A California temporary ID is the paper document the DMV prints and hands you at the end of an in-person ID card application. It’s valid for 60 days while the state manufactures and mails your permanent plastic card.1California DMV. How to Get One at the DMV
Any California resident can apply for a state ID card, and the temporary paper version is simply the interim document you leave the office with.2California DMV. You can speed things up by starting the DL/ID application online before you go, which pre-fills your information so the counter visit is mostly verification.3California DMV. The standard fee is $40, and it’s nonrefundable.4California DMV. Licensing Fees A reduced-fee card is $11 if you qualify through certain state or county assistance programs; the program provides a completed DL 937 form to bring in. Seniors 62 and older pay nothing for a senior citizen ID, and people experiencing homelessness (including children, youth, and individuals fleeing domestic violence) also pay nothing.2California DMV. Bring an original or certified document proving your full legal name and date of birth. A U.S. passport, certified birth certificate, or permanent resident card all work. If your current name doesn’t match the document, bring legal proof of the change, such as a marriage certificate or court order. You also need to provide your Social Security number; the physical card isn’t required, but the number has to be verifiable through federal databases.2California DMV. Identification (ID) Cards
First-time applicants also need to show a document with a California address. A standard ID card requires one residency document. A REAL ID-compliant card requires two, both showing your California physical address and both displaying your first and last name. Utility bills, mortgage or rental agreements, bank statements, vehicle registration, employment records, and medical or insurance documents all qualify. If you use a P.O. At the counter, a technician reviews your documents, takes your photo, and captures a thumbprint. California law requires a legible thumb or finger print on every ID card application.6Justia Law. California Code VEH Article 5 – Identification Cards Once payment is confirmed, the technician prints your temporary paper ID and hands it to you. That’s the document you use for the next 60 days.
Where the Paper ID Works, and Where It Doesn’t
For routine purposes inside California, the paper temporary generally holds up. Most businesses, employers, and state agencies accept it as valid government identification during the waiting period.
Air travel is the important exception. The TSA does not accept a temporary driver’s license or ID as a standalone form of identification at airport checkpoints.7Transportation Security Administration. Since REAL ID enforcement began in May 2025, domestic flights require a REAL ID-compliant card, a passport, or another federally accepted document.8Transportation Security Administration. Waiting for the Plastic Card

Don’t wait for the paper ID to expire before checking on delivery. If nothing has arrived four weeks after your visit, check the status through the DMV’s online portal or call 1-800-777-0133.10California DMV. Renewals
If you’re renewing an existing California ID and go into an office, you’ll receive a temporary paper ID at the end of the visit the same way an original applicant does. Online renewal skips the office entirely, so no paper temporary is issued. You can renew online if you’re within 90 days before or 12 months after your card’s expiration date, you don’t need to change your address or physical description, and you’re not applying for a REAL ID for the first time.
