California Low Cost Automobile Insurance Program: Eligibility and Cost

The California Low Cost Automobile Insurance Program is a state-run option that lets income-eligible drivers satisfy California’s financial responsibility law with a liability-only policy that costs roughly $244 to $966 a year, depending on the county.1CA.gov. Who Qualifies

Eligibility runs on four tracks: income, the vehicle, the driver, and the driving record. You have to clear all of them.

Income

Your annual gross household income cannot exceed 250 percent of the federal poverty level.3California Legislative Information.   • 1 person: $39,900
  • 2 people: $54,100
  • 3 people: $68,300
  • 4 people: $82,500
  • 5 people: $96,700
  • 6 people: $110,900

For households larger than six, add $14,200 for each additional person. The figures adjust every year when the federal poverty guidelines update, so check current numbers before you apply. Your most recent federal or state tax return proves income. The Vehicle

The car must be a private passenger vehicle with at least four wheels, and its current value cannot exceed $25,000.6California Low Cost Auto Insurance. California Insurance Code 11629.71 You also can’t have more than two vehicles registered in your name.

Usage matters too. Personal driving and commuting to work are fine. Commercial uses like trucking, delivery, and rideshare driving are not.6California Low Cost Auto Insurance. Eligibility Questionnaire Office workers, housekeepers, and home health aides who drive to job sites qualify. Anyone hauling goods or transporting passengers for pay does not.

The Driver

You have to be at least 16, and applicants under 18 must be legally emancipated.6California Low Cost Auto Insurance. California Insurance Code 11629.73 – California Low-Cost Automobile Insurance Program Eligibility Applicants with less experience can still qualify, but they pay a surcharge on top of the base rate at a percentage set by the insurance commissioner.8California Legislative Information. The Driving Record

Within the past three years you can have no more than one of the following, and not both: a property-damage-only accident where you were principally at fault, or a single point for a moving violation.3California Legislative Information. California Insurance Code 11629.73 – California Low-Cost Automobile Insurance Program Eligibility An at-fault accident involving bodily injury or death disqualifies you. So does any felony or misdemeanor Vehicle Code conviction on your motor vehicle record, or an alcohol- or drug-related driving conviction within the previous ten years.

What the Policy Pays

A CLCA policy is liability-only, with these limits:7California Legislative Information. California Insurance Code 11629.71

  • $10,000 for bodily injury or death of one person per accident
  • $20,000 total for bodily injury or death of all persons per accident
  • $3,000 for property damage per accident

Those are well below California’s standard minimums, which rose to $30,000/$60,000/$15,000 on January 1, 2025.9California Department of Motor Vehicles. What It Doesn’t Cover

The policy covers damage and injuries you cause to other people and their property. It does not include collision or comprehensive coverage, so theft, vandalism, or physical damage to your own car is your problem.11California Low Cost Auto Insurance. Coverage Your own medical bills after an accident are excluded too, unless you buy the medical payments add-on.

The bigger risk is the size of the liability caps. A $3,000 property damage limit barely covers a fender bender. If you cause an accident that totals another car or sends someone to the hospital, the other party’s losses will almost certainly exceed your coverage, and anything above the policy limit becomes your personal obligation. Lawsuits, wage garnishments, and liens on your assets are all on the table. CLCA keeps you legal. It does not shield you the way a standard policy would.

Optional Add-Ons

Two optional coverages are available for an extra premium:11California Low Cost Auto Insurance. Coverage

  • Medical payments: up to $1,000 per person injured in your vehicle, regardless of fault.
  • Uninsured motorist bodily injury: up to $10,000 per person and $20,000 per accident if you or your passengers are hurt by an uninsured driver.

Cost and Payment

Annual base premiums run from about $244 to $966 depending on your county.1CA.gov. California Low Cost Auto Urban counties with higher accident rates and repair costs sit near the top; rural counties pay less. The commissioner sets the base rate for each county, and surcharges apply for drivers with less than three years of licensed history or for certain household members who will also drive the vehicle.8California Legislative Information. You can pay by debit card for a $1.95 convenience fee or by credit card for $3.99.12AIPSO. California Low Cost Automobile Insurance Program Outside premium financing through third-party companies is not permitted. Installment options exist, with terms set by the administering plan.

  • Your most recent federal or state income tax return, or proof of participation in CalFresh, Medi-Cal, or SSI
  • A valid California driver’s license (AB 60 licenses are accepted, and pending reinstatements may qualify)
  • Current vehicle registration
  • Your VIN, exactly as shown on the dashboard plate or registration card
  • The number of people in your household

Students can apply if they file their own tax return. If a parent claims you as a dependent, you must live at your parent’s address and submit a copy of their return.6California Low Cost Auto Insurance. Eligibility Questionnaire Once you submit, CAARP assigns the application to an insurer and connects you with a certified agent or broker in your area.12AIPSO. California Low Cost Automobile Insurance Program Mail submission is available, but electronic filing is faster. Errors on the VIN or household size can lead to rejection, so enter them carefully.

Renewal and Losing Eligibility

Each policy runs one year and is renewable annually.7California Legislative Information. California Insurance Code 11629.71 Coverage extends to the named insured and to anyone who drives the vehicle with permission, as long as household members who will drive meet the age, licensing, and driving-record requirements on their own. A household member who wouldn’t qualify for the program independently cannot be covered under your policy.

At renewal you have to still meet the income and eligibility rules. If your household income moves above 250 percent of the federal poverty level, your vehicle’s value passes $25,000, or your driving record picks up disqualifying violations during the policy year, you won’t be able to renew and will need to move to a standard-market policy.
