California Plumbing Code underground water line requirements govern the pipe between your meter and your building: what material it can be made of, how deep it must sit, how far it must stay from the sewer, how it gets tested, and who signs off. The rules come from the California Plumbing Code (CPC), Title 22 of the California Code of Regulations, and the state’s Health and Safety Code, with local jurisdictions layering their own amendments on top. Check with your city or county building department before you start, because the local amendment is the version that gets inspected.

The penalties are real. A negligent violation of the state’s excavation notification law carries a civil penalty of up to $10,000. A knowing and willful violation reaches $50,000, and a violation that damages a gas or hazardous liquid pipeline and causes a release can hit $100,000.1DigAlert. Approved Pipe Materials
Every pipe used for an underground potable water service line has to meet NSF/ANSI 61, the standard that limits chemical contaminants leaching from pipe into drinking water.2NSF. NSF/ANSI 61 Drinking Water System Components – Health Effects The CPC also sets a minimum working pressure rating of 160 psi for underground piping. Materials you’ll commonly see approved include:
- Copper tubing, Type L or Type K. Traditional, with an expected life of 50 to 70 years. Type K has a thicker wall and is preferred in many jurisdictions for direct burial.
- Cross-linked polyethylene (PEX). Flexible and corrosion-resistant, with fewer fittings on long runs. Expected life is roughly 40 to 50 years.
- High-density polyethylene (HDPE). Sold in continuous rolls, so fewer joints go underground on long service runs.
- Chlorinated polyvinyl chloride (CPVC). Rigid plastic rated for hot and cold water, though local amendments sometimes restrict its use underground.
The minimum size for a building water supply pipe is three-quarters of an inch in diameter. The actual size you need depends on the fixture count and available street pressure, and your building department or water utility will size it per CPC Table 610.4.
Lead-Free Rule
California’s Health and Safety Code requires that every pipe, fitting, fixture, solder, and flux in a potable water system be lead-free. For pipes, fittings, and fixtures, that means a weighted average of no more than 0.25 percent lead across all wetted surfaces. For solder and flux, the limit is 0.2 percent. Selling non-lead-free solder or flux for plumbing use is illegal in the state, and any non-lead-free solder must carry a warning label against use in drinking water systems.3California Department of Toxic Substances Control. Lead in Plumbing HSC 116875 If you buy materials yourself, look for the “lead-free” marking. Anything without it is not legal for potable water work in California.
Joining Dissimilar Metals
Copper is joined by brazing or soldering with lead-free solder. CPVC uses solvent cement. PEX uses crimp rings or expansion fittings rated for the system pressure. HDPE is joined by heat fusion. Where two different metals meet, copper to galvanized steel being the classic example, a dielectric union or approved transition fitting is required to prevent galvanic corrosion from destroying the joint.4City of Milpitas. Trench Depth, Bedding, and Backfill
The CPC requires a minimum of 12 inches of soil cover over both metallic and nonmetallic water service piping below the finished grade.5City of Menifee. Burial Depths for Yard Piping and Conduit In parts of the state with a local frost line, generally higher-elevation mountain areas, the pipe must be buried below the frost depth instead. Most populated areas of California have no meaningful frost line, and the 12-inch minimum is what you’ll see enforced.
The trench bottom matters as much as the depth. Pipe has to rest on a firm, continuous bed. If excavation hits rock, the rock should be removed to at least six inches below the pipe bottom and replaced with clean sand, gravel, or similar granular bedding. Backfill placed around and above the pipe must be free of rocks, sharp debris, and anything else that could puncture or crush the line. This matters most for plastic pipe, where a small stone pressing against the wall under soil load can eventually cause a failure. For plastic and copper pipe six inches and smaller, the fill in direct contact with the pipe should have a maximum particle size of roughly half an inch.
Tracer Wire on Plastic Pipe
Metal pipe can be found with a standard pipe locator. Plastic pipe cannot. The CPC requires a copper tracer wire in the trench alongside any nonmetallic pipe, running its full length, with both ends terminating above ground so the wire can be connected to a locating transmitter later.5City of Menifee. Burial Depths for Yard Piping and Conduit Required wire gauge varies by jurisdiction, with some specifying 14 AWG and others 18 AWG. Missing tracer wire is one of the most common inspection failures.
