California welfare covers four main programs: CalWORKs cash aid for families with children, CalFresh food benefits, Medi-Cal health coverage, and county-run General Assistance for adults without children. You can apply for all of them on a single application at BenefitsCal.com, and most people who qualify for one qualify for others.
The Programs at a Glance
CalWORKs is the state’s cash assistance program for families where a child has lost parental support because a parent is absent, deceased, unable to work, or unemployed.1California Legislative Information. California Welfare and Institutions Code 11200-11218 The average monthly grant in the 2024–25 budget year was about $1,001, though your amount depends on family size, county region, and other income.2Legislative Analyst’s Office. The 2025-26 Budget: CalWORKs Cash aid is temporary and tied to work or training activities.
CalFresh is California’s version of SNAP. Benefits load monthly onto an EBT card that works at grocery stores, farmers’ markets, and other approved food retailers.3California Legislative Information. California Welfare and Institutions Code 18900 You can’t use it for alcohol, tobacco, vitamins, or prepared hot foods. Maximum monthly allotments in effect from October 2025 through September 2026 are $298 for one person, $546 for two, $785 for three, $994 for four, $1,183 for five, and $218 for each additional person.4County of Santa Clara Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility Actual benefits depend on income after deductions — the lower your countable income, the closer you get to the maximum.
Medi-Cal is the state’s Medicaid program. Adults with income up to 138% of the federal poverty level qualify for full coverage, which for 2026 works out to roughly $22,025 per year for a single person and $45,540 for a family of four.5Covered California. General Assistance (also called General Relief) is for adults without children who don’t qualify for CalWORKs. Counties fund and run it themselves, so rules, grant amounts, and eligibility criteria vary by where you live.6California Department of Social Services. General Assistance or General Relief You generally need to be at least 18, a county resident, and have very low income and few resources. Some counties pay housing directly rather than issuing cash.
Who Qualifies
You must live in California and intend to stay. There is no minimum residency period. You also generally need to be a U.S. citizen or hold a qualifying immigration status such as lawful permanent residency, though California funds some state-only benefits for immigrants who don’t meet federal rules.
Every program uses a means test that looks at your household’s gross income (before deductions) and net income (after allowable expenses like childcare, high shelter costs, and certain medical bills). For CalFresh, most California households qualify under broad-based categorical eligibility, which raises the gross income ceiling to 200% of the federal poverty level and removes the asset test entirely.7USDA Food and Nutrition Service. A household, for eligibility purposes, is the people who live together and buy and prepare food as a group. CalWORKs additionally requires at least one minor child in the home. A spouse’s or partner’s income usually counts even if that person isn’t applying.
How to Apply
The fastest route is BenefitsCal.com, the statewide portal for CalFresh, CalWORKs, Medi-Cal, and General Assistance.8BenefitsCal. BenefitsCal – Together, We Benefit You can also upload documents, check status, and manage your case there. If you prefer paper, county social services offices accept forms in person or by mail.
Two forms cover most situations. The SAWS 2 Plus applies to CalFresh, CalWORKs, Medi-Cal, and General Assistance at once.9California Department of Social Services. Have these ready before you start: a government-issued photo ID, Social Security numbers for every household member applying, and proof of your current address such as a utility bill or lease.11Los Angeles County Department of Public Social Services. CalFresh 63-404 Social Security Number You’ll also need income verification: pay stubs from the last 30 days, or tax returns and business records if you’re self-employed. Documentation of recurring expenses — childcare, child support, medical bills — can raise your benefit by lowering countable income.
How Fast Benefits Arrive
The county has 30 days from receiving a signed application to process CalFresh, CalWORKs, and Medi-Cal cases. Medi-Cal cases needing a disability determination can take up to 45 days.12County of Fresno. BenefitsCal – County of Fresno After you apply, a county worker conducts an eligibility interview, usually by phone. Missing the interview without rescheduling results in a denial.
If you’re facing a food emergency, CalFresh has expedited processing that gets benefits onto your EBT card within three calendar days. You qualify if any of these apply:
- Your household has less than $150 in gross monthly income and $100 or less in cash, checking, and savings combined
- Your monthly rent or mortgage plus utilities exceeds the total of your liquid resources and gross monthly income
- You’re a domestic violence survivor living in or on the waiting list for a shelter
The three-day clock runs through weekends and holidays. Tell the county when you apply so your case gets flagged.
Using the EBT Card
Once approved, you receive a Golden State Advantage EBT card. Both CalFresh food benefits and CalWORKs cash aid load onto the same card each month.13California Department of Social Services. Electronic Benefits Transfer (EBT) Card You use a PIN to pay at approved stores or withdraw cash at ATMs.
The two funds have different rules. CalFresh dollars work only for food at authorized retailers.14BenefitsCal. EBT FAQs CalWORKs cash is broader but federal law bars its use at liquor stores, casinos, and adult entertainment venues. The card works anywhere in the United States.
Keeping Benefits Active
Approval isn’t the end of paperwork. CalWORKs and CalFresh recipients must submit a Semi-Annual Report (SAR 7) every six months.15California Department of Social Services. Eligibility Status Report (SAR 7) It’s due on the 5th of the reporting month, considered late after the 11th, and if the county hasn’t received it by the first business day of the following month, your case closes.
The SAR 7 asks about changes since your last report: household members moving in or out (including newborns), new or lost jobs, self-employment income, tips, lump sums like lottery winnings or back Social Security payments, address changes, rent and utility changes, and shifts in immigration status, child custody, health insurance, or marital status.
If your case is discontinued for a missed SAR 7, you can still turn it in during the following month and have benefits restored, prorated from the date you submit it. After a full calendar month passes, that option is gone and you must reapply from scratch. This is the most common way people lose benefits they still qualify for.
Time Limits on Cash Aid
CalWORKs has a lifetime clock. Federal law caps TANF-funded assistance at 60 cumulative months for any adult recipient.16Office of the Law Revision Counsel. 42 USC 608 – Prohibitions; Requirements California previously set its own limit at 48 months and raised it to match the federal cap effective May 1, 2022.17California Legislative Information. California Welfare and Institutions Code WIC 11454 Every month an adult in the household receives cash aid counts, consecutive or not, and months received from other states’ TANF programs count too.
Some months don’t count. The clock pauses when you have a disability lasting 30 or more days, are a domestic violence survivor, are 60 or older, or receive no cash aid that month. Extensions past 60 months are possible for people 60 or older, those caring for a seriously ill family member at home, adults responsible for a child who is a ward of the court, and recipients of disability benefits like SSI. If You’re Denied or Your Benefits Are Cut
Every county decision — approval, denial, reduction, termination — comes with a Notice of Action explaining the change. You have 90 days from the date on that notice to request a state hearing.19California Legislative Information. California Welfare and Institutions Code 10950 You can file online through the California Department of Social Services portal, by phone, or by mail.
Filing before the change takes effect matters. If you request the hearing before your benefits are actually reduced or cut, they continue at the current level while you wait for a decision. This is called aid paid pending.20California Department of Social Services. Public Appeal Request – ACMS For CalFresh, aid paid pending lasts until the hearing or the end of your certification period, whichever comes first. If the decision goes against you, you’ll owe back the extra benefits you received while waiting. For most people facing an immediate loss of income or food, that risk is worth taking.
