California runs a stack of assistance programs for single mothers that together can cover cash, healthcare, food, childcare, housing, utilities, and tax refunds. A single mother of one with no other income can receive around $1,175 per month in CalWORKs cash aid, free coverage through Medi-Cal, and up to $785 per month in CalFresh food benefits, plus several thousand dollars a year through refundable tax credits. Most programs are income-tested and require California residency, and applications generally go through your county social services office.
Cash Aid Through CalWORKs
CalWORKs is the state’s main cash grant program for families with children. You qualify if you live in California and have a child who lacks adequate parental support because a parent is absent, disabled, or deceased.1California Department of Social Services. CalWORKs Countable resources cannot exceed $12,552, or $18,829 if a household member is 60 or older or has a disability. Your home and one vehicle don’t count.
Grant amounts depend on family size, work-exemption status, and which region of the state you live in. As of October 2024, a non-exempt family of three with no other income receives about $1,175 per month, and an exempt family of the same size receives $1,314.2Employment and Human Services Department. CalWORKs Fact Sheet Other household income reduces the grant, though a portion of earned income is disregarded so that working doesn’t erase your benefits dollar for dollar.
Work Requirements and Who Is Exempt
Adults on CalWORKs must take part in Welfare-to-Work activities. Single parents put in 30 hours per week, or 20 hours if they’re caring for a child under six.3California Department of Social Services. Eligibility and Participation – Program Requirements Approved activities include job search, vocational training, community service, work experience, adult education, and subsidized employment.
You can be exempt if you’re pregnant, caring for a child younger than two, physically or mentally unable to work, 60 or older, or caring for a household member who can’t care for themselves.4California Department of Social Services. Welfare-to-Work Program Survivors of domestic violence can request a waiver from program requirements. Missing your required hours without an exemption can shrink or end your grant.
Child Support Cooperation and the Domestic Violence Exception
To receive CalWORKs you generally have to cooperate with the county child support agency to establish paternity and pursue support from the absent parent. Refusing to cooperate cuts your grant by 25%.5Santa Clara County Social Services Agency. CalWORKs – Failure to Cooperate
If cooperating would put you or your child in danger, you can claim “good cause” and the 25% penalty is removed while the claim is reviewed. Domestic violence, threats, and ongoing safety concerns qualify. If you have any history of abuse from the other parent, raise it with your caseworker before the child support referral goes through.
While you’re on CalWORKs, the state keeps most of any child support collected on your behalf. California passes through $50 per month to families with one child and $100 to families with two or more.6California Department of Child Support Services. Time Limits and Appeals
Adults have a cumulative 60-month lifetime limit on CalWORKs cash aid. The months don’t have to be consecutive. After the limit, the adult loses eligibility but children in the household continue to receive a smaller safety-net grant.7California Department of Social Services. CalWORKs FAQ
If your application is denied or your benefits are reduced, you can request a state hearing within 90 days of the notice date. File before the effective date of the change and your benefits stay at the current level until the hearing is decided. One caution: if the county wins, you may have to repay the benefits paid during the appeal.
Health Coverage Through Medi-Cal
Medi-Cal is California’s Medicaid program. Adults qualify at or below 138% of the Federal Poverty Level, and children qualify up to 266%, so your kids may still be covered even if your income is too high for you.8Covered California. Medi-Cal Covered services include doctor visits, hospital care, prescriptions, mental health treatment, and preventive care.
Pregnancy triggers more generous rules. Income limits are higher during pregnancy, and California now extends full Medi-Cal coverage for 12 months postpartum regardless of income changes after delivery, covering all medically necessary care rather than only pregnancy-related services.9Department of Health Care Services. Apply at coveredca.com or at your county social services office. If you receive CalWORKs, you’re generally enrolled in Medi-Cal automatically.
Food Benefits: CalFresh and WIC
CalFresh
CalFresh is California’s SNAP program. Benefits load onto an EBT card that works like a debit card at grocery stores, farmers’ markets, and participating online retailers.10California Department of Social Services. CalFresh Program California uses broad-based categorical eligibility, so households with gross monthly income at or below 200% of the Federal Poverty Level can qualify with no asset limit.11USDA Food and Nutrition Service. A household of three can receive a maximum monthly allotment of $785, though the actual amount depends on net income after deductions for housing, childcare, and other allowable expenses.12USDA Food and Nutrition Service. SNAP Cost-of-Living Adjustment Information Benefits cover groceries and food-producing seeds and plants. They can’t be used for alcohol, tobacco, vitamins, hot prepared meals, or household products.
