Check Your Status Before You Do Anything Else
You may not have received a suspension notice. Why the DMV Suspends Registrations
Insurance Lapses

If the DMV doesn’t receive proof of insurance within 30 days of issuing your registration card, or if your insurer reports a cancellation and no replacement policy is filed within 45 days, the registration is suspended.4California State Department of Motor Vehicles. Failed Smog Check
Most vehicles need a valid smog certificate every two years at renewal.5California Legislative Information. Unpaid Registration Fees
Registration renews annually, and the Vehicle Code sets specific procedures and deadlines.7California Legislative Information. Once the DMV flags the vehicle, you can’t legally operate it until fees, penalties, and administrative charges are cleared.
Unpaid Parking or Toll Citations
Unresolved parking or toll violations will block your renewal outright. Every outstanding citation has to be cleared with the issuing agency or paid alongside your renewal before the DMV processes anything.8California State Department of Motor Vehicles. What It Costs If You Drive on a Suspended Registration
Driving, moving, or leaving a vehicle standing on a highway or public parking facility without proper registration violates CVC 4000(a). It’s typically an infraction. The base fine is $280, but mandatory state and county penalty assessments routinely push the total past $800.
If your suspension stems from an insurance lapse, you can also be cited under CVC 16028(a) for failing to carry proof of financial responsibility. A first offense carries a base fine of $100 to $200, with assessments that can double or triple the total. A second offense within three years carries a base fine of $200 to $500.
One clarification worth making: CVC 14601.1 is often confused with driving on a suspended registration, but that statute covers driving with a suspended or revoked driver’s license, which is a separate and more serious offense.9California Legislative Information. Impound Fees Add Up Fast
Under CVC 22651, officers can tow and impound a vehicle with a suspended registration. Towing a standard passenger vehicle commonly exceeds $250. Daily storage typically runs $50 to $100 depending on the yard and vehicle size, and a lien processing fee is usually added within the first few days.
If you don’t recover the vehicle within roughly 30 days, the tow yard can sell it at a lien sale auction and you lose the car. Getting it back before that means proving valid registration or reinstatement in progress, paying towing and storage, and sometimes attending a hearing. Every day matters.
How to Reinstate
For an Insurance Suspension
Get valid coverage first. Your insurer will file electronically with the DMV, but you don’t have to wait on that. The DMV offers an online service where you can submit proof of insurance, pay the $14 reinstatement fee, and confirm your updated status.4California State Department of Motor Vehicles. For a Smog Suspension
Complete repairs and pass a retest. If cost is the obstacle, the Bureau of Automotive Repair’s Consumer Assistance Program may offset repair expenses if you qualify. The DMV won’t process renewal until the smog side is resolved.
For Unpaid Fees or Citations
Pay all outstanding registration fees, late penalties, and administrative charges. The DMV takes payment online, by mail, or in person. For parking or toll holds, resolve each citation with the issuing agency or pay it alongside your renewal fees.
Whatever the reason, verify your status through the DMV’s online tool before you drive again. Assuming the suspension has cleared because you took the steps is how people end up with a $280 ticket on top of what they already paid.
If You’ve Already Been Cited
Your ticket will include either a court date or instructions for resolving it. Most registration violations are infractions: pay the fine and move on. But if you were also cited for driving without insurance, driving on a suspended license, or you have prior offenses, the charges can be misdemeanors carrying probation, community service, or in rare cases jail.
Reinstate your registration before your court date if you can, and bring the documentation. Judges often reduce or dismiss fines when a driver has already corrected the underlying problem. The gap between a dismissal and full penalty assessments is often hundreds of dollars.
Do not skip court. Selling a Car with a Suspended Registration
Selling doesn’t sidestep the problem. The DMV generally requires the underlying issue (insurance, fees, or smog) to be resolved before a title transfer can go through. A buyer who takes on a flagged vehicle typically ends up paying whatever the prior owner owed plus penalties to clear it. Contact the DMV before listing the car to confirm what has to be resolved. And if the vehicle needs to move, tow it. Driving it to the buyer just adds another citation.
