California Paramedic License Renewal: CE, Deadlines, and Lapsed Licenses

To keep a California paramedic license active, you need 48 hours of continuing education, a completed application submitted to the California Emergency Medical Services Authority (EMSA), and a $250 fee, all in before your two-year expiration date. Submit at least 30 days early to avoid a $50 late fee. The online licensing system is the fastest route, and non-audit renewals often clear the same day.

Continuing Education You’ll Need

You must complete 48 hours of CE during each two-year cycle.¹ At least 24 of those hours have to be instructor-based. The regulation reads that term broadly: an instructor just needs to be available to answer questions and give feedback, which covers many online courses.² Precepting and self-study like magazine articles don’t count toward the instructor-based portion.

The remaining hours can come from teaching, precepting, or approved media-based programs, but non-instructor sources are capped at 24 hours. All CE has to relate to emergency medical care and come from an approved provider: courses accredited by CECBEMS/CAPCE, accredited college courses in the physical, social, or behavioral sciences, or courses approved by your local EMS agency.² When registering for CAPCE courses, enter your California paramedic license number so the credits are tracked properly.³

Fees, Deadlines, and Disclosures

The renewal fee is $250, non-refundable.⁴ Online, you pay by credit or debit card. On paper, you can send a check or money order payable to the “EMS PERSONNEL FUND,” or attach a credit card authorization form.

Your application has to be submitted online, postmarked, or hand-delivered at least 30 days before your expiration date. Miss that window and you owe an additional $50 late fee, bringing the total to $300.⁵ If your application is still incomplete inside that 30-day window, the late fee applies even if you started early.⁶

Every renewal includes a disclosure questionnaire covering new felony or misdemeanor convictions (including nolo contendere pleas and expunged records), pending criminal charges, and any investigation or action against a healthcare license or certification you haven’t previously reported.⁷ A “yes” answer requires a written explanation and, in some cases, certified court documents. Leaving the questionnaire blank gets your application returned.

Submitting Online or by Mail

EMSA’s online licensing system is the fastest option. Non-audit renewals with no new disclosures often process the same day.³ Your renewal window opens five months before expiration. If you log in and don’t see a “Renew a License” button, you’re not inside that window yet.⁸

First-time users create an account with their last name and Social Security number, then update addresses and employer information, complete the CE and disclosure questionnaires, and pay by credit or debit card. Vouchers aren’t accepted online.⁸

The mail option is a printed, signed paper application. EMSA reviews all applications within 45 days of receipt. Mail is noticeably slower and adds the risk of delivery delays pushing you past the 30-day deadline. If you can renew online, do.

If You’re Selected for a CE Audit

EMSA randomly audits 10% of each month’s applicants.⁶ If you’re chosen, you’ll see a “Y” next to “CE Audit” in the online system and will need to upload certificates or official transcripts documenting all 48 hours.⁸

A few common problems: rosters, wallet cards, and CE logs don’t count unless they meet the regulation’s certificate-of-completion requirements. Certificates from out-of-state EMS-approved courses must show that state’s approval information. College courses require official transcripts. EMSA can take up to 30 days to finish an audit review, so being selected slows the process. Keep every certificate organized throughout your cycle, not just at renewal.

If Your License Has Already Expired

Reinstatement gets harder the longer you wait. EMSA uses four tiers, and the requirements jump at six months, one year, and two years. Lapsed licenses can’t be reinstated online, so every reinstatement is on paper.⁶ The reinstatement fee is $300 regardless of tier.⁹

Lapsed Less Than Six Months

You can still file a standard renewal with the regular 48 hours of CE. Expect to pay the $50 late fee on top of the renewal fee if you didn’t apply at least 30 days before your expiration date.⁵

Six Months to Under One Year

You need a reinstatement application, a minimum of 60 CE hours (half instructor-based), and copies of every CE certificate.¹⁰

One Year to Under Two Years

The CE requirement rises to 72 hours (50% instructor-based). You must also show proof of a current NREMT paramedic registration or proof that you passed the NREMT cognitive and psychomotor exams within the past two years.¹ Fingerprints go to both the California Department of Justice and the FBI. California residents use Live Scan; out-of-state applicants submit a fingerprint card directly to the DOJ.¹¹ If you hold or held a paramedic license in another state or country, submit a licensure verification form for each.

Two Years or More

All the one-year requirements apply, plus your 72 CE hours must include ACLS, PALS, PTLS or ITLS, and CPR.¹ Every CE certificate must be for a course completed within the two years before your application date.¹¹

Active-Duty Military Extension

If you’re on active duty in the U.S. Armed Forces and your license expires during service or within six months of your release, you get an additional six months to finish renewal. The $50 late fee is waived during that extension.¹ The standard CE and application requirements still apply.

Why NREMT Status Still Matters

A standard, on-time California renewal doesn’t require current NREMT certification. Letting it lapse still carries risk: reinstating a California license that’s been expired a year or more requires a current NREMT registration or recent exam results. NREMT’s National Continued Competency Program for paramedics calls for 60 credits over a two-year cycle across national, local or state, and individual components, with 15 credits of patient-care-related CE in each of the local and individual portions.¹² Much of what you complete for California will count toward NREMT as well, so keeping both current is easier than catching up on one later.
