Comparing California vs. Washington taxes comes down to one big trade-off: Washington charges no personal income tax on wages, pensions, or most investment income, while California’s top rate reaches 13.3%. Washington makes up ground through higher combined sales taxes, a state estate tax, a gross receipts tax on businesses, and a 7% excise tax on large capital gains. Whether you save by living in one or the other depends on how you earn your money, how much you own, and what you plan to leave behind.
Income and Retirement Income
This is where the gap is widest. California taxes personal income across nine brackets, from 1% at the bottom to 12.3% at the top, plus a 1% Mental Health Services Tax on taxable income above $1 million. The effective top rate is 13.3%, and California residents owe tax on worldwide income regardless of where it’s earned.
Washington has no broad personal income tax. Wages, business income, interest, dividends, and retirement distributions are untaxed at the state level. The one carve-out is a 7% excise tax on the sale of long-term capital assets above an annually adjusted standard deduction, set at $278,000 for the 2025 tax year.1Washington Department of Revenue. Retirees see the sharpest contrast. California taxes pension income, 401(k) and IRA withdrawals, and annuity payments at the same graduated rates as wages. California does fully exempt Social Security benefits; if they’re in your federal adjusted gross income, you subtract them out on your California return.3Franchise Tax Board. If you regularly realize large capital gains above Washington’s deduction threshold, the 7% excise still comes in well under California’s top rate, where capital gains are taxed as ordinary income.
Sales Tax
California’s statewide base rate is 7.25%, the highest state-level rate in the country.5California Department of Tax and Fee Administration. Washington’s base rate is lower at 6.5%, but local additions typically push combined rates higher than California’s average. The statewide average combined rate is roughly 9.5%, with a maximum around 10.6% in certain cities.7Washington Department of Revenue. Groceries and prescriptions soften the blow in both places. Washington exempts most food and food ingredients purchased for home consumption, though prepared food, soft drinks, bottled water, and dietary supplements remain taxable.8Washington State Legislature. Property Tax
California’s system is defined by Proposition 13. The 1978 amendment caps the general rate at 1% of assessed value plus voter-approved bonds, and, more importantly, limits annual assessment increases to 2% until the property changes hands. California Property Tax An Overview Long-tenured owners in appreciating markets often pay tax on a value well below what the home would sell for.
Washington reassesses annually to reflect current market value and caps year-over-year growth in a taxing district’s total collections at 1% or inflation, whichever is lower. That restrains overall growth, but an individual homeowner can still see meaningful increases if their property appreciates faster than the district average. Washington’s average effective rate runs around 0.84% of home value; California’s average is roughly 0.71%. Local variation is wide in both states, but the pattern is clear. Washington homeowners generally pay a slightly higher effective rate, and long-time California homeowners benefit heavily from Prop 13.
Estate Tax
Washington imposes a state estate tax on estates exceeding $3,076,000 in 2026, with graduated rates from 10% to 35% on the taxable amount above the exclusion.11Washington Department of Revenue. Estate Tax Tables The brackets:

- 15% from $1 million to $2 million
- 17% from $2 million to $3 million
- 19% from $3 million to $4 million
- 23% from $4 million to $6 million

California has no state estate or inheritance tax. For an estate between roughly $3 million and the federal exemption, dying as a Washington resident triggers a state tax bill that wouldn’t exist in California. For high-net-worth movers, the income tax savings from Washington can be partly or fully offset by estate exposure.
Business Taxes
The two states tax business through entirely different mechanisms, and the flip point depends on your margins.

Washington has no corporate income tax. Instead it uses the Business and Occupation tax, a gross receipts tax on total revenue with no deduction for labor, materials, or operating costs. Which model costs more depends on profit margin. A service business earning $2 million in revenue with $1 million in profit would owe about $88,400 in California (8.84% of net) and about $30,000 in Washington (1.5% B&O). California loses that one. Flip it to a low-margin retailer with $10 million in revenue and $100,000 in profit: California taxes the $100,000 at 8.84% for $8,840, while Washington’s 0.471% B&O hits the full $10 million for $47,100. Gross receipts punishes thin margins, and it catches a lot of owners off guard when they relocate expecting savings everywhere.
Payroll Deductions
Both states layer mandatory payroll programs on top of federal withholding. California’s State Disability Insurance program withholds 1.3% of wages in 2026 with no wage ceiling, and California’s Paid Family Leave is funded through the same contribution.17Employment Development Department. Washington’s Paid Family and Medical Leave premium is 1.13% of wages in 2026, with employees paying 71.43% of that (about 0.81%) and employers the rest.18Employment Security Department Washington State. Leaving California Without Staying on the Hook
Moving to Washington doesn’t automatically end your California tax obligations. The Franchise Tax Board treats you as a resident if you’re in the state for anything more than a temporary or transitory purpose, and it defines domicile as the place you consider your true, permanent home.20Franchise Tax Board. Residents The FTB looks at where you hold your driver’s license and voter registration, where your bank accounts are, where your vehicles are registered, where your immediate family lives, and where you keep possessions you care about. No single factor decides it, but the pattern does. Someone who moves to Seattle but keeps a California license, votes in California, and still has a furnished Bay Area home will struggle to claim Washington residency.
California also presumes residency if you spend more than nine months in the state during a tax year. You can rebut it, but the burden shifts to you.
The 546-Day Employment Safe Harbor
California offers one bright-line escape. If you leave under an employment-related contract and stay outside the state for at least 546 consecutive days, you’re treated as a nonresident during that period. The safe harbor breaks if you earn more than $200,000 in intangible income during any year the contract is active, or if the FTB determines the primary purpose of the absence is tax avoidance. Practical Steps
If you’re going, go deliberately. Get a Washington driver’s license and register your vehicles right away. Register to vote in Washington. Move your bank accounts or open new ones in Washington. Update your address with financial institutions, the IRS, and the postal service. If you keep California real estate, be ready to explain why. Investment property is fine; a furnished home you visit regularly looks like a residence.
In the year of the move, California taxes you as a part-year resident on worldwide income earned while a California resident, plus California-source income earned after you leave.22Franchise Tax Board. Part-Year Resident and Nonresident If you keep working remotely for a California employer from Washington, California will claim a share of that income based on your California workdays as a fraction of total workdays. Washington has no state return unless you owe the capital gains excise, so the compliance work falls on the California side.
Who Actually Saves in Each State
High earners with wage or business income save the most in Washington. A software engineer making $400,000 avoids tens of thousands in California income tax, and the sales tax difference is marginal. Retirees living on pension and 401(k) income benefit similarly from Washington’s zero treatment of retirement distributions.
California becomes more competitive for people with large estates and modest current income. A resident with a $5 million estate and $60,000 in annual income owes very little California income tax and would face a substantial Washington estate bill at death. Homeowners who bought California property decades ago pay tax on a fraction of current market value thanks to Prop 13.
Business owners have to run the numbers both ways. Washington’s B&O on gross receipts can exceed California’s income-based corporate tax for low-margin, high-revenue operations, and California’s $800 minimum franchise tax, annoying as it is, is at least a known cost. The right answer is almost always specific to the person asking.
