Continuing Education You Need Before You Apply
State law requires at least three contact hours of continuing education per year, or six hours across the two-year cycle.3California Legislative Information. The hours have to come from a CDPH-approved accrediting agency or an accredited academic institution, and the coursework must relate to phlebotomy practice — collection techniques, specimen handling, safety protocols, and similar topics. Transcripts from unaccredited CE providers do not count. Neither does a plain list of completed courses.
Each certificate of completion needs to show the provider’s name, your name, the course name and number, the number of CE credits, the date of completion, and the accredited agency number. How to Renew Through PERL

If you already have an account, log in, select your expiring certificate or click “Renew Licenses,” and follow the prompts. During the application you upload your CE certificates, confirm your address and contact details, and pay the fee. What Happens If You Renew Late
Once your expiration date passes, you cannot legally work as a phlebotomist in California. You can still renew during the delinquency window, but a 25 percent surcharge is added to the standard fee — $37.50 on top of the $150 at current rates.1California Department of Public Health. The delinquency window closes fast. Sixty days after your expiration date, the certificate is automatically forfeited.1California Department of Public Health. Military Service Exception
If your certification expired while you were on active duty with the United States Armed Forces or the California National Guard, you can reinstate without examination or penalty. Apply while still serving or within one year of discharge, and include an affidavit stating your dates of service. Keep Your CE Certificates After You Renew
CDPH Laboratory Field Services conducts random audits of licensees, and you have to produce your CE certificates on request. Failing to provide them can lead to disciplinary action against your certification. Save the certificates for at least four years, which covers two full renewal cycles, and update your PERL address and contact information any time it changes rather than waiting for the next renewal.