Separation From Sewer Lines and Other Utilities
This is where a lot of misinformation circulates, so the numbers matter. Under Title 22 of the California Code of Regulations, new water mains and supply lines must sit at least 10 feet horizontally from any parallel sewer pipe carrying untreated or treated sewage, and at least one foot vertically above it. The water and sewer lines cannot share the same trench.6Cornell Law School. Cal. Code Regs. Tit. 22, 64572 – Water Main Separation For storm drains and tertiary-treated recycled water lines, the horizontal separation drops to four feet, but the one-foot vertical clearance still applies.
When a water line must cross a sewer line, the water line has to pass over the sewer at an angle of at least 45 degrees, keep at least one foot of vertical clearance, and have no joints within eight horizontal feet of the sewer pipe.6Cornell Law School. Cal. Code Regs. Tit. 22, 64572 – Water Main Separation Additional setbacks apply near septic tanks (25 feet), leach fields (25 feet), and landfills or hazardous waste sites (100 feet). These distances exist to keep drinking water safe if a sewer line leaks.
Pressure Test and Inspection
Before any backfill goes into the trench, the completed line must pass a pressure test witnessed by a building inspector. The line is filled with water, pressurized, and held for at least 15 minutes with no leaks.4City of Milpitas. Potable Water Service Piping (Commercial) The specific test pressure varies by jurisdiction. Some require the line to hold at water supply pressure, others specify a higher threshold. Confirm the number with your building department before the inspector arrives, because showing up at the wrong pressure means a failed test and a return trip.
The test gauge itself must have increments of 1 psi or less, per CPC Section 318, so a slow leak actually registers.
Don’t Air-Test Plastic Pipe
Some contractors try compressed air instead of water for the test. On plastic pipe, this is dangerous. PVC and other thermoplastics under air pressure don’t just leak when they fail; they burst and throw shrapnel. OSHA has documented multiple injuries from the practice, and PVC manufacturers have called the risk “extreme.”7Occupational Safety and Health Administration. Use water unless your inspector specifically authorizes otherwise on non-plastic material.
Inspection Sequence
The typical process is two inspections. First, an underground plumbing inspection once the line is installed and pressurized but before the trench is covered. The inspector checks the pipe material, joint methods, trench depth, tracer wire, separation distances, and witnesses the pressure test. Only after that sign-off can backfilling begin.4City of Milpitas. Potable Water Service Piping (Commercial) Backfilling early can mean digging the whole line back up. A final inspection follows once backfill, surface restoration, and any above-ground connections are complete, and that closes out the permit.
Permits and the Owner-Builder Exemption
A building permit from your local jurisdiction is required for any new installation or significant replacement of an underground water service line. The application typically requires a site plan showing the pipe route, the material, and the sizing. Fees vary by city and county.
California law allows homeowners to do work on their own principal residence without a contractor’s license if they have lived in the home for at least 12 months before completing the work, the work is done before any sale of the property, and they haven’t used the exemption on more than two structures in any three-year period.8Contractors State License Board. Building Officials – Owner-Builder Overview The permit is still required. The inspections are still required. The code standards are the same as for a licensed plumber. The exemption only means you can legally do the physical work.
What Happens Without a Permit
Skipping the permit turns a weekend project into a lasting problem. If unpermitted work is discovered during a home sale, remodel, or water damage claim, the jurisdiction can require you to expose the buried line, obtain a retroactive permit (often at a penalty fee higher than the original permit cost), and pass the same inspections you tried to avoid. If it doesn’t meet code, you may be ordered to tear it out and start over.
The ripple effects hit harder at sale. Unpermitted work must be disclosed to buyers in California, and the new owner inherits the liability. Appraisers can reduce the home’s value, lenders may refuse to finance, and title insurers may add exceptions. Home insurers can deny coverage for water damage tied to unpermitted plumbing, and an insurer discovering undisclosed unpermitted work after a claim may raise premiums, limit coverage, or cancel the policy.
