Which Water Heaters the Code Covers
Section 19211 reaches all new water heaters, all replacement water heaters, and all existing residential water heaters. If your tank was installed twenty years ago and never strapped, it is out of compliance today. The statute defines “water heater” as a standard tank-type unit with a capacity of 120 gallons or less for which a pre-engineered strapping kit is readily available.1California Legislative Information. Fuel-burning tankless units that do not store water are exempt from seismic bracing, provided they are installed according to the manufacturer’s instructions.2Legal Information Institute. Cal. Code Regs. Tit. 25, 4100 – Protection from Seismic Damage The manufacturer’s specified mounting hardware satisfies the code for a wall-mounted tankless heater. Any tank-type unit needs strapping.
Section 507.2 Specifications
Where the Straps Go
You need at least two straps. One in the upper third of the tank’s height, one in the lower third. The lower strap has to sit at least four inches above the unit’s controls so it does not block the thermostat, gas valve, or other components you reach for during maintenance.1California Legislative Information. Strap Material
Each strap must be at least 22-gauge metal and at least 5/8-inch wide. Some jurisdictions require 3/4-inch wide strapping, so confirm with your building department before you buy. Pre-engineered kits sold at hardware stores meet or exceed the state minimums and are the simplest way to install a compliant setup. Pull the straps snug enough to prevent movement without denting the tank’s outer jacket.
Anchoring to Wood Studs
Each strap end must be fastened directly into structural framing with a lag screw of at least 1/4-inch diameter. The screw needs at least 1-1/2 inches of penetration into the stud, and a washer has to sit between the screw head and the strap so the strap cannot pull through under load. Locate the studs with a stud finder, drill pilot holes, and drive the lag screws with a socket wrench or impact driver. Drywall alone will not hold a full tank during an earthquake.
Anchoring to Concrete or Masonry
When the tank sits against a concrete or masonry wall, the fasteners change. You can use mechanical expansion anchors or chemical epoxy anchors, but they must be at least 3/8-inch in diameter with a minimum embedment of two inches into the concrete or masonry.3California Department of General Services, Division of the State Architect. Guidelines for Earthquake Bracing of Residential Water Heaters The wall itself needs to be in good condition, with no cracks 1/16-inch wide or larger. Do not anchor into the hollow cells of ungrouted concrete masonry blocks; the anchor has nothing solid to grip. If the block wall is ungrouted, grout the cells where the anchors will go, or work with your building department on an alternative.
Installing the Straps
Before touching the unit, shut off the gas at the appliance shutoff valve, or the electricity at the breaker for an electric heater, and close the cold-water inlet. You will need a strapping kit, a stud finder, a drill with bits sized for your lag screws, and a socket wrench. A standard kit includes the metal bands, lag screws, washers, and the buckle or bolt hardware for closing each strap loop.
Find the stud centers behind and next to the tank at two heights: one in the upper third of the tank, one in the lower third and at least four inches above the controls. Drill pilot holes, then drive the lag screws through the strap ends and washers into the studs, checking that each screw seats at least 1-1/2 inches into wood. Wrap each strap around the tank and close the loop with the kit’s buckle or bolt. Tighten until the tank cannot rock when you push it firmly from several angles. Restore gas and water, check for leaks, and call for inspection.
Permits and Inspection
Most California jurisdictions require a mechanical or plumbing permit to install or replace a water heater. The permit covers the gas or electrical connection, the venting, and the seismic strapping. An inspector will check that straps are placed correctly, anchored into structural members with the right fasteners, and tight enough to keep the tank still. Fees and procedures vary by city and county. Skipping the permit risks more than a fine; unpermitted work surfaces later when a buyer’s inspector goes through the house.
Selling a Home: Written Certification
California law requires the seller of any residential property with a water heater to certify in writing that the strapping requirement is met. What Non-Compliance Costs You

Local Amendments
