You qualify for CalFresh, California’s version of SNAP, if your household’s gross monthly income is at or below 200 percent of the federal poverty level, you live in California, and you meet the rules that apply to your situation for work, student status, and immigration. Most households do not face an asset test. The program is federally funded but administered by California’s 58 county social services offices, and the CalFresh eligibility requirements below determine both whether you can receive benefits and how much documentation you’ll need to prove it.1California Department of Social Services. Income Limits for 2026
California applies Modified Categorical Eligibility, which sets the gross income ceiling at 200 percent of the federal poverty level and removes the asset test for most households.2California Department of Social Services. Clearing the gross income test isn’t the end of it. The county then checks net income, which is what remains after allowable deductions. Deductions That Move You Under the Net Limit
The deductions you claim can be the difference between qualifying and being denied. Every household gets a standard deduction. Earned income is discounted by 20 percent. On top of that, you can deduct out-of-pocket dependent care costs and legally owed child support. Housing costs that exceed half your income after other deductions produce an excess shelter deduction, which matters a great deal in California’s rental market.
Households with a member aged 60 or older, or a member with a disability, can also deduct medical expenses above $35 per month, including prescription copays, insurance premiums, and transportation to medical appointments.4California Department of Social Services. Report every eligible expense; leaving one off is the most common way applicants end up with a smaller benefit or a wrongful denial.
Do You Have to Pass an Asset Test?
For most California applicants, no. Modified Categorical Eligibility eliminates the asset test, so savings, a car, and retirement funds don’t count against you.
Two situations still trigger an asset limit. Households that include someone 60 or older or a person with a disability whose gross income exceeds 200 percent of the poverty level fall outside categorical eligibility. They can still qualify under traditional SNAP rules if their net income passes, but they face a resource cap of $4,500 in countable assets like cash and bank balances.5Food and Nutrition Service. Work Rules for Adults Without Dependents
If you are between 18 and 54, physically able to work, and have no dependents, CalFresh classifies you as an Able-Bodied Adult Without Dependents. That designation adds a work requirement on top of general SNAP rules. You must work, volunteer, or participate in a qualifying training program for at least 80 hours per month, which comes out to about 20 hours per week.6Food and Nutrition Service. Miss those hours and your benefits are capped at three months within a three-year window. After the three months, you lose eligibility until you work the required hours for a full 30-day period or qualify for an exemption. Exemptions cover pregnancy, medical inability to work, caring for an incapacitated household member, and anyone already exempt from general work requirements.
The 80 hours don’t have to come from a single job. Paid work, unpaid work, and approved training can be combined. Someone working part-time and volunteering the rest of the hours satisfies the requirement.
Rules for College Students
If you’re 18 to 49 and enrolled at least half-time in a college or university, CalFresh treats you as a student, and students must meet at least one exemption to qualify.7California Department of Social Services. Regulation Quick Reference – Students The common qualifying paths:

- Working at least 20 hours per week for pay, or the self-employment equivalent.

- Responsible for a child under six, or a child between six and eleven when adequate childcare isn’t available.
- A single parent enrolled full-time with a child under 12.
- Currently receiving CalWORKs cash assistance.
Some California-specific programs, including Extended Opportunity Programs and Services and Guardian Scholars, previously offered an automatic route to student eligibility. Those programs are now reviewed individually to determine whether they include a component equivalent to a CalFresh employment and training program. Students already receiving benefits through one of them should stay on through their current certification period and expect the county to reassess at recertification.
If you’re enrolled less than half-time, CalFresh does not classify you as a student at all, and the student rules don’t apply. You’ll be evaluated under the same income and work rules as anyone else.
Citizenship and Immigration Requirements
You have to live in California to receive CalFresh. U.S. citizens and nationals who meet the income rules are eligible with no additional immigration documentation.
For non-citizens, the rules changed on April 1, 2026. Under federal policy changes in H.R. 1, several immigration categories were removed from SNAP eligibility nationwide. Refugees, asylees, certain parolees, and victims of trafficking are no longer eligible for CalFresh based solely on those statuses.10GetCalFresh. Lawful permanent residents who are 18 or older generally need five years of qualified immigration status before receiving CalFresh. Several groups skip the wait: children under 18 with lawful permanent resident status, people who are blind or disabled, U.S. military veterans and active-duty members along with their dependents, and individuals credited with 40 qualifying quarters of work history. Cubans and Haitians who entered the U.S. on or after April 21, 1980, and individuals residing under the Compacts of Free Association also remain eligible.
Non-citizens who were already receiving CalFresh before April 1, 2026, keep getting benefits until their next renewal date, provided they meet all other criteria at that time.
Public Charge Protections

What to Have Ready Before You Apply
Applications go through GetCalFresh.org, in person at your county social services office, or by mailing a completed Form CF 285. The online portal is the fastest route. Before you start, pull together:
- Proof of identity for each person applying, such as a California driver’s license, state ID, or birth certificate.
- Social Security numbers for every household member requesting benefits.
- Proof of California residency, such as a recent utility bill or rental agreement.

- Housing and utility costs: rent receipts, mortgage statements, property tax bills, and utility bills.
- Other deductible expenses: child care receipts, medical bills for elderly or disabled members, and child support payment records.
Every deductible expense you can document lowers your net income and improves your odds of qualifying. After you submit, a county eligibility worker will schedule a mandatory interview, usually by phone.
