California Non-Resident Insurance License Requirements

To meet the California non-resident insurance license requirements, you need an active producer license in good standing in your home state, a completed application filed through the National Insurance Producer Registry (NIPR) with a $188 filing fee, fingerprints if your home state isn’t on California’s exemption list, and either a company appointment or a broker bond on file before you actually transact any business. The California exam and pre-licensing education are waived under the state’s reciprocity framework, so the process is mostly paperwork and sequencing.

You Must Already Be Licensed at Home

California verifies your resident license automatically through the NAIC Producer Database. You don’t request a letter of clearance. What you do need is exact consistency: your name, Tax Identification Number, and license number on the California application must match the PDB record character for character. A middle initial that appears in one place and not the other is enough to stall things.

Producers licensed only in a U.S. territory or a Canadian province can still qualify by designating one of their active U.S. licensing states as a “Designated Home State” under California’s reciprocity rules.1Justia. Lines of Authority You Can Request

Your California license can only cover lines you already hold at home. Carry Life and Accident & Health in your resident state? Those are the lines you can request here. You can’t pick up new lines through the non-resident route.

The main individual license types available to non-residents are:

Surplus lines is a separate track with its own prerequisites. You need Property Broker-Agent and Casualty Broker-Agent licenses (resident or non-resident) plus an active Surplus Line Broker license in your home state before California will issue the authority.4California Department of Insurance. Fingerprints: Check Your Home State First

Handle this before submitting the application, because the CDI won’t finish processing without your background check results.

You are exempt from California fingerprinting if your resident state license was issued by Alaska, Arizona, Delaware, Florida, Georgia, Idaho, Louisiana, Montana, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Utah, or Washington.5California Department of Insurance. A second group is exempt only if your license was issued on or after the date that state began fingerprinting its producers: Alabama (January 1, 2015), District of Columbia (August 9, 2010), Hawaii (November 1, 2010), Iowa (June 2, 2025), Kansas (February 1, 2018), Minnesota (July 1, 2010), New Mexico (January 1, 2014), North Carolina (October 1, 2010), North Dakota (September 1, 2013), Virginia (January 1, 2021), West Virginia (June 1, 2015), Wisconsin (July 6, 2010), and Wyoming (July 1, 2011).5California Department of Insurance. If neither list covers you, submit paper fingerprints. Have a standard FBI fingerprint card completed at a law enforcement agency or authorized vendor, fill out the Request for Live Scan Service form (BCIA 8016), and mail everything to Accurate Biometrics in Los Angeles with a $75 processing fee. Background Disclosures on the Application

The application asks a series of background questions covering criminal history, administrative actions, and professional conduct. California reads “conviction” broadly. It captures guilty verdicts, nolo contendere pleas, charges later expunged or dismissed under California Penal Code Section 1203.4, and any sentence involving probation or a suspended sentence.6California Department of Insurance. Any “yes” answer triggers a document requirement. The CDI wants a written statement describing the event plus certified court documents showing the charges, final plea, and sentence.7California Department of Insurance. Incomplete background packets are one of the most common reasons applications sit in limbo, so pull your court records before you start filling out the application.

Filing Through NIPR

Applications go through the NIPR Gateway at nipr.com. Have your National Producer Number (NPN), Social Security Number, primary residence address, business mailing address, and a valid business email ready. NIPR pulls your licensing data from the PDB automatically, which is why the record match matters.

The state filing fee is $188 for a two-year license, regardless of the line of authority selected.8California Department of Insurance. The CDI publishes a weekly progress report showing which application dates are currently under review. In early 2026, individual electronic applications were running roughly two weeks from submission to review.9California Department of Insurance. You Still Can’t Sell Yet: Appointment or Bond

Approval is not authorization to transact. You cannot solicit, negotiate, or transact insurance business in California until one of the following is on file with the CDI:3California Department of Insurance. Application Procedures-Individual Non-Residents

  • A company appointment. A California-admitted insurer files an Action Notice of Appointment with a $32 filing fee, authorizing you to act as its agent.
  • A broker bond. You post a $10,000 Bond of Insurance Broker (Form LIC 417-5) from a California-admitted surety, authorizing you to act as an independent broker.

Most non-resident agents work through appointments because the carrier handles the filing. Confirm with the company that the appointment has actually been submitted. If you plan to broker independently, arrange the surety bond yourself.

Continuing Education, Renewal, and Reporting

Continuing Education

California doesn’t add its own CE hours for non-resident producers as long as your home state has a CE requirement and you stay compliant with it.12California Department of Insurance. If you market long-term care insurance to California consumers, complete a California-approved 8-hour long-term care course. If you sell annuities, complete California’s annuity training requirement.

Renewal

Licenses renew on a two-year cycle at the same $188 fee.8California Department of Insurance. Licensing Fees Miss the renewal date and the license lapses; you can’t transact during a lapse. Within one year of expiration, you can reinstate by paying the $188 renewal fee plus a 50 percent surcharge, for a total of $282. One consequence hurts: after a post-expiration reinstatement, every company appointment is automatically cancelled, and each carrier has to file a new one. 30-Day Reporting

Once licensed, you have a continuing duty to notify the CDI within 30 days of certain events. Under California Insurance Code Section 1729.2, reportable changes include any misdemeanor or felony conviction and the filing of felony criminal charges in state or federal court.14CA Department of Insurance. Missing the window can trigger discipline on your California license independent of the underlying event.

If You’re Licensing an Agency

Non-resident business entities file Form LIC 441-11 with the CDI.15CA Department of Insurance. Business Entity Licensing Requirements for Non-Resident Applicants The entity must name at least one California non-resident endorsee who holds an individual non-resident license in the relevant line, plus a designated responsible licensed producer (DRP) accountable for the entity’s compliance. One DRP covers the entity even across multiple lines.

Bond requirements depend on license type:

  • Surplus Lines: $50,000 bond
  • Special Lines or Cargo Shippers: $10,000 bond
  • Property, Casualty, or Personal Lines Broker-Agent: $10,000 bond

Where a bond is required, the entity also submits an original Power of Attorney from the surety and a notarized Jurat confirming the bond was executed before a California notary.
