of a walking surface more than 30 inches above whatever sits below it.1UpCodes. California Building Code 2022 – Chapter 10 Means of Egress The measurement is vertical, from the walking surface down.

The trigger catches more situations than people expect. A patio that steps down to a sloped yard may not need a guard on one side but may need one on the opposite side where the grade drops away. Inspectors measure at the worst-case point, not the average. If any spot along an open edge exceeds 30 inches above the surface below, the entire open side needs a guard.

Two codes within Title 24 do the work. The California Building Code (CBC) governs commercial buildings, public structures, and multifamily residential buildings with three or more units. The California Residential Code (CRC) covers one- and two-family homes and duplexes.

Guardrail Height in California

The minimum guardrail height is 42 inches, measured vertically from the adjacent walking surface. That figure holds under both the CBC and the CRC.2UpCodes. On stairs, measure from the line connecting the front edges of the treads.

Why California’s Residential Rule Differs From the National Code

The base International Residential Code allows 36-inch guards for one- and two-family homes. California amended that to 42 inches and eliminated the shorter allowance.2UpCodes. It’s one of the most common plan-check rejections for designers who normally work in IRC states.

Stair Exceptions

Two narrow exceptions reduce the required height on the open sides of residential stairs (Group R-3 occupancies and individual dwelling units in R-2 buildings). The open-side stair guard can drop to a minimum of 34 inches, measured from the tread-nosing line. Where the top of the guard also serves as the handrail on that open side, the height must fall between 34 and 38 inches from the nosing line.1UpCodes. Everywhere else in residential settings, the 42-inch minimum applies without exception.

Opening and Baluster Spacing

Guard openings are regulated so small children cannot squeeze through or get their heads stuck. The rule is straightforward: a 4-inch-diameter sphere must not be able to pass through any opening in the guard, from the walking surface up to the required guard height. That governs the gap between balusters, decorative pattern voids, and any other opening in the barrier assembly.

The Stair Triangle

Where a stair guard meets the treads, a triangular gap forms between the bottom rail, the tread, and the riser. A strict 4-inch rule at that geometry forces awkward construction, so the code allows a 6-inch-diameter sphere at this specific location.3International Code Council. International Building Code – Section 1013.3 Opening Limitations The relaxation applies only to that triangular opening, not to the rest of the guard.

Cable Railings

Horizontal cable railings are permitted but must still pass the 4-inch sphere test, which is harder than it sounds because cables deflect under pressure. One California jurisdiction’s technical bulletin requires cables at least 1/8 inch in diameter, spaced no more than 3 inches apart, and tested with a 50-pound weight hanging from the cable at its widest span: a 4-inch sphere must still fail to pass through.4Permit Sonoma. B-05 2020-Current Cable Rails Local jurisdictions may add their own requirements for cable systems, so confirm with your building department before ordering hardware.

Structural Loads the Guardrail Must Resist

A guardrail that meets height and spacing rules is still useless if it can’t hold up under force. The code specifies two separate horizontal loads for the top rail:

The two loads are not applied at the same time. The design must handle whichever one produces the greater stress on each component.

Infill Loads

The balusters, panels, and intermediate rails between the top rail and the walking surface must each resist a 50-pound concentrated load applied to a one-square-foot area at any point. That catches the weak link people often overlook. A top rail bolted to steel posts may be strong, but if the balusters between those posts are flimsy, a child can push through them. Every piece of the guard, including the connections that anchor it to the building structure, must be engineered to meet these loads.

Fasteners in Treated Wood

Load capacity degrades over time if fasteners corrode, and pressure-treated lumber accelerates that corrosion. Stainless steel (Type 304, 305, or 316) is recommended for lumber treated at higher preservative retention levels, particularly wood rated for ground contact. Hot-dip galvanized fasteners may work for certain micronized copper treatments in dry conditions, but mechanically galvanized fasteners should not be used in conditions more corrosive than exterior above-ground with rapid water runoff.6Simpson Strong-Tie. Glass Guardrails

Glass guards are popular for views and carry their own requirements under CBC Section 2407. Glass used in a guard must be laminated and made from fully tempered or heat-strengthened glass. It must meet Category II of CPSC 16 CFR Part 1201 or Class A of ANSI Z97.1 safety glazing standards, with a minimum thickness of 1/4 inch. Single fully tempered (non-laminated) glass is permitted only where no walking surface exists below, so falling shards cannot strike anyone.

When structural glass panels serve as balusters, an attached top rail is required and it must be supported by at least three panels, so the rail stays in place if one breaks. The top-rail requirement can be waived if the balusters are laminated with two or more plies of equal thickness and pass impact testing under ASTM E2353.

Mandatory Balcony and Deck Inspections in Multifamily Buildings

After the 2015 Berkeley balcony collapse that killed six people, California enacted two laws requiring periodic structural inspection of exterior elevated elements in multifamily buildings. These inspections cover the guardrails, not just the decks beneath them.

SB 721: Apartments

SB 721 applies to buildings with three or more multifamily dwelling units. It requires inspection of exterior elevated elements (balconies, decks, porches, stairways, walkways, and their railings) that are more than six feet above ground, designed for human occupancy, and supported in whole or substantial part by wood or wood-based products.7California Legislative Information. The original first-inspection deadline of January 1, 2025 was extended by Assembly Bill 2579 to January 1, 2026. Inspections then recur every six years. A licensed architect, civil or structural engineer, or a certified building inspector or contractor must perform the work and deliver a written report to the owner within 45 days.

If the inspector finds an immediate safety threat, the owner must prevent occupant access right away and the inspector must notify the local enforcement agency within 15 days. For non-emergency repairs, the owner has 120 days to pull a permit and another 120 days after permit approval to finish the work. Owners who fail to complete required repairs within 180 days face civil penalties of $100 to $500 per day until the work is done.7California Legislative Information. SB 326: Condominiums

SB 326, codified in Civil Code Section 5551, imposes a similar duty on condominium associations. The covered elements match SB 721: exterior elevated structures more than six feet above grade, supported by wood, including their railings. The first inspection deadline was January 1, 2025, with follow-up inspections at least once every nine years. Only a licensed structural engineer, architect, or civil engineer may perform the inspection.

Where an inspector finds an immediate threat, the HOA must block access to the element immediately and the inspector must notify the local enforcement agency within 15 days. Inspection reports must be retained for at least two inspection cycles (18 years) and made available to current members and prospective buyers.

A Note on Cal/OSHA Rules

Title 24 governs the finished building. Cal/OSHA’s workplace guardrail rules under Title 8 of the California Code of Regulations govern employees on elevated work surfaces during construction and at permanent workplaces.8Department of Industrial Relations. A contractor’s crew working on that deck must also comply with Title 8 during construction, and the finished product must still satisfy Title 24 for the permanent building.