One boundary worth flagging: students attending school at least half-time have to meet a separate exemption on top of the income test, such as working 20+ hours per week, participating in work-study, caring for a child under six, or being a single parent enrolled full-time with a child under 12.
WIC
WIC serves pregnant women, new mothers up to six months postpartum, breastfeeding mothers up to 12 months postpartum, and children under five. Income eligibility is 185% of the Federal Poverty Level, and you automatically meet the income test if you already have CalFresh, CalWORKs, or Medi-Cal.13California WIC Program. Am I Eligible?
WIC provides specific foods rather than a general food budget. Postpartum participants get monthly allotments of milk, eggs, whole grains, cereal, canned fish, legumes, and a $48 cash-value benefit for fruits and vegetables.14WIC Works Resource System. Food Package VI – Postpartum You can use WIC and CalFresh at the same time. Appointments also include nutrition counseling and referrals to other services.
Tax Credits Single Mothers Should Claim
Tax credits deliver some of the largest annual payments available to low-income single mothers, and they’re the benefits people most often leave on the table. You claim them by filing a tax return.
The federal Earned Income Tax Credit is the biggest. For the 2025 tax year, a single parent with one qualifying child can receive up to $4,328, rising to $7,152 with two children and $8,046 with three or more. The income ceiling reaches $61,555 for families with three or more children.15Internal Revenue Service. Earned Income and Earned Income Tax Credit Tables The EITC is fully refundable, so you get the full amount even if you owe no federal tax. You need some earned income to qualify, but CalWORKs and CalFresh don’t count against you.
California adds its own credit. The CalEITC pays up to $3,756 for families with three or more children, with an income limit of $32,900. Unlike the federal version, the CalEITC is available to filers using an Individual Taxpayer Identification Number, so undocumented parents who file taxes can claim it.16Franchise Tax Board. For 2026, the federal Child Tax Credit is $2,200 per qualifying child, with up to $1,700 refundable as the Additional Child Tax Credit. The refundable portion phases in on earnings above $2,500, so families with very low earned income get less than the full amount. A single mother with two young children earning around $25,000 can pull well over $10,000 through these credits combined. Housing and Utility Assistance
Affordable housing is the hardest benefit to actually get. The federal Housing Choice Voucher program (Section 8) pays the difference between 30% of your income and fair market rent.17U.S. Department of Housing and Urban Development. Housing Choice Voucher Program Waiting lists at most California housing authorities are either closed or several years long, and many agencies prioritize households that are homeless or facing immediate displacement.
Emergency Housing Vouchers move faster for families in crisis, prioritizing people who are homeless, at risk of homelessness, or fleeing domestic violence, sexual assault, or stalking.18U.S. Department of Housing and Urban Development. Emergency Housing Vouchers Referrals come through local continuums of care and public housing authorities, so contact your county’s homeless services hotline or a domestic violence provider.
Utility bills are more immediately addressable. LIHEAP provides an annual payment toward heating or cooling and emergency help for households facing shutoff.19Administration for Children and Families. - CARE gives income-qualified households a 30% to 35% discount on electric bills and 20% off natural gas.
- FERA gives an 18% electric discount to households whose income exceeds CARE limits but falls within FERA thresholds.

Childcare and Job Training
Childcare costs can eat a full CalWORKs grant, so the state runs a three-stage subsidized system. Stages One and Two are entitlements for CalWORKs families, meaning a spot is guaranteed if you meet the criteria. Stage One starts when you begin Welfare-to-Work, and families move to Stage Two once the county considers them stable. Together, the two stages cover childcare for up to 24 months after you leave cash aid.21California Department of Social Services. CalWORKs Child Care
Stage Three picks up after that but is not an entitlement. It depends on available funding, and your income has to stay below 85% of the state median.22California Department of Social Services. Subsidized Programs Waitlists can be long when funding tightens, so if you’re near the end of Stage Two, start the Stage Three application early.
For job training, America’s Job Center of California locations across the state offer free services funded by the federal Workforce Innovation and Opportunity Act, including skills assessments, career planning, resume help, and funding for training or certificate programs in high-demand fields.23Employment Development Department.
