Can California Senior Drivers Get a License Renewal Extension?

California drivers who are 70 or older cannot get an extension on a driver’s license renewal, and they cannot renew by mail or online. State law requires an in-person visit to a DMV field office every five years, with a vision test and a new photo. The temporary waiver that let seniors skip the office visit during the pandemic has ended. The one piece of good news: most seniors with clean records no longer have to take the written knowledge test.

Why There Is No Remote Option or Extension

California Vehicle Code Section 12814.5 sets up a mail-renewal program for most drivers but explicitly bars anyone 70 or older from using it.¹ Vehicle Code Section 12814.4 blocks virtual renewal entirely for anyone 80 or older, and prohibits it for drivers 70 and older unless the applicant’s vision is tested.² The DMV has not built a remote vision-testing system, so in practice every driver 70 and older has to appear in person.³

During the pandemic, Governor Newsom issued an executive order temporarily waiving the in-person requirement, and the DMV granted yearlong extensions to senior drivers whose noncommercial licenses expired in 2020. That measure ended with the State of Emergency. No similar extension program has been reinstated. Articles or forum posts suggesting seniors can still renew remotely or push out the deadline are working from outdated information.

The DMV mails a renewal notice to the address on file about 90 days before the license expires.⁴ That is the window to act. Book the appointment as soon as the notice arrives.

What the Appointment Actually Involves

For most seniors, the visit is short. Vision test, photo, done. The written knowledge test was eliminated for most drivers 70 and older starting with licenses that expired in 2024.⁵

You will still be required to take the knowledge test if your record shows any of the following:

Two or more at-fault accidents in the two years before your license expires
Three or more at-fault accidents in the three years before your license expires
A DUI suspension in the two years before your license expires
More than one violation point in the two years before your license expires

Drivers who do need to test can choose an eLearning option in English, Spanish, or Chinese when completing the application online before the office visit, instead of taking the exam on a DMV computer.⁵

The Vision Screening

The vision test at the DMV is a basic screening, not a full eye exam. You look into a device called an Optec and read rows of letters or numbers. The passing standard is 20/40 with both eyes together, and at least 20/40 in one eye with no worse than 20/70 in the other. Corrective lenses are allowed.⁶

Bring your glasses or contacts if you use them to drive. The screening takes about two minutes. The absolute minimum vision the DMV will accept for any driver is 20/200 in the better eye with correction. Below that, no license is issued.

How to Prepare Before You Go

Start the application online before your appointment. The DMV’s portal lets you pre-fill the renewal form, which cuts paperwork at the counter.⁷ The form asks for updated personal information and health-related questions about anything that could affect safe driving.

Book an appointment on the DMV website rather than walking in. The appointment system has a specific category called “Renew DL (Seniors Age 70+)” — pick that one so you’re scheduled for the right service.⁸

Bring:

Your current driver’s license, even if it has already expired
Your renewal notice if you received one
Corrective lenses if you wear them for driving
Payment for the renewal fee

If no renewal notice arrived, you can download form DL 410 FO from the DMV website or fill one out at the office.⁹

Consider Upgrading to a REAL ID

Since May 7, 2025, the TSA requires a REAL ID-compliant license or another acceptable ID to board a domestic flight.¹⁰ If your current license lacks the gold star in the upper corner, the renewal visit is a natural time to upgrade. There is no extra charge for adding it to the same appointment.

A REAL ID needs more documentation than a standard renewal:

Proof of identity such as a birth certificate or U.S. passport
Proof of Social Security number, such as your card or a W-2 showing the full number
Two proofs of California residency, such as a utility bill, bank statement, mortgage document, or tax return¹¹

A P.O. Box works as a mailing address, but residency documents must show a physical street address. If you don’t have residency documents in your own name, you can use documents from a parent, child, or spouse at the same address, along with proof of the relationship such as a birth or marriage certificate.¹¹

If you already carry a valid U.S. passport, passport card, or military ID, you don’t need the REAL ID to fly. A standard license is fine.

Fee and Temporary License

A standard Class C renewal costs $46.¹² Field offices take credit cards, debit cards, checks, and cash.

When you finish at the office, the DMV issues a temporary paper license on the spot. It is valid for 60 days and lets you drive legally while the permanent card is produced.¹³ The plastic card usually arrives in three to four weeks.⁹ Practically speaking, this is the closest thing to a bridge available while your renewal is being processed — but it is only issued after you have shown up and passed the vision test.

If You Fail the Vision Test

Failing the screening doesn’t end things automatically, but it does stop the renewal until the eye issue is resolved. The DMV refers you to an optometrist or ophthalmologist, who examines you and completes a Report of Vision Examination (form DL 62). You bring that form back to the DMV.⁶

The DMV will not issue a temporary license or an extension to a driver who has failed the vision screening until the DL 62 has been reviewed and the department decides the condition doesn’t prevent safe driving. In some cases the DMV will schedule a behind-the-wheel test or a Supplemental Driving Performance Evaluation to see whether the driver can compensate on the road.⁶ If the DMV concludes the condition is too severe, it can revoke the license. The driver has the right to request a hearing after receiving a notice of revocation.

Don’t Drive on an Expired License While You Wait

Letting the license lapse and continuing to drive is not a minor oversight. Driving on an expired license can be charged as an infraction or a misdemeanor depending on the circumstances. It also creates insurance problems: many auto policies contain exclusions for losses tied to illegal activity, and an insurer may deny or dispute a claim after an accident on an expired license.

Because no extension is available, the practical protection is timing. The 90-day renewal notice exists so you have room to schedule. Book the appointment as soon as it arrives, and if your appointment date is weeks out, book the earliest available slot at any nearby field office rather than waiting for your preferred one.
